Lead Testing of Driking Water in California SchoolsUB-301UB-301 APPROVED UTILITY BOARD 01/28/2019 preschools and child day care facilities located on public school property by July 1, 2019. ALW is the community water system providing potable water to eighteen applicable facilities in Azusa Unified School District, seven facilities in Covina-Valley Unified School District and one facility in West Covina Unified School District. In March of 2018, each district superintendent was sent a letter from ALW notifying them of the AB 746 requirement with forthcoming steps for compliance. In the months following that notification, the Water Division’s certified water treatment operators coordinated with representatives of each applicable facility to establish a sampling plan and collect samples based on criteria provided by DDW. At each location, five of the most frequently used drinking water outlets (i.e. drinking fountains, bottle fill stations, kitchen sinks) were designated for sampling. To be representative of typical consumer use, sampling was required to take place while school was in session, ideally on a Tuesday, Wednesday or Thursday. Samples collected were sent to a third party laboratory for analysis. After receiving the results, ALW notified each facility and applicable school district, as well as uploaded the information to DDW through the DRINC portal to demonstrate compliance. Out of 130 samples collected, one sample (Location #5 “Drinking Fountain”) at Manzanita Elementary School exceeded the 15 parts per billion Action Level with a result of 23 parts per billion. The school was notified within 24 hours of receiving the result from the lab. ALW staff, in coordination with school administration, took immediate action to discontinue use of that drinking fountain until a repeat sample was collected and analyzed. A repeat sample and confirmation sample were collected from this location on May 22 and August 21 respectively, with both results showing a non-detect level for lead. The school was notified of these results and the drinking fountain was returned to service in compliance. A summary of the sample results for each school is included as Attachment A to this report. FISCAL IMPACT: Pursuant to AB 746, all expenses associated with collecting and analyzing lead testing were borne by the community water system. Personnel costs and laboratory analysis totaled approximately $4,700 and were charged to applicable accounts.
