The City Council of the City of Azusa does hereby find, determine and declare that a standardized emergency access system for locked-gate communities is essential for preser- vation of the public health, safety and welfare in that police, fire and other emergency service personnel need to have quick access to locked-gate communities in order to promptly respond to emergencies. In light of the serious threat to life and property which would occur by delayed access to an emergency in a locked-gate development, and the relatively minor expense of installing a standardized access system, the six-month period for converting existing locked-gate developments to a standardized emergency access system is entirely fair and reasonable. SECTION 2. Section 15. 04. 170 is hereby added to the Azusa Municipal Code to read as follows : "15. 04 . 170 STANDARDIZED ACCESS FOR LOCKED-GATE DEVELOPMENTS. A standardized emergency access system shall be installed and maintained subject to the approval of the Director of Community Development for all locked-gate developments. Locked-gate developments which have received a certificate of occupancy on or before the effective date of this section shall have six months from the effective date of this section within which to comply with the provi- sions of this section. SECTION 3 . The City Clerk shall certify the adoption of this ordinance, and shall cause the same to be published as required by law.
