Convene to Regular Meeting of the Azusa Utility Board • Call to Order • Pledge to the Flag • Roll Call A. PUBLIC PARTICIPATION 1. (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) B. UTILITIES DIRECTOR COMMENTS C. UTILITY BOARD MEMBER COMMENTS D. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes. Recommendation: Approve minutes of meeting on April 25 as written. 2. Utility Service Charge for Azusa Pacific University Special Event. Recommendation: Authorize Staff to reduce the service turn on fee for the May-June 2016 Azusa Pacific University special event from $45 to $25 per unit or turn on. 3. Request to Amend Professional Services Agreement with APX Inc. for Provision of Real-Time Energy Scheduling Services. Recommendations: 1) Approve an amendment to the Professional Services Agreement with APX Inc. extending the term of the agreement through June 30, 2018 at no change in the monthly cost; and 2) Authorize the Director of Utilities to execute and administer the amended Professional Services Agreement; including making any ancillary operational arrangements if such are required. 4. Request to Amend Blanket Purchase Order for Southern California Edison Transmission Services. Recommendation: Increase the existing Blanket Purchase Order for Southern California Edison (SCE) transmission services by $400,000 to a total of $2,600,000. E. SCHEDULED ITEMS 1. Public Hearing for Water Rate Adjustment Effective FY 2016/17 Through FY 2020/21. Recommendations: 1) Open the Public Hearing, receive Public Testimony, and close the Public Hearing; 2) Approve the proposed base water rate adjustment to increase revenues by 19.75% in FY 2016/17 and 2.0% annually in FY 2017/18 through FY 2020/21; and 3) Adopt Resolution UB-3- 2016, amending Azusa Light & Water’s Water Rate Schedule. F. STAFF REPORTS/COMMUNICATIONS 1. Update on Water Supply and the Drought 2. Proposed Assembly Bill 2339 (Irwin) on Net Energy Metering 3. Aliso Canyon Update 4.
