The prezoning of the subject area generally bounded by Sierra Madre Avenue on the south, the northerly extension of Citrus Avenue on the east, and the Azusa city limits on the west and north and more particularly described in Exhibit "A" attached hereto and incorporated herein, was initiated by the City Council of the City of Azusa in order to properly determine the zoning which the currently unincorporated area within the sphere of influence of the City of Azusa would have in the event of annexation by the City of Azusa. B. The change and amendment to the Zoning Ordinance set forth below prezoning the subject area was duly initiated, notice of public hearing thereon was duly given and published in accordance with applicable law; C. Public hearings thereon were duly held by the Planning Commission of the City of Azusa on April 17, 1985, and by the City Council of the City of Azusa on June 3, 1985; D. On April 17, 1985, the Planning Commission of the City of Azusa by Resolution No. 2142 recommended to the City Council that the zone change classification proposed be adopted upon annexation of the subject area; E. The City Council has considered all of the information presented to it at the public hearing held on June 3, 1985, and determines that the public necessity, convenience, general welfare and good zoning practice require that the following amendment and zone change be made conditioned upon the approval of the annexation of the subject area of the City of Azusa; F. In taking this action the City Council considered the effects of the decision on the housing needs of the region in which the City is located and balanced those needs against the public service needs of the City residents and available fiscal and environmental resources; SECTION 2. Notwithstanding the provisions of Section 19.06.010 of the Azusa Municipal Code and the zoning map referred to therein, the properties described on the map attached hereto as Exhibit "A" and incorporated herein as though set forth in full are hereby placed in and included in the zones shown on said Exhibit "A" upon the effective date of the annexation or partial annexation to the City of Azusa of any of said properties.
