MORROW, DIRECTOR OF UTILITIES DATE: FEBRUARY 24, 2014 SUBJECT: AWARD OF CONTRACT FOR SUPPLY AND CONSTRUCTION OF A PRE- ENGINEERED SHED AT THE GLADSTONE YARD FOR PROTECTION OF THE HYDROEXCAVATOR TRUCKS RECOMMENDATION It is recommended that the Utility Board award a contract to Pre-Fab Builder, Inc. of Fullerton, CA for supply and construction of a pre-engineered shed for protection of the Water Division’s hydroexcavator trucks in the amount of $42,821.00, including tax, delivery, and erection of the building. BACKGROUND At its September 23, 2013, meeting, the Utility Board approved the solicitation of bids from building contractors who specialize in the design and construction of Pre-engineered Steel Sheds. A single bid was received on October 17, 2013 that was far above the $65,000 budgeted for this project ($156,680). At the October 28, 2013, Utility Board meeting, staff recommended that the bid be rejected for being over budget. Staff also stated that it would seek alternative bids for the project and ultimately decided to bid the shed separately from the slab. Prior to the new solicitation, Staff contacted several pre-engineered building companies and on December 9, 2013 received six proposals for the shed. The low bid of $42,821 was submitted by Pre-Fab Builders, Inc. of Fullerton. Bids for a concrete slab will be sought separately at a later date. If unsatisfactory bids are received, the slab may be constructed by Water Division crews. D-3 APPROVED UTILITY BOARD 2/24/14 Amended Recommendation: $47,103.10 Vactor Shed Contract February 24, 2014 Page 2 FISCAL IMPACT Fiscal impact will be $47,103.10 including applicable tax, delivery, erection and administrative fees. Funds are available in the Water Division’s CIP Budget 32-80-000-7145/72114B. $65,000 was budgeted. The remaining funds are expected to be satisfactory for installing any needed footing and/or slab.
