The City Council of the City of Azusa met in regular session at the above time and place. The meeting opened with the Flag Salute. Flag Salute Invocation was offered by Rev. Pendelton of the Invocation Baptist Church. Roll Call: Councilmen: Fawcett, Ortuno, Johnson Roll Call Romero, Memmesheimer City Attorney, City Engineer City Clerk. Mayor Memmesheimer asked if there were any corrections to be made in the Minutes of the Meeting of March 7, 1955. Councilman Johnson stated that on Page 437 the vote on the motion to hire Mrs. Provost as Account Clerk in the Light and Water Department was omitted. This vote should be added as follows: AYES: Councilmen: Ortuno, Romero, Memmesheimer NOES: Councilmen: Fawcett, Johnson ABSENT: None Councilman Fawcett requested that his vote on the motion for adjournment, Page 437, be changed to read "Aye" instead of "No". Moved by Councilman Fawcett, seconded by Councilman Johnson and unanimously carried that Councilman Fawcett's vote on the motion to adjourn be changed to "Aye". Their being no further corrections, Mayor Memmesheimer announced the Minutes of March 7, 1955 to stand approved as corrected. Mayor Memmesheimer asked if any bids were received for construction of sewers on Mason Street, etc., Project #121. The City Clerk stated that he had received ten bids in answer to the Notice Inviting Bids for sewer construction on Mason and other Streets. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the bids be opened and publicly declared. Chairman of Public Works and City Attorney for study and report to Council. It was the recommendation of the Planning Commission that variance be granted Herman Allison from C-1 to C-3 use for property on Azusa Avenue, between 1st and 2nd Streets, for the purpose of operating a Used and New Car Sales Agency in that location. This is not to be a zone change, but a use change. Mr. Karl Jones appeared before Council and explained that Mr. Scribner is now endeavoring to obtain a franchise from General Motors, and as soon as he has this franchise he will begin erection of his building within 90 days. Mr. Scribner spoke to Council and stated that it was his opinion there would be no question about his getting the franchise, it is just a matter of time. He has been advised by General Motors that Azusa is third on their list of desirable areas in which to establish themselves, the first is Reseda, then Downey, and the third Azusa. He stated in the event nothing could be arranged with General Motors, he would go to some other line of automobiles. He is definitely going to get something, but prefers General Motors if possible. As soon as he gets a franchise he will erect a building and new cars will be sold from there within 30 days thereafter. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the recommendation of the Planning Commission for granting a variance changing the present zoning from C-1 to C-3 use of the north 248" of Lot 35, and Lots 34 and 33, Block 77, City of Azusa be granted to the applicant and the first assignee of that property, on condition however that the setback of 10' be complied with, otherwise said variance is tobe declared null and void. The reason given for his resignation was an increase in other personal activities which made it impossible to devote the time and attention necessary for the Planning Commission. Mr. Teasley appeared before Council stating he had a telephone call from Mr. Hawkins that evening and Mr. Hawkins asked that his resignation be postponed until April 6. Moved by Councilman Fawcett, seconded by Councilman Romero and duly carried that this matter be tabled. Letter was submitted by the Azusa Herald requesting Cooking School -- permission to use the Azusa Civic Auditorium for Auditorium - May 11, the purpose of presenting a Cooking School to be 12 & 13, 1955 held #ft cooperation with the Southern Counties Gas Im J i 449 CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 21, 1955 7:30 P.M. Company. The Cooking School was to be held on Wednesday, Thursday, and Friday, May 11, 12 and 13th, between the hours of 1:30 and 3:30 P.M. Mr. Shelton of the Azusa Herald spoke to Council and stated that the plan had been to place stoves on the floor of the Auditorium. The City Engineer pointed out that this might not be practical with the new furnishings which would be installed by then. Mr. Shelton stated that conditions in the hall would govern displays. Moved by Councilman Romero, seconded by Councilman Johnson; -and carried unanimously, that permission be -granted the Azusa Herald and Southern Counties Gas Company to hold a Cooking School in the Auditorium on May,,11, 12 and 13th between the hours of 1:30 and 3:30 P.M.. Three requests for building maintenance business license were submitted to Council for their considera- tion from the following companies: Building maintenance All -State Building Maintenance Co., Alhambra business licenses - Mitchell's Home and Office Service, Monrovia granted. William R. McKinzie, Azusa The matter of bonding was brought up in regard to this matter. It was brought out in discussion that for his oWn-protection, the person operating the business should take out a bond. This could only be a recom- mendation and not a stipulated requirement for obtain- ing a license. City Clerk submitted to Council an Application for Solicitors License from Mr. Barrett S. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that these requests for licenses be granted provided that they comply with all provisions of the Ordinance. Letter was presented to Council from the Military Order of the Purple Heart, Inc. requesting permission to Military Order of exhibit in Azusa for a few days, antique and modern Purple Heart - to firearms and war equipment. There would be no tickets exhibit firearms. sold in connection with this, all contributions would be strictly voluntary. The exhibit is mounted on the exterior of a truck and consists of a display of 250 weapons of all descriptions. Moved by Councilman Romero, seconded by Councilman Ortuno; and unanimously carried that the Military Order of the Purple Heart, Inc. be granted permission to exhibit in Azusa, not to exceed 3 days, and upon clearing with the Police Department, with the Provi- sion that permission to view the exhibit be not denied to anyone. City Clerk announced that Notice of Application for Transfer of Liquor transfer of Liquor License had been received from License - 927-929 the State Board of Equalization for Paul McPhetridge W. City Clerk presented a letter from the women City Request for coffee - employees requesting authorization to purchase a maker for Women's coffeemaker for the Women's Lounge, as the present Lounge - denied. coffeemaker is in need of repair. Mayor Memmesheimer announced that Rev. Paroulek who was in the audience wished to give a report now on recommendations from the Park and Recreation Commission regarding park sites in the City of Azusa. This is the report which had been postponed at the meeting of March 7th. Mr. Paroulek appeared before Council and stated that Mr. Solem, from the Planning Commission; Mr. John.Williamson, City Engineer; and himself, made a survey of the City of Azusa with the thought of locating future park areas for the City. Two sites were investigated - one on Sierra Madre Avenue known as the "Gum Grove", and the other on East First Street (south side of the street) between Alameda Avenue and Azusa Avenue. The map of these two possible park sites was presented to the Park and Recreation Commission together with the Planning Commission to share their thinking on this matter. There was a protest on the Committee proposed site on First Street from people owning the to study property who had hoped to have it rezoned for business. park The Planning Commission heard the protest and sent the recommendation back to the Park and Recreation Commission without any statement on their part. The matter was re- opened with the thought of bringing it to the Council. Mr. Paroulek stated we have had no new parks in Azusa, merely patched up the old ones, and wanted an opinion from Council as to whether or not they were in sympathy with the thought of planning future parks. It was stated that our recreation program is growing very rapidly and the need for parks is becoming more acute. It was the opinion of Councilman Romero that our present parks need attention and he would like to see these taken care of before planning for any future parks. The City Engineer pointed out that if we are to have additional parks in the future we need to acquire that property now while the property is still available. These particular sites are free of buildings now and are so located as to serve the greatest number for the greatestgood. Mayor Memmesheimer suggested that a Committee be appointed to study the park sites as outlined by the Park and Recreation Commission and City Engineer and report back to Council. Councilman Ortuno, Johnson and Romero were appointed by the Mayor with Council approval to serve as this Committee. Councilman Fawcett was excused from the meeting. 451 appointed future sites. Request was submitted from the Chief of Police for Police Chief to permission to attend the Peace Officers Association attend Peace Officer Conference being held in Stockton May 19, 20 and 21, Association 1955, and allowance of $150.00 expense money. Letter was submitted from the Chief of Police requesting an examination be held for Patrolman. He also suggested that if such examination is given, that the ad be run for at least two weeks to obtain the best prospective personnel possible. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the recommenda- tion of the Police Chief be accepted and Personnel Board be instructed to conduct examination for Patrol- man as soon as possible with the suggestion that the ad run for a longer period of time, at least two weeks. The Personnel Board submitted a letter to Council Civil Service Rules regarding the rewording of Amendment to Civil Service & Regulations - Rules'& Regulations in connection with vacation Vacations, Police periods for Police and Fire Departments. & Fire Depts. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the recommendation of the Personnel Board be approved and Rule XII, Section 85 of the Civil Service Rules and Regulations be amended to comply with the ruling of City Attorney Tscharner and Government Code Sections 38634 and 53250. Personnel Board submitted a letter to Council approving the request of Supt. of Public Works to raise Robert Ayon, Cement Finisher, from 2nd to 3rd Step of his Classification of Classification, effective April 26, 1955• Discussion Roybert Ayon on this matter brought out the fact that although Mr. referred to Personne: Ayon was classified as a Cement Yinisher, he actually Board for study. performed this type of work approximately two weeks in the past 8 months, and the other time he worked as equipment operator, asphalt man, and utility man. As other men in the Department were working along with him on ;these other jobs at a lower range in the pay scale, it was decided that this matter should be referred back to the Personnel Board for their consideration and possible reclassification of Mr. Ayon. Moved by Councilman Fawcett, seconded by Councilman Johnson and duly carried that this matter be referred to the Personnel Board for further study of the duties of Mr. Robert Ayon to see if classification should be changed and to report to Council on April 18, 1955. Personnel Board submitted approval of the request of Mrs. McKinney, Steno City Clerk that Mrs. Joan McKinney, Stenographer -Clerk Clerk, raised to be raised to 3rd Step, at $302.00 per month, as of 3rd Step. April 1, 1955. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that Mrs. Joan McKinney, Steno -Clerk be raised to the 3rd step of salary range at $302.00 per month, effective April 1, 1955, and City Attorney be instructed to draw Resolution accordingly. Letter was submitted from the Personnel Clerk announc- Mr. Willard Decker ing the election of the fifth member of the Personnel elected 5th member Board, by the other four members, for the remainder of Personnel Board. of the term ending in June, 1957. This fifth member is Mr. Willard Decker. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that this letter be filed. Ortuno and unanimously carried that this matter be raised from the table. 454 CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 21, 1955 7:30 P.M. The Mayor stated that this matter had been tabled to enable Council to give it further thought and study, and asked for recommendations. Moved by Councilman Fawcett, seconded by Councilman Ortuno and duly carried that we accept the recommenda- tion of the Personnel Board and Louis J. Kroeger & Assoc. on this matter for a trial period of 1 year. Request was submitted to Council from the Department of Recreation for permission to send Wm. Tannehill to skin diving instructors Course. The fee for this course would be $20.00. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the request to send Wm. Tannehill to Skin Diving Instructors Course be referred to the Park and Recreation Commission for action. Park and Recreation Commission submitted a letter recommending better lighting be provided for recrea- tional facilities in Slauson Park by the relocation of the three existing poles and the installation of two new poles. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the recommendation of the Parks and Recreation Commission be accepted and the Supt, of Light and Water Department be authorized to make the necessary changes, location to be designated by Supt, of Public Works and City Engineer. 455 Above recommendation accepted for trial period of 1 year. Request for Skin Diving Course - referred to Park & Recreation Commissior Request for better lighting at Slauson Park - granted. Mayor Memmesheimer presented a letter received from the/Girl Scouts request Water Safety Chairman of the Girl Scouts of Azusa, Mrs. use of Slauson Margaret House, requesting permission for the Azusa Pool - ref'd to Girl Scouts to use the Slauson pool on Saturday mornings Park & Recreatioi during the summer season, as they have in the past. Commission. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that this letter be referred to the Parks and Recreation Commission. Councilman Ortuno suggested to Council that the Build- ing Department now be brought back into the City as we have now our own Engineering Dept. The City Engineer stated that a study should be made on this matter Possibility of City'; first. own Building Dept. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the Engineering Department make a study of the possibility of Azusa having its own Building Department and report to Council. The City -Engineer submitted a letter and plot plan for'a corner lot property at 13th & Dalton. The Plot plan for this property shows the house situated in a manner that best conforms to both present and future set back lines, and it was the Engineer's recommendation that this plot plan be approved. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the recommendation of the Planning Commission and City Engineer be accepted and the Building Inspector be authorized to issue a permit for the plot plan. The Committee appointed by Council at the meeting of March•7th to study the bids on the Booster Pumps, submitted their recommendation that the low bid of the Peerless Pump Division of the Food Machinery and Chemical Corp. be accepted. Moved by Councilman Romero, seconded by Councilman Ortuno and duly carried that recommendation of the Committee consisting of City Engineer, City Attorney, Supt. of Light and Water, and Chairman of Light & Plot plan for property at 13th $c Dalton Low bid of Peerless Pump accepted for Booster Pumps. 456 CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 21, 1955 7:30 P.M. Water to accept the low bid of Peerless Pump Div. of Food Machinery and Chemical Corp. of $6,378.00 (including sales tax) for one 200 HP Pump and one 150,HP Pump, be accepted and the checks or bid bonds of the unsuccessful bidders be returned. Chief of Police Kendricks and City Engineer Williamson submitted their report on traffic conditions on Fifth and Pasadena and Fifth and Azusa. They stated that to correct the situation at Fifth and Pasadena it was their opinion that dip signs should be located on Fifth Street, east and west of Pasadena to slow approaching traffic. The problem at Fifth and Azusa seemed to be congestion at peak traffic flow by people blocking the traffic lanes waiting to make left turns. To relieve this it was suggested that a portable sign be placed at this intersection prohibiting all left turns between the hours of 4 P.M. and 6 P.M. daily except Sunday. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that the recommendation of the City Engineer and Chief of Police be accepted and that dip signs be installed on Fifth Street, east and west of Pasadena. Moved by Councilman Ortuno, seconded by Councilman Romero and duly carried that the recommendation of the,City Engineer and Police Chief be accepted and a portable sign be placed at the center of the inter- section of Fifth St. and Azusa Ave. prohibiting all left turns between the hours of 4 P.M. and 6 P.M. daily except Sunday, with policing to be made at hours stipulated by Chief of Police. Letter was submitted by City Engineer stating that the contract with the Kordick Construction Company (Project #118) covering installation of sewers in Louise and Orange Avenues is now complete, and has been inspected by the City Engineer together with members of the County Sanitation Department's staff and approved by the Sanitation District for hookup with their.future trunk line, and requesting that this contract be accepted as complete and City Clerk to file a notice of completion with the County Recorder. Moved by Councilman Johnson, seconded by Councilman Ortuno .and unanimously carried that the Contract with the Kordick Construction Co. (covering installation of sewers in Louise and Orange Avenues) be accepted as complete and City Clerk be instructed to file a Notice of 'Completion with the County Recorder. City Engineer Williamson submitted a letter to Council wherein he stated that the results of the examination for the _position of Civil Engineering Aide have been received and no one who took it received a passing grade..` It was his recommendation after discussion of 'the situation with Mr. Benson and Mr. Gold of the Kroeger firm, that we re -advertise with as an agressive recruitment as possible for about two weeks, then if no well qualified applicants appear, we advertise for a Civil En ineering Assistant. The salary differential is only �23 a month more for the Civil Engineering Assistant, and it was his opinion that it might be easier to recruit a well qualified applicant for the Assistant position. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the recommendation of the City Engineer be accepted. 457 Dip signs to be installed at Fifth & Pasadena Signs prohibiting left turns to be installed at 5th & Azusa. Contract for sewers in Louise and Orange Aves. complete. Re -advertise for Civil Engineering Aide or Civil Engrg. Asst. 458 i 459 CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 21, 1955 7:30 P.M. He stated that due pumping station. to the Engineering Office being tied up with gurrent sewer projects and other routine and necessary work, it would be his recommendation that the drawings and specifications for this particular job be prepared in a private engineer's office, working under his direction. He has had a proposal from an engineering firm, Taylor and Hoover of Pasadena, for this work - the total cost guaranteed not to exceed $500. In his opinion this figure is very reasonable and requested Council's approval to have the work done in this manner. Moved'by Councilman Romero, seconded by Councilman Johnson and unanimously carried that the City Engineer be granted authorization to have Taylor and Hoover of Pasadena make necessary drawings and specifications for alterations to the pumping station at Paramount and -'Angeleno, under the supervision of the City Engineer, and the cost not to exceed $500. Mayor.Memmesheimer read "Change Order No. 1", Project #118'.(construction of sanitary sewers on Louise and Orange=Avenues) wherein it was mutually agreed by both the.City of Azusa and Martin Kordick Company to make the following alterations to the contract: "Section 9 of the Special Provisions shall read "Repaving over sewer, where required ,shall consist of 1" plant mixed surfacing'. This will make a net reduction in the contract price of: $400.00." The City Engineer stated that the City forces will do the paving and we will get credit from Martin Kordick Company on the contract price. Moved.by Councilman Ortuno, seconded by Councilman Fawcett, and unanimously carried that the Mayor be ''authorized to sign Change Order No._l on Project #118 '-,and City Clerk to attest same. City Engineer announced that in regard to the palm trees on Azusa Avenue which were to be removed, he has recently had a letter from .the State Department, Divi- sion of Highways, stating that the removal of these trees was not warranted at this time. The Engineer stated we might resubmit our letter to the State De- -partment stating we have a city-wide policy of removing trees'and installing sidewalks in commercial areas. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Engineer be instructed to write the Division of Highways stating that the palm trees should be removed in commercial areas. City.Engineer spoke to Council regarding the North- side Park. At one time the City sold lots that abutted against that Park, but only certain of the property owners actually bought that land so that the Park has sort of a jagged boundary edge. Some people now want to purchase a 20 foot strip at the rear of their property near the Park. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that this matter be referred to the Committee appointed to look into the matter of park sites. Change Order No. 1 Project #118 - Sanitary Sewers on Louise & Orange Avenues. Possible removal of palm trees on Azusa Avenue. Property abutting against Northside Park referred to Committee on Park sites. 460 r. CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 21, 1955 7:30 P.M. Councilman Ortuno offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, AUTHORIZING THE MAYOR TO SIGN IN BEHALF OF THE CITY, THAT CERTAIN GRANT OF EASEMENT TO SOUTHERN CALIFORNIA EDISON COMPANY, A CORPORATION, AND ITS SUCCESSORS, WHICH EASEMENT IS DATED MARCH 21, 1955." r Councilman Ortuno moved its adoption, seconded by Councilman Romero. This Resolution passed and adopted by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: None ABSENT: None and numbered Resolution No. 3180. 461 Resolution No. 3180 Grant of Easement to Southern California Edison Company. City -•Attorney Tscharner read the contract between the Contract for hooking City of Azusa end the subdivider East of Citrus Ave. into sewer line on (MacBrite) to allow them to hook into the sewer line Mason St. on Mason Street, and setting forth the conditions and costs; etc. Moved -by Councilman Ortuno, seconded by Councilman Fawcett, and unanimously carried that authorization be granted'the City Attorney and City Engineer to present this contract to the proper parties for their signatures. Mr. Smith appeared before Council and stated that Mr. Martinez has been a faithful City employee since 1946, having lost very little time from work during the years, and now due to a very serious operation would require at least two more weeks to recover, and in his opinion should be allowed this additional sick leave. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that recommendation of Supt. Smith be accepted and Joe Martinez, Meter Reader, in the Light and Water Department be granted an extension of sick leave to April 1, 1955. Letter was submitted from the Light & Water Department addressed to the Southern California Edison Company granting them permission, in accordance with the terms of the contract between the City of Azusa and Southern Calif. Edison Company to serve electrical eliergy to property located at 427 S. Irwindale Ave., Azusa, Lots 33 and 34, Block 4, Tract No. 8507, for business operated by Mr. John Kerekes, with the request that the Mayor be authorized to sign this letter. Smith also suggested to Council that they authorize the Mayor to write a letter to the Edison Company regarding the possibility of selling to the City the electrical services being supplied to the area of Irwindale & Motor Avenues in Tract 8507. The matter of the resignation of Mr. Stephen Skidmore City Treasurer, which had been tabled at ;the meeting of March 7th, was again brought before Council. Moved by Councilman Ortuno, seconded by Councilman Johnson, and duly carried that the resignation of the City Treasurer, Stephen Skidmore, be accepted, effective April 4, 1955, pLnd an audit of the 1911 Act Bond Account be made. As announced at the last meeting of the Council on March 7th, Mayor Memmesheimer again stated he had a recommendation to fulfill the vacancy created by the resignation of the City Treasurer. His recommendation was,Mr. Alex Watkins. Councilman Johnson submitted a letter proposing Mrs. Eileen Johnson of 512 E. Mason Street to fill the position as City Treasurer.
