LIMITS ( PREZONING CASE Z-239 )
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN

A. The prezoning of the subject area gener-
ally bounded by Citrus Avenue , Arrow Highway,
Barranca Avenue, Gladstone Street and Azusa City
Limits , and more particularly described in Exhibit
"A" attached hereto and incorporated herein, was
initiated by the City Council of the City of Azusa
in order to properly determine the zoning which
the currently unincorporated area within the
sphere of influence of the City of Azusa would
have in the event of annexation by the City of
Azusa;
B. The change and amendment to the Zoning
Ordinance set forth below prezoning the subject
area was duly initiated, notice of public hearing
thereon was duly given and published in accord-
ance with applicable law;

the Planning Commission of the City of Azusa
on December 19 , 1984 , and by the City Council of
the City of Azusa on February 4, 1985;
D. On December 19 , 1984, the Planning Commission
of the City of Azusa by Resolution No. 2103
recommended to the City Council that the zone
change classification proposed be adopted upon
annexation of the subject area;
E. The City Council has considered all of the
information presented to it at the public hearing
held on February 4 , 1985 , and determine that the
public necessity, convenience, general welfare and
good zoning practice require that the following
amendment and zone change be made conditioned upon
the approval of the annexation of the subject area
to the City of Azusa;

sidered the effects of the decision on the housing
needs of the region in which the City is located
and balanced those needs against the public
