MORROW,DIRECTOR OF UTILITIES DATE: SEPTEMBER 28,2015 SUBJECT: AB 939 ANNUAL REPORT FOR 2014 AB 939, the State's recycling mandate adopted in 1989, required all cities and counties in California to implement various recycling programs and divert 50% of waste from landfills by the year 2000. In 2008, the 50% diversion rate was converted into a"pounds per person per day" disposal limit with the adoption of SB 1016, the Solid Waste Disposal per Capita Measurement Act, and Azusa's limit was set at 6.3 pounds per person per day. The State recycling laws require that all cities and counties submit an annual report to the State by August 1, which: (1) calculates the disposal pounds per person per day for the preceding calendar year; and (2) provides a report on the various recycling and educational programs the agency has implemented during the last calendar year. The report is filed online at the California Department of Resources Recycling & Recovery (CalRecycle) website, the State agency charged with administering AB 939 compliance. CalRecycle staff has completed their review of the City's 2014 Annual Report and has indicated that no further information is needed. Implementation of various recycling programs, including processing waste at Athens' Material Recovery Facility (MRF), greatly contributed to the City exceeding its 50% diversion requirement (6.3 limit) during the Calendar 2014 reporting period. The disposal rate per capita increased from 4.2 pounds per person per day in 2013 to 4.8 in 2014 likely due to increased population and employment during the reporting year. Response: Yes. The recycling calendar has been a great tool for the City to promote its recycling programs to its residents. It allowed the City to provide information about the City's recycling and conservation programs available to Azusa residents and businesses, and includes a calendar to help guide them in assessing program opportunities for the next year.Although the City's trash and recycling information is also available online and via My Waste app, the calendar is still considered the most effective tool in public information for the residents.
