Foothill Blvd., Azusa CA, said meeting will be to discuss and take action on the following item: AGENDA A. PUBLIC PARTICIPATION—Limited to items lasted on this Special Meeting Notice. B. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. REAL-TIME SCHEDULING SERVICES AGREEMENT WITH AUTOMATED POWER EXCHANGE (APX) AND CAISO SETTLEMENTS FUNCTIONALITY AGREEMENT WITH OPEN ACCESS TECHNOLOGY INTERNATIONAL (OATI). Approve a Professional Services Agreement with Automated Power Exchange (APX) to provide Real- Time Scheduling Services and OATI WebSettlement Service Agreement with Open Access Technology International (OATI) to provide CAISO settlements functionality, and authorize the Director of Utilities to sign and administer the Agreements. MORROW, DIRECTOR OF UTILITIES DATE: April 6, 2015 SUBJECT: APPROVAL OF REAL-TIME SCHEDULING SERVICES AGREEMENT WITH AUTOMATED POWER EXCHANGE (APX) AND CAISO SETTLEMENTS FUNCTIONALITY AGREEMENT WITH OPEN ACCESS TECHNOLOGY INTERNATIONAL (OATI). SUMMARY Staff recommends vendors to provide necessary Real-Time Scheduling Coordinator (RTSC) service and CAISO settlements functionality to Azusa Light & Water in place of current service agreements which will expire on June 30, 2015. These arrangements will result in an annual savings of $113,376. RECOMMENDATION It is recommended that the Utility Board approve a Professional Services Agreement with Automated Power Exchange (APX) to provide Real-Time Scheduling Services and OATI WebSettlement Service Agreement with Open Access Technology International (OATI) to provide CAISO settlements functionality, and authorize the Director of Utilities to sign and administer the attached agreements. DISCUSSION As per California Independent System Operator (CAISO) and WECC/NERC requirements, each entity engaged in transmitting electric energy on the interconnected transmission system and the CAISO Controlled Grid, procuring and/or selling energy and ancillary services to the CAISO, or serving load in the ISO operated Balancing Authority, must have a fully staffed real-time (i.e. 24/7) operations function. Azusa does not maintain a 24/7 wholesale real-time operations function (we operate a forward operations function) and has been contracting with third parties agencies for such real-time services. Historically, these services have been provided by SCE, Salt River Project (SRP), and Riverside Public Utilities (RPU). Since 2009, an additional (and ongoing need) is to have a platform (i.e software program) to enable Power Resources’ staff to professionally settle the energy, transmission, ancillary services and other transactions with the CAISO. APPROVED UTILITY BOARD SPECIAL MEETING 4/6/2015 Real-Time SC and CAISO Settlements Agreements April 6, 2015 Page 2 Since Azusa’s current two year agreements for the above services are set to expire on June 30, 2015, Staff issued an RFP to replace or extend such services and received five (5) responses to the RFP. Responses are summarized in the table below: Respondent name ISO Settlements functionality RTSC Tenaska $8,275/month (combined ISO Settlements & RTSC) NA The Energy Authority $18,950/month (combined ISO Settlements & RTSC) NA Z Global $15,975/month & 13,975/month (2 options) for ISO Settlements+ RTSC) NA OATI $6,900/month APX $5,000/month Staff performed in-depth reviews of the responses, including detailed presentations of the proposer’s production (existing and fully operational) environment and functionalities. The apparent lowest price of $8,275/month was the proposal from Tenaska, however their proposal included a CAISO settlements functionality that would have required a good deal of customization. The uncertain timing of the customization was a concern and hence this proposal was deemed unqualified. The next lowest arrangement was a combination of the APX offer to provide RTSC services only and the OATI offer to provide the ISO settlements functionality. The combined monthly service fee would be $11,900/month ($5,000 for APX and $6,900 for OATI). Both offers have provision for two 1-year extensions with 3% annual cost increases. Light & Water’s current costs for the above services with the City of Riverside (real-time scheduling services) and Power Settlements (CAISO settlements software) is $21,348.78/month. These arrangements both expire on June 30, 2015. It should be also noted that Riverside and Power Settlements declined to participate in the RFP, however Riverside offered to provide RT SC services for about $18,131/month. FISCAL IMPACT The total monthly cost for FY 2015-16 for the recommended combined services will be $11,900 per month. The current monthly rate for the above services for FY 2014-15 is 21,348/month. Hence, Light & Water will save $9,448/month (or $113,376 for one year) under the recommended arrangement. Funds will be budgeted accordingly to pay for these services.
