MORROW, DIRECTOR OF UTILITIES DATE: JUNE 27, 2016 SUBJECT: RATIFY CITY MANAGER’S DECISION TO DECLARE AN EMERGENCY, AND WAIVE THE FORMAL BIDDING PROCESS AWARDING A CONTRACT TO TSR INC. FOR URGENT INSTALLATION OF UNDERGROUND ELECTRIC CONDUITS SUMMARY: Urgent underground electrical repair work had to be performed when direct buried underground service cable failed and caused a prolonged power outage. Staff retained the services of TSR, who was the lowest proposer, to install underground conduits necessary to make the repair. This action approves a resolution ratifying the City Manager’s decision to declare an emergency and waive the formal bidding process and award a contract to TSR for the urgent installation of underground electric conduits. RECOMMENDATION: Staff recommends that the Utility Board approve the following actions: 1)Approve Resolution No. UB-04-2016 ratifying the City Manager’s decision to declare an emergency, and waive the formal bidding process and awarding a contract to TSR in a total amount not-to-exceed $29,700 for the urgent installation of underground electric conduits in front of 1365 and 1330 Hollis Avenue north of Sierra Madre Avenue, in accordance with drawing ED2016-R1. BACKGROUND: In May 2016, an older “direct buried” underground electric cable serving 1365 and 1330 Hollis Avenue failed and caused a prolonged power outage to the residences at those two addresses. Electric crews installed a temporary overhead system by suspending overhead cables on trees to keep the lights on at the affected addresses. Because the failed cables were directly buried in the D-2 APPROVED UTILITY BOARD 6/27/16 Ratify Contract Award – TSR June 27, 2016 Page 2 ground, it is impossible to remove and replace them. New underground conduits and pull boxes needed to be installed at the location so that new underground cables could be installed to restore electricity on a permanent basis. Due to the urgent nature of the situation, Staff obtained informal price proposals from three contractors who had previously performed similar work for Azusa Light & Water (ALW). The price results are depicted in the table below: Company Price TSR $29,700 Perry C. Thomas $30,247 MJ Star-Lite $34,200 Staff recommended TSR, the lowest bidder for this project. Pursuant to the City’s Purchasing Rules and Procedures Sections 2-512 (r) and 2-523], an emergency contract in the amount of $29,700 was requested by the Director of Utilities and authorized by the City Manager. Those same policies require subsequent notification to the Utility Board of this emergency work/contract. The contracted work was completed in a timely manner allowing ALW electric personnel to restore permanent electric service at the two affected residences. The temporary overhead power lines were disconnected and removed from this location. FISCAL IMPACT: Sufficient funds for the $29,700 underground electric conduit repair work are available in the FY 2016-17 Electric Operating Budget. Prepared by: Reviewed and Approved: Hien K.
