MORROW, DIRECTOR OF UTILITIE• DATE: MAY 26,2015 SUBJECT: CITY FACILITY DROUGHT ACTION PLAN At the request of City Manager Butzlaff, a drought response team composed of representatives of key operating departments of the City was formed to address the City's response to worsening drought conditions. A number of early actions were endorsed by the City Drought Action Team for implementation and/or further exploration: • Replace all urinals in City facilities with waterless urinals. AL&W will request approval of this program at its May 26 Utility Board meeting. • "Cap"all sprinklers in medians within the City except as necessary to keep trees and plants alive. • Explore possible turf areas at City facilities for turf removal. AL&W will request approval of a Turf Replacement Rebate Program at its May 26 Utility Board meeting. • A walk-through audit of all City facilities will be coordinated by AL&W and Public Works to identify possible water savings opportunities. • Encourage AL&W to identify possible sources of non-potable"reclaimed"water that could be used for landscape watering at key City facilities. (In this regard, non-potable water from the recently installed sludge dewatering system has been identified at the Hsu Water Treatment Plant that could be used to fill portable water tankers.) • AL&W will provide monthly water use information at City facilities to City departments to provide a basis for understanding water usage and reduction opportunities. • Keep the fountain at City Hall off and ensure that signage is posted at other City fountains that indicate they comply with State and local water shortage restrictions. UB-158 City Drought Action Plan May 26,2015 Page 2 • Public Works will consider and propose adoption, if appropriate, of a Parkway landscape policy. • Consider the installation of instant hot water heaters where justified at City facilities and encourage AL&W to review this technology for possible water customer incentives. • Support the installation of smart rain/moisture sensing technology by Parks Department for watering of City parks and other turf areas. • Establish a formal policy from CM office to reduce washing of City vehicles subject to the need to wash for safety reasons. • AL&W and the Senior Center will review dishwashers at the Senior Center for potential upgrade to low water use equipment. The City's Public Information Officer, Martin Quiroz, will develop a plan for communicating the City's water reduction (drought) efforts at City facilities to the public using a variety of media and communications tools.
