The City Council of the City of Azusa met in regular session at the above time and place. The meeting opened with the Flag Salute. Flag Salute Invocation was offered by Reverend Kramer. Invocation Roll Call: Councilmen: Fawcett, Johnson, Romero, Roll Call Memmesheimer City Attorney, City Engineer, City Clerk Absent; Councilman Ortuno Mayor Memmesheimer asked if there were any corrections to be made in the Minutes of the regular meeting of June 6th, the adjourned meeting of June 9th, and the special meeting of June 16th, 1955. Corrections Mayor Memmesheimer offered two corrections to be made in the Minutes of June 16th -- the time of the open- ing of the meeting should read "7:15P.M. instead of 7:30 P.M." There being no other corrections, the Mayor announced that the minutes of the meetings of June 6, 9 and 16, 1955 would stand approved as corrected. The Planning Commission recommended to City Council that they grant the request of Mr. Hubner for a Special Use Permit for the building of a foundry at 772 N. Request for Special Loren Ave., Azusa.. Use Permit granted. Moved by Councilman Fawcett, seconded by Councilman Dir. Hubner Romero that a Special Use Permit be granted Mr. Hubner 722 N. Loren for a foundry at 722 N. Loren Ave., Azusa, contingent upon their meeting all the requirements of the Ordinance, and all requirements of the Building"and Fire Departments. Motion passed by the following vote: AYES: Councilmen: Fawcett, Johnson, Romero, Memmesheimer NOES: None ABSENT: Councilman Ortuno Planning Commission recommended that permission be given to move a house from 357 E. Foothill Blvd. to property south of 238 N. Pasadena Ave., Azusa. Mr. Henry Dominguez appeared before Council and stated he would repair the house to meet the building code. Moved by Councilman Fawcett that Council acce_ut the recommendation of the Planning Commission. Councilman Fawcett withdrew his motion. It was brought out in discussion that no building inspection report had been received on this house, and this would be necessary before it could be moved. It was suggested that this matter be held over until later in the evening when Dir. Teasley would be present. Moved by Councilman Fawcett, seconded by Councilman Johnson that this matter of relocating a house in Azusa be tabled until late_ in the evening. Motion carried by the following vote: AYES: Councilmen: Fawcett, Johnson, Romero, Memmesheimer NOES: None The Planning Commission meeting on :June 8th approved the tentative map of Tract ;F�21885. This Tract is located north of First Street and west of Vernon Ave. Moved by Councilman Fa-wcett, seconded by Councilman Romero and duly carried that the City Council accept the tentative Tract Map #21885. Moved by Councilman Fawcett, seconded by Councilman Mayor to sign Agree - Johnson and duly carried that the Mayor be authorized ment - Tract #17624 to sign the agreement accepting the conditions of street improvements, etc., in Tract #17524. Moved by Councilman Fawcett, seconded by :Councilman Romero and duly carried that the Mayor be authorized to sign the agreement accepting the conditions of street improvements, etc., in Tract ('21315. Mayor to sign Agree- ment - Tract ;{21315 Mayor Memmesheimer announced that the hour of 8 P.M. Public Hearing on had arrived and that this is the hour and date and Easterly Annexation place set for the hearing of protests regarding Easterly District No. 5 Annexation District T5 (Revised). City Clerk presented (revised). Affidavit of Publication of Notice of Resolution No. 3212, which had been published in the Azusa Herald and Pomotropic and the Glendora Press under dates of May 19th and 266th. Upon questioning, the City Clerk announced that no written protests had been received in his office regard- ing this proposed annexation. Mayor M- mmesheimer asked if there were any oral protests from members of the audience. There were no protests. Mayor Memmesheimer ordered the nearing closed 8:03 PM. Councilman Romero offered for the first reading, Ordinance entitled: "AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN UN- INHABITED TERRITORY, DESIGNATED "EASTERLY ANNEXATION DISTRICT NO. 5 (REVISED)` TO THE CITY OF AZUSA" The Ordinance was then read in full. It was requested that they submit a report on July 5th. Mr. John J. Bryan requested a business license to operate a Brake Shop at 724 N. Angeleno. Moved by Councilman Fawcett, seconded by Councilman Romero and duly carried that Mr. Bryan be granted a business license to operate a Brake Shop at 721L N. Angeleno as requested. Mr. R. Ellen Phipps requested a business license to operate a Muffler Shop at 925 Gi. Foo',;hill Blvd. Moved by Councilman Romero, seconded by Councilman Fawcett and duly carried that Mrs. R. Ellen Phipps be granted a business license to operate a Muffler Shop at 925 W. Foothill Blvd. Committee to study appointments for Planning Conmiission. Business license granted for Brake Shop, 724 N. The Deacon's Club requested permission to hold a dance at Parish Hall on July 15. Dance request - Moved by Councilman Romero, seconded by Councilman Deacon's Club Fawcett and duly carried that this request be referred to!the Chief of Police with power to act. Cub Scouts, Pack 1=413, reauested permission to sell ice cream from a dome freezer at 571 'East 2nd Street, during the summer. Moved by Councilman Romero, seconded by Councilman Johnson and duly carried that the City Council grant a free permit to Cub Pack 1`413 for permission to sell ice cream from a home freezer, permit subject to revo- cation by the Council, and on the condition that the selling of ice cream shall not continue after September first. Request by Mr. Marshall to operate a pool and billiard hall on Sundays was received. Moved by Councilman Fawcett, seconded by Councilman Johnson and duly carried that this matter be tabled until the ne::t meeting. Chief of Police, A. L Kendrick, reauested that a bill for payment to Hopkins Medical Group be referred to the City Attorney as it was his opinion this is a bill which is not justified. Moved by Councilman Fawcett, seconded by Councilman Johnson and duly carried that this matter be referred to the City Attorney-. Re4uest was received from the Chief of Police to grant Mrs. M. P. Hunter, Steno -Clerk in the Police Department one week's leave of absence without pay for a period of July 11th through July 15th inclusive, in addition to her regular vacation. Moved by Councilman Johnson, seconded by Councilman Fawcett and duly carried that Mrs. Hunter be granted one week's leave of absence without pay in addition to regular vacation. Moved by Councilman Fawcett, seconded by Councilman Romero and duly carried that this matter be tabled for further study. Personnel Board referred back to the City Council as not being in their providence the matter of drawing up an expense account form. E::pense form tabled for further study. nm CITY HALL AZUS CALrFORiViA I'"!ONDAY, JUNE 20, 1955 This motion passed by the following vote: AYES: Councilmen: Fa-:acett, Romero, Plemmesheimer NOBS: Councilfian Johnson ABSENT: Councilman Ortuno It was the opinion of the Council that the City Clerk should prepare an expense form to be submitted for approval. Personnel Board submitted findinSs of charges against John A. Williamson, City Engineer, as result of Hearing held on June 15th. The findings are as follows: 1. That John l)illiamson, City E^.gineer, is exonerated of all charges set out in the cop r hereto attached. 2. That these charges made by Councilwoman Johnson were without foundation and unwarranted. 3. That it is the recommendation of the Board that City Council order a study of the Civil Service Ordinance now in effect as to a more proper method and procedure of preferring charges. These findings were unanimously approved by -members of the Personnel Board. Moved by Councilman Fawcett, seconded by Councilman Romero and duly carried that the report of the findings of the Personnel Board be filed. On the evening of June 9th John A. Williamson submitted to members of the City Council his resignation as City Engineer to be effective July 8, 1955. The Personnel Board recormrended to the City Council: 1. That City Council not accept Mr. Williamson's resignation. 2. That Cit- Council reimburse Por. Williamson for the expense of the hearing. 3. That City. Covncil raise Mr. Williamson's salary by adding five per cent to the range he is now receiving. 169 7:30 P -1,1 - Findings of charges against City Engineer ordered filed. It was moved by Councilman Fawcett, seconded by Council- man Romero that the Cit;- Council accept the recommendations of the Personnel Board with the exception of Itern which will be subject to the ruling of the Cit,; Attorney as to legality. City Engineer recommended that Eugene Sillert, working in the Engineering Department, be offered a new con- tract of work, or be placed on a temporary appointment as Engineering Aide, at tl;e hourly rate of $1.90. Moved by Councilman Fa;•rce-t, seconded by Councilman Johnson and duly carried that the Cita Attorney be instructed to prepare an Agreement of Mork for Eugene Sillert for a six-month period at the rate of $1.90 per hour. City Engineer recommended accepting Project /121 for the construction o_" Sanitary Sewers in Cerritos Park, east of Pasadena. Moved by Councilman Fawcett, seconded by -Councilman Romero and duly carried that the City Council accept as completed Project ;x121 and that the City Clerk be authorized to file the Notice of Com_nleti_on with County Recorder. Raymond Noreiga submitted his resignation, and it was the recommendation of the City Engineer that this be accepted, effective June 16, 1955. It was moved by Councilman Johnson, seconded by Council- man Fawcett and duly carried that the City Council accept the resignation of Noriega and that the City Attorney be instructed to dray Resolution removing him from the payroll. Wesley Kloeffer, member of the Personnel Board, addressed Council as an individual requesting that a study of the present personnel ordinance be made. It was the opinion of the City Attorney that this recommendation be followed. Moved by Councilman Fawcett, seconded by Councilman Romero and duly: carr•i_ed that the following Committee be appointed to study the present Civil Service Ordinance and to make recommendations to the Council -- 2 members of the Personnel Board, to be selected by them, 2 members of the Employees Association, Councilman Ortuno and Johnson. It was recommended by the Supt. of Light and Water that the City Council accept the resignation of Calvin S. Langdon of the Light Department, effective June 12, 1955. Moved by Councilman Romero, seconded by Councilman Fawcett and dulv carried that City Council accept the resignation of Calvin Langdon and the City Attorney be instructed to prepare a resolution accordingly. Mr. John Feeler had agreed to accept for his property the amount of $945.00, and Mr. Buck had agreed to accept $675.00 for his property. Moved by Councilman Johnson, seconded by Councilman Fawcett and duly carried that the Magor be authorized to sign Escrow Instructions and City Clerk to attest same. The matter of relocating a house from 357 E. Foothill Blvd. to 238 N. Pasadena Avenue was again brought before Council and it was decided by Council that action would be taken on this matter at their Wednesday evening meeting, upon the presentation of the Building Department's Correction List by the applicant. Park and Recreation Commission recommended that a guard be placed at the Slauson Memorial Park. Moved by Councilman Johnson, seconded by Councilman Romero and duly carried that the recommendation of the Park and Recreation Commission for establishing a guard at the Slauson Park be accepted and the Chief of Police to recommend a Special Officer for that duty. Councilman Johnson reported that the rumors of undesirable buildings to be built at the Armory were unfounded. Mrs. Johnson also reported that she was informed the Govern- ment cannot spend money on City property for the purpose of constructing a sidewalk, and recommended that a .letter be addressed to the Adjudant General requesting the Government to construct sidewalks. Moved by Councilman Favrcett, seconded by Councilman Johnson and duly carried that the City Attorney be authorized to -write a letter to the proper authorities in the State requesting sidewalks be built around the Armory. City Attorney reported that in the matter of traffic signals at First and Azusa Avenue, it would be necessary to prepare a new Ordinance, which he is now working on. Mayor Memmesheimer recommended that Mrs. Ruthellen Foltz be reappointed for another term on the Park and Recreation Commission. Moved by Councilman Fawcett, seconded by Councilman Romero and duljr carried that the Council accept the recommendation of the Mayor and that Mrs. Foltz be appointed for another term on the Park and Recreation Commission. The Azusa Herald. and Pomotrooic submitted a letter stat- ing their prices for legal printing for the year 1955 - 1956. Legal notices will be printed with 6 -point type on a 12 -pica coL.ran width, at $1.40 per column for the first insertion, and $1.20 per inch for each subsequent insertion for legal notices.
