(Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) B. UTILITIES DIRECTOR COMMENTS C. UTILITY BOARD MEMBER COMMENTS D. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes. Recommendation: Approve minutes of meeting on July 25 as written. 2. Acceptance of San Gabriel Valley Municipal Water District (SGVMWD) Funding for a Portion of the SoCalWater$mart.com Rebate Program. Recommendation: Authorize the Mayor to execute a grant acceptance agreement with SGVMWD, in a form acceptable to the City Attorney, on behalf of Azusa Light & Water. 3. Authorization to Issue a Request for Proposals for Cost of Service Study for Electric Services. Recommendations: Authorize Staff to issue a Request for Proposals for an electric cost-of-service study. 4. Authorization to Issue a Request for Proposals (RFP) for ISO Settlements Functionality. Recommendation: Authorize Staff to issue a Request for Proposals for ISO settlements service to replace OATI service agreement, if warranted. 5. Award Contract for Project W-280B for Construction of a 24-Inch Water “Blend” Line at the Water Treatment Plant. Recommendation: Award a contract to T.A. Rivard Inc. for Project W- 280B, installation of a new 24-inch blend line and associated equipment at the water treatment plant in the amount of $223,465. 6. Approve Purchase of LivingWise® Conservation Education Program to Resource Action Programs. Recommendation: Approve the purchase of the annual turnkey interactive LivingWise® Conservation Education Program for Azusa fifth grade students at a cost not to exceed $30,000 through the Southern California Public Power Authority’s (SCPPA) joint purchase agreement pursuant to AMC Sections 2-520(b) “sole source” and 2-521(a) “cooperative and piggyback purchases”. E. SCHEDULED ITEMS 1. Consideration of Resolutions Authorizing Local Participation in Four Additional Property Assesses Clean Energy (PACE) Lending Programs. Recommendation: Consider adoption of Resolutions No. UB-07-2016 through UB-11-2016 authorizing local participation in the Figtree Energy Financing, CSCDA Open PACE, Ygrene Energy Fund and CMFA Open PACE Programs. 2. Adopt Resolution UB-12-2016 to Modify Azusa Light & Water Rules and Regulations Regarding Reconnection Charges. Recommendation: Approve Resolution No. UB-12-2016 amending ALW’s Rules and Regulations regarding utility service reconnection charges. F. STAFF REPORTS/COMMUNICATIONS 1. Life-Support Equipment Discount Changes 2. Procurement of Required Local Capacity Local Resource Adequacy Capacity for CY 2017 3. Public Power Week (short video will be shown) 4. SGVMWD Annual Presentation 5 Progress Update on Sedaru Water Asset Management Program (Verbal Presentation) G. CLOSED SESSION 1. None. H. ADJOURNMENT 1.
