The meeting opened with the Flag Salute. ROLL CALL: Councilmen: Ortuno, Johnson, Romero, Memmesheimer City Attorney, City Clerk Absent: Councilman Fawcett , City Engineer Mayor Memmesheimer asked if there were any corrections to be made in the Minutes of the Meeting of June 20th. Councilman Johnson stated that the following was a change to be made in the corrections of the Minutes of June 16th -- the time of the opening of the meeting should read 7:15 PM and the time of adjournment should read 7:35 PM. Councilman Jchnson also noted a correction on Page 9, 5th paragraph. This motion should be corrected to read as follows: "Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried." City Clerk stated that on Page 2 the following should be added after the title of the proposed Ordinance re- garding Easterly Annexation District No. 5 (Revised) "The Ordinance was then read in full." As there were no other corrections, the Mayor declared the Minutes of June 20th will stand approved with corrections as noted. There were no corrections in the Minutes of the Meeting of June 22 and the Minutes were ordered approved as written. 7:40 P.M. Flag Salute Roll Call. Corrections Mr, The City Planning Commission recommended to the City Permission for building Council that Mr. Kitts be granted permission to build at 4th & Alameda denies a house on Lot 36, Block 51, located at the northeast corner of 4th and Alameda Avenue. Discussion followed as to proper setback allowable for a corner lot, and on the size house to be built on a 25 foot lot. Moved by Councilman Ortuno, seconded by Councilman Johnson that the City Council not accept the recommen- dation of the Planning Commission and that this request be denied. Motion passed by the following vote: AYES: Councilmen: Ortuno, Johnson, Romero, Memmesheimer NOES: None ABSENT: Councilman Fawcett The letter of resignat"on as Secretary of the Azusa Cit;' r Resignation of Sec. Planning Commission was received from Cornelius Smith of Planning Comm. and read by Mayor Memmesheimer. Councilman Fawcett entered the meeting and was seated. Time - 7:50 PM. It was moved by Councilman Johnson, seconded by -Council- man Ortuno and unanimously carried that the City Council accept the resignation of Cornelius Smith as a member of the Azusa Planning Commission and the City Attorney be instructed to prepare a Resolution commending Mr. Smith for his past service. Resolution commend- ing Mr. Smith for services to City. t< be prepared Moved by Councilman Ortuno, seconded by Councilman Fawcett Testimonial and unanimously carried that the Chamber of Commerce be dinner to be asked to initiate a testimonial dinner for -Cornelius Smith, arranged. and that a suitable plaque be made up honoring Mr. Smith for his many years of service to the City. Ortuno, Johnson, Romero, Memmesheimer NOES: None ABSENT: None City Clerk was instructed to notify Mr. Paul and Mr. Cornwall that they had been appointed to serve a four ,year term on the Azusa City Planning Commission. effective July 1. 1955. Letters were read from Mr. Stephen Paul and Mr. Donald Letters from pros - Thorne as to their availability and desire to serve pective members of on the Planning Commission Planning Comm. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that all members of Conies of State the Planning Commission be given copies of the State Conservation Act & Conservation and Planning Act and copies of all Ordinances to go to Ordinances affecting the Planning Commission and their Planning Commission work, such supplies to be considered as property of the members. City of Azusa and to be returned to the City upon the termination of their membership on the Planning Commission. It was recommended to the City Council that the Plann- Mr. Iwasko recommend ing Commission at their meeting of June 22nd recommend- ed to help planning ed that Mr. Ferdinand Iwasko be hired to help the studies. Commission make its planning studies. The Letter submitted by Mr. Iwasko to the Planning Commission would be presented to the City Council at their next meeting. Personnel Board submitted the eligibility list for Engineering Aide. Mr. Albert Crisp, 1050 E. Carlton Avenue, West Covina, was the only certified applicant. The City Engineer requested that Mr. Albert Crisp be appointed -as Engineering Aide. Moved by Councilman Johnson . seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendation of the City Engineer and that Albert Crisp be appointed for the Probationary Period as Engineering Aide at Salary Range 24, at $378.00 per month, and the City Attorney be instructed td prepare Resolution. accordingly. The First Annual Report of the Department of Public Works was submitted by the City Engineer and was ordered filed. Albert Crisp appointed as Pro- bationary Engineerin Aide. Report of Dept. of Public Works. 190 191 CITY HALL AZUSA, CALIFORNIA TUESDAY, JULY 5, 1955 7:40 P.M. City Engineer requested that the Mayor and City Clerk Agreements for Gas be authorized to sign the Agreements of the Proposed Tax Projects to be Gas Tax Projects for the coming fiscal year, which signed. have been approved by the State. Councilman Ortuno offered the following Resolution entitled: Resolution No.3239 Agreement for "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA penditures of Gas Gas APPROVING MEMORANDUM OF AGREEMENT FOR EXPENDITURES Tax Allocation OF GAS TAX ALLOCATION FOR MAJOR CITY STREETS." Councilman Fawcett moved its adoption, seconded by Councilman Johnson. This Resolution passed and adopted by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmeshe imer NOES: None ABSENT: Non6 and numbered Resolution No. 3239 City Engineer requested permission to employ David Schultz on a temporary basis at $1.50 per hour. This man is to work around the grounds at Memorial Park and the Community Center Building. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that David Schultz be employed in the Park Department for a period not to exceed 90 day,s effective June 2, 1955, at the hourly rate of $1.50, and City Attorney instructed to prepare Resolution accordingly. It was recommended by the City Engineer that the Ordi- nance be modified or amended regarding the fees for the various elements of a Sewer Permit, and suggested the fees be calculated to reimburse the City for actual cost of the work involved. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Attorney and the City Engineer prepare a modification to the Ordinance regulating the fees. City Engineer and Chief of Police recommended that angle parking on all 48 foot wide streets be eliminated, particularly on Pasadena Avenue between Foothill and 8th Street, and Soldano Avenue south of Foothill Blvd. to 6th Street, and on Orange Avenue just south of Foothill Blvd. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Council accept the recommendation of the City Engineer and Chief of Police regarding the angle parking, and the City Attorney be instructed to prepare a Resolution accordingly. Councilman Romero brought to the attention of the Council the danger of parking on the north side of Third Street, west of Angeleno Avenue, where Little League ball games are played. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the Chief of Police and City Engineer make a survey of the north side of Third Street between Angeleno Avenue and Orange Avenue to determine the necessity of restrictive parking as needed for the safety of the playground participants. City Engineer suggested that house connection laterals should be installed on Jackson Avenue before the street is repaved due to the undesirable digging con- ditions that exist on this street, It was further suggested adding to the present contract with Burch Co. Temporary workman at Memorial Park and Community Center Building. Suggested modifica- tion of Ordinance regulating fees re: Sewer Permits. Angle parking to be eliminated on 48, streets. It was the opinion of Councilman Johnson that resi- dents of other streets where the County sewer line is being placed should also have the laterals put in at, City expense. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that the house con- nection laterals be installed to the curb on all streets where the County sewer line is now being placed in the same manner as on Jackson Avenue. Councilman Fawcett offered for title reading, the Ordinance entitled: "AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY, DESIGNATED "EASTERLY ANNEXA- TION DISTRICT NO. 5 (REVISED)" TO THE CITY OF AZUSA. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that City Council waive further reading. Councilman Ortuno moved the adoption, seconded by Councilman Romero. City Attorne;T reported a dangerous condition existing Dangerous conditions around the property of the old Brundage Hotel at Azusa at Brundage Hotel Avenue and Foothill Blvd. property. Moved by Councilman Ortuno, seconded by.Councilman Romero that the City Attorney be authorized to notify the owner of the property in question to take necessary steps to rectify the dangerous condition existing on this corner lot. City Attorney announced that a Mr. Hayden of Monrovia made application to the County Regional Planning Com- mission for permission to maintain a dump at an excava- tion site near the H & M Banana Company plant. It was the opinion of the Council that the City should object at the hearing before the County Regional Planning Com- mission for granting :this permit. The City Attorney will prepare a Resolution for the next meeting. Application for Maintaining dump -- County Regional Planning Commission. Superintendent of Light and Water, V. D. Smith, submitted Supt. Smith -- request for permission to have his vacation July 11th to Vacation period. August 11th. Supt. Smith requested permission to employ on a tempor- ary basis two maintenance men for the Water Department. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the -Supt. of Water and Light Dept. be authorized to hire two maintenance men from the eligibility list for a temporary period if these men are available, or if not available, to hire two maintenance men on a temporary basis at the prevailing salary range. Supt. of Light and Water announced that bids will be opened on July 15th for lighting materials. He announced that the copper smelters are now on strike and it is possible that the price expected on the copper bid will be very high and delivery date will be possibly too long. He recommended that if the price seems too high or the delivery date not acceptable that the City Council reject the bids and readvertise for aluminum wire. Letter was received from the Azusa City School District reappointing Mrs. Laura Jones as a member of the Park and Recreation Commission. Moved by Councilman Johnson, seconded by Councilman Fawcett and unanimously carried that the recommendation of the School Board be accepted and that Mrs. Jones be reappointed as a member of the Park and Recreation Commission, and City Attorney be instructed to prepare Resolution accordingly. Authorization to hire two temporary maintenance men. Bids for lighting materials to be opened July 15th, possible delays & excess. price. The Guadalupe Society submitted a letter requesting permission to hold its Fiesta Days July 30 and 31 at Parish Grounds at 4th and Dalton Avenue . Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that this be referred to the Chief of Police for his study and recommenda- tions of restrictions, with authority to grant permission. The Woman's Club submitted a letter requesting permission to hold dances at the Woman's Club House, dances to be held by various groups. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that this letter be referred to the Chief of Police with power to act. Application for Off Sale Beer and Wine License at 832 N. Azusa Avenue was received. Moved by Councilman Johnson, seconded by Councilman Ortuno and ordered filed. The following communications were ordered filed. Letter of commendation for John Williamson by Cornelius Smith. Statement of the Board of Equalization re- garding apportionment of motor vehicle license fees for the period 12/1/54 to 5/31/55, Azusa to receive $66,316.89. Financial statement of the City Treasurer: Bank Balance 5/31/55 - - - $ 900,889.01 Treasury Bills - - - - - - 200,000.00 Total - - 1,100.889,01 A copy of the Amendment to the Rules and Regulations of the Air Pollution Board regarding open fires, etc, was presented. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that this be -tabled. An offer was received from the San Gabriel Land and Mortgage Company to sell to the City 75 feet of frontage on North Alameda Avenue at $150 per front foot. Moved by Councilman Ortuno, seconded by Councilman Romero that the City Clerk advise this Company the City Council would be willing to offer $10,000 for the property. This motion passed by the following vote: AYES: Councilmen: Ortuno, Johnson, Romero, Memmesheimer NOES: Councilman Fawcett ABSENT: None City Clerk reported that a meeting with Mr. Meier, representative of the J. L. Jacobs Company was to be set up for some time during the week of July 11. He also reported that Mr. Cozad of Kroeger's Associates had contacted him requesting that their Company also be considered on the organizational survey. The City Clerk announced that the effective date for raising of sales tax 1/2% to 1% varied in the immediate surrounding communities. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the effective date for increase in the sales tax from 1/2 of 1% to 1% be set as of January 1, 1956. City Clerk announced receipt of deeds for land now being used for street purposes at 4th & Angeleno Avenue and Deeds for land used 2nd and Angeleno Avenue. City Attorney to prepare for street purposes Resolution accepting deeds, received. City Attorney reported that the condemnation proceed- Court findings on ings had been tried for property on Angeleno Avenue condemnation of between 3rd St. and 4th St, and that the Court had property. fixed the sums at about the same amounts that had been stipulated by the City. DUTIES: - 1. The supervision and operation of the City's accounting system, which shall record a correct accountability of all receipts and expenditures and balances by fiends. Specifically, it is desired to put the City's Accounting System on an accrual basis in place of the present cash basis. Also required will be any changes in or;additions to the present system needed to speed up accounting process. (For instance, it may be noted that in the past certain journal entries have been late in getting onto the books because pf the necessity of having to wait for the periodic visits -of the outside auditor). 2. To assist all department heads in the prepara- tion of :their annual budgets; and to prepare an overall city budget statement based on the departmental budgets. 3. The preparation of such financial reports as may be required by the city council, department heads, and state and county agencies. QUALIFICATIONS: 1. While the position is designated as "Bookkeeper - Auditor", it should be noted that the term implies more familiarity with ordinary record- keeping. While C.P.A. standing is not required, there should be a thorough knowledge of general accounting, based on: (a) training based on at least a junior -accountancy; and (b) at least five years practical experience involving a complete set of accounts, part of which should preferably have been in municipal government." Reservations to be made through the City Clerk's office. The bulletin announcing the annual conference of the League of California Cities at San Francisco Sept. 18th to 21st was presented. Discussion was held as to the expense allowance for this conference. Moved by Councilman Ortuno, seconded by Councilman Romero that an allowance of $200 be granted toward the expenses for the conference at San Francisco, and that this shall be granted to the members of the City Council, City Attorney, City Engineer, City Clerk and Supt. of Public Works.
