The City Council of the City of Azusa met in regular
session at the above time and place.
The meeting opened with the Flag Salute.
Invocation was offered by Councilman Fawcett.

The Minutes of August 1, 1955, were approved as
submitted.
Bids were opened in the office of the Cit -,r Clerk on
August 12th at 10 A.M. in compliance with Ordinance
No. 483 in answer to the notice Invoting Bids for the
construction of sanitary* sewers in portions of Grandin,
Angeleno, San Gabriel Avenues, and Grandview Drive and
Paramount Street in this City, designated as Project
No. 133. Bids were submitted from the following
companies:

CHAS. L. BURCH & SONS - - - - - 38,562.50
STANFIELD COMPANY - - - - - - - 40,339.62
ANRO CONSTRUCTION CO. - - - - - 62,078.33
Bid Bond in the amount of 10% was submitted with each
bid.
It was recommended by the Committee composed of City
Engineer, Chairman of Public Works and City Attorney
that the contract for this Project be awarded to
Charles L. Burch & Sons, low bidder, in the amount
of $38,562.84, and that the Mayor and City Clerk be
authorized to sign the contract documents for Project
No. 133.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and unanimously carried that the City Council
accept the recommendation of the Committee and that
the contract for Project No. 133 in the amount of
$38,562.84 be awarded to Charles L. Burch and Sons
Company, and that the bid bonds of the unsuccessful
bidders be returned by the City Clerk.
Bids were opened in the office of the City Clerk on
August 12, 1955, at 10 A.M., in the presence of
Councilman Fawcett, City Engineer and City Clerk in
compliance with Ordinance No. 483 in answer to the
Notice Inviting Bids for the construction of house
connection laterals in portions of Russell Street
and Pasadena and Jackson Avenues, designated as
Project No. 135. Bids were submitted from the
following companies:

Stanfield Company, the low bidder, in the amount of
$6,815.00, and that the Mayor and City Clerk be authorized
to sign the contract documents for Project No. 135.
Moved by Councilman Ortuno, seconded by Councilman
Romero and unanimously carried that the City Council
accept the recommendation of the Committee and that
the contract for Project No. 135 be awarded to the
Stanfield Company in the amount of $6,815.00, and that
the City Clerk be authorized to return the bid bonds
of the unsuccessful bidders.

Bids were opened at 10 A.M., August 12th, in the office
of the City Clerk, in compliance with Ordinance No. 483
in answer to the Notice Inviting Bids for a 6 cylinder Opening of bids
Pickup Truck for the Street Department. Bids were for Pickup Truck
received from the following:

The Committee reviewing the bids, City Engineer, Supt.
of Streets, Chairman of Public Works, and City Attorney,
recommended that the contract be awarded to Norman King,
low bidder, in the amount of $1,391.00, and that the
City Clerk and the Mayor be authorized to sign the
contract documents.
Moved by Councilman Ortuno, seconded by Councilman
Romero and unanimously carried that the City Council
accept the recommendation of the Committee and accept
the bid of Norman King in the amount of $1,391.00 for
the Pickup Truck and that the City Clerk be authorized
to return the bidder's check of the unsuccessful bidder.
The Planning Commission meeting on August 3, 1955, set
the date of August 17th at 7:30 P.M. as the time for a
hearing of the petition for a variance from R-1 to C-1
of the East 54 feet of Lot 57 owned by Ralph Keim of
102 North San Gabriel, the variance being requested
to allow the construction of an enclosed area for the
storage of empty crates etc. from the Yor-Way Market.
This property adjoins that of Mr. Keim's.
The City Planning Commission set the date for a public
hearing on petition for re-xoning of portion of Lot 2
Tract 5115, located at the northwest corner of Azusa
Avenue and Gladstone Street, for September 7th and 21st
1955. This re -zoning is from R-1 to C-3, for the
purpose of establishing a commercial area.

September 7th was set by the Planning Commission as the Hearing for
date of hearing for a variance request from R-1 to C-1 variance - Bill &

growing and retail sale of nursery products.
It was recommended by the Planning Commission that the
City Council authorize compensation to the members of

per meeting.

Johnson and unanimously carried that the matter of
compensation to the Planning Commission members be
taken under ccnsideration and tabled until the next
meeting.

Mrs. Gertrude Benedetto, 1107 North Sunset Avenue Complaint against

The Supt. of the Light Department, V. D. Smith, was
instructed to check the voltage in the area and to check
whether Mr. LeFevre is receiving a commercial or residential
light rate.
A petition was submitted containing 90 signatures of the
residents in the vicinity of South Pasadena Avenue and
Mason Street requesting the City Council to install a
four-way stop sign at the corners of South Pasadena and
Mason Street.
Moved by Councilman Ortuno, seconded by Councilman
Romero and unanimously carried that this petition be
referred to the Citi, Engineer and the Chief of Police
for study and report.

The Personnel Board at their meeting on August 8th voted
to recommend to the Council that they approve an amend- Change in pay plan

Moved by Councilman Fawcett, seconded by Councilman
Ortuno that this matter be tabled until the next regular
meeting 9/6/55. Motion carried unanimously.
The Personnel Board submitted a letter to Council recom-
mending a change in pay range of classification of Civil
Engineering Assistant from Schedule X25 6400-5500) to
Schedule m27 ($447 - 5559).
Moved by Councilman Romero, seconded by Councilman Ortuno
that Council accept the recommendation of the Personnel
Board and raise the Civil Engineering Assistant salary
from Schedule =i25 (5400 - 5500) to Schedule x'27 ($447 -
5559). Motion carried unanimously.
The Personnel Board submitted a letter to City Council
recommending that the Stenographer -Clerk position in the
Police Department- be re -titled "Police Woman" in accor-
dance with the duties actually being performed. The re-
classification of this office would give Mrs. Hunter the
protection afforded wider Section 4850 of the Labor Code,
which entitles members of the State Employees Retirement
System classification of City Policeman, a year's leave
of absence without loss of salary when disabled by
injury or illness arising out of and in the course of
duty.
Moved by Councilman Johnson, seconded by Councilman
Ortuno that the City Council accept the recommendation
of the Personnel Board and the classification of Steno -
Clerk in the Police ]Department, held by Mrs. Hunter,
be changed to Police Woman with thesame duties as now
performed.

Chief Kendrick stated that in fairness to Mrs. Hunter,
she should receive all holidays granted to the regular
City employees, for actually by the reclassification
to Police Woman she would lose those holidays as do
members of the Police Department and the Fire Depart-
ment.
Moved by Councilman Johnson that the motion be amended
to include the holidays will be granted to Mrs. Hunter
as previously, and that the City Attorney be instructed
to prepare a Resolution in accordance with the recom-
mendations.
The amendment was seconded by Councilman_ Ortuno and
unanimously carried.
The vote on the original motion accepting the recommen-
dation.of the Personnel Board was unanimously carried.
A petition was received signed by several residents of
the Arrow Park Tract desiring to commence proceedings
for the annexation of that -Tract to the City of Azusa.
This territory is bounded on the north by Gladstone
Street, on the south by Arrow Highway, on the west by
Lark Ellen Avenue and on the east by Donna Beth Avenue.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett that this petition for annexation be referred
to the City Planning Commission for investigation, study,
and report. Motion carried unanimously.
The City Engineer announced that plans and specifications
for the air conditioning of the City Hall are now com-
plete and requested that the City Clerk be instructed to
advertise for bids on this Project, bids to be opened at
10 A.M. on Sept. 2, 1955.
Moved by Councilman Romero, seconded by Councilman
Ortuno and unanimously carried that the City Clerk be
authorized to advertise for bids for air conditioning,
to be opened at 10 A.M. on Sept. 2, 1955.
City Engineer reported that the letter received from
Mr. Marincic of 318 N. Virginia Ave. and referred to
him and to the Chief of Police, has been studied.
This protest was in reference to "No Parking" signs on
Virginia Ave. It was the recommendation of the City
Engineer and the Chief of Police that ---this protest be
filed as in their opinion "No Parking" signs in effect
during certain hours on Virginia Avenue and other
Streets adjacent to the industrial area are essentials
to the solution of the serious parking problems that
were existent in this area prior to the installation
of signs.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and unanimously carried that the protest of
Mr. Marincic be filed.
The letter received from the School Board in the matter
of providing a crossing guard for the new Mountain View
School, referred to the City Engineer and Chief of
Police was discussed. It was the opinion of the Chief
and the City Engineer that a. crossing guard can be
provided without additional cost by shifting the existing
crossing guard at 5th and Azusa to the new school site
at 2nd and Vernon, as it will now not be necessary for
children to cross Azusa Avenue going to the elementary
schools.

the School Board be filed.

The City Engineer recommended that John Littlefield,
working as a temporary survey employee, on a parttime
basis be raised from $1.75 per hour to $1.85 per hour,
effective August 1, 1955.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that the Cit;yr Council
accept the recommendation of the City Engineer and
John Littlefield be raised to the rate of $1.85 per
hour, effective August 1, 1955, and the City Attorney
be instructed to prepare a Resolution accordingly.
It was recommended by the City Engineer that the
Personnel Board be instructed to set up an examination
for the classification of Groundsman -Gardener. This
position being necessary due to the large improve-
ments planned for our City parks.
It was moved by Councilman Ortuno, seconded.by Council-
man Romero and unanimously carried that the Personnel
Board be authorized and instructed to set up an examina-
tion for Groundsman -Gardener.
The matter of a Quitclaim Deed for street purposes in
Tract #20495 was not ready for this meeting and should
be present at the next meeting.
The City Engineer reported that if an O.K. was received
from the County, he would like authority to contact
engineering firms to get advantageous fees for the
construction of a bridge over Dalton Wash on First
Street, east of Azusa Avenue.
It was moved by Councilman Romero, seconded by Council-
man Fawcett and unanimously carried that City Engineer
be authorized to contact engineering firms to obtain
advantageous contracts for the construction of a bridge
over Dalton Mash.

City Engineer stated that the final approval of Tract Final Map - Tract
#18102 is now ready for signatures if City Council at #18102 approved.
this time will accept a check in the amount of $11,500.00
in lieu of a bond until such time as a bond can be acquired
and at that time substituted for the check on deposit.
The question of water stock for Tract #18102 was discussed.
A letter was introducted signed by Ray K. Cherry, Coast
Investment Co., confirming that they own no interest in a
Water Co. that might serve water to the above mentioned
Tract, also that they own no water stock of any kind applic-
able to the above mentioned Tract.
City Attorney read Agreement regarding street improvements
and sewers in Tract #18102.
Moved by Councilman Ortuno, seconded by Councilman
Romero that City Council accept the final map of Tract
#18102 and that the Mayor be authorized to sign the sub-
mitted Agreement and the Clerk to attest same. Motion
passed by the following vote:

The City Clerk announced that a check was received in the
amount of $725.00 which represents $25.00 per lot assess-
ment for park purposes.
Submitted also was a Bond for Faithful Performance in
the amount of $6,750.00 for street lighting in Tract
#18102 and #20495 in accordance with the requirements
of the City of Azusa.
Moved by Councilman Romero, seconded by Councilman
Ortuno and unanimously carried that upon the filing of
a Bond satisfactory to the City Attorney, the check
deposited in lieu of the Bond, in the amount of $11,500.00
be returned.

Moved by Councilman Ortuno, seconded by Councilman
Romero and unanimously carried that the Faithful
Performance Bond in the amount of $6,750.00 be accepted
and filed.
It was brought to the attention of the City Council that
no provision had been made for a flag at the new Recrea-
tion Building.
It was moved by Councilman Johnson, seconded by Council-
man Romero and unanimously carried that the City
Engineer, after conferring with Architect Ben Parker,
be authorized to purchase and have installed a flagpole
for the new Recreation Building.
Moved by Councilman Ortuno, seconded by Councilman
Romero and unanimously carried that the Faithful Per-
formance Bond in the amount of $6,750.00 be accepted
and filed.
It was brought to the attention of the City Council that
no provision had been made for a flag at the new Recrea-
tion Building.
It was moved by Councilman Johnson, seconded by.Councilman
Romero and unanimously carried that the City Engineer
after conferring with Architect Ben Parker, be authorized

Chief of Police Kendrick recommended that the resignation
of George L. Morse, Patrolman, effective Aug. 22, 1955,
be accepted and that he be considered for reemployment
at any time within one year, provided a vacancy exists,
which is stipulated under Section 96 of the Rules and
Regulations of Civil Service.
Moved by Councilman Fawcett, seconded by Councilman
Johnson and unanimously carried that City Council accept
the resignation of George Morse, Patrolman, effective
August.22, 1955, and that he be placed on the eligible
list for a period of one year, and that the City Attorney
be instructed to draw a Resolution taking Mr. Morse off
the City payroll.
Chief of Police requested authority to employ the best
desirable man from the top 3 on the eligible list, who
is willing to accept appointment to replace Officer
Morse.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that the Chief of Police
be authorized to select Patrolman from the first 3 names
on the available eligibility list.
Chief of Police Kends^ick reported that he had appointed
Gilbert D. Sheets, 15915 San Bernardino Road, Covina
District, to the position of probationary Special
Officer (Humane). I1r. Sheets being the No. 1 man on
the current eligibility list, approval of the appoint-
ment is requested. This, appointment to be effective
September 1, 1955, and the subject placed on the
first step of the pay* plan at 620.00 per month.
Councilman Johnson offered the following Resolution

The City Attorney read the Agreement between the City
of Azusa and the Community Ambulance Service for
service for the period from August 1, 1955, to July 31,
1956, at the rate of $150.00 per month.
Moved by Councilman Fawcett, seconded by Councilman
Johnson and unanimously carried that the Mayor be
authorized to sign the Agreement with the Community
Ambulance Service and the City of Azusa.

Ortuno and unanimously carried that the cost of the for Community
radio service for the Community Ambulance be deducted Ambulance

REGULATING TIE CONSTRUCTION, INSTALLATION, AND USE OF
PUBLIC AND HOUSE CONNECTION SEWERS WITHIN THE CITY OF
AZUSA AND PROVIDING FOR THE ISSUING OF PERMITS THEREFOR,
AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF;

City Attorney stated that we had been served with a
notice that Aerojet-General Corp. had submitted a claim
to the Board of Supervisors of Los Angeles County for
the refund of certain ad valorem property taxes in the
amount of t120,361.52 of which $32,044.83 represents
taxes collected for the City of Azusa. It is the con-
tention of the Corporation that the taxes were erroneously
and illegally collected from the Corporationfor the fiscal
year ending 6/30j54.
City Attorney announced that a hearing before the Public
Utilities Commission regarding a petition of change of
route by the Azusa Motor Bus Lines would be held Sept. 20,
10 A.M. in the City Auditorium. City Attorney and City
Engineer will study and make recommendations at the next
Council meeting Sept. 6th.
City Attorney announced that he had received a reply
from the Division. of Highways approving the Ordinance
of the City of Azusa regarding restricting parking on
Azusa Avenue at First Street. This communication was
ordered filed.
The City Attorney read a proposed Agreement between the
City of Azusa and Glen E. Hummer Construction Co. which
would allow the Recreation Department offices to move
into the new Recreation Building and use bffice rooms
there without it being considered giving final approval
by the City for the Building. It was the opinion of the
Council that this matter should wait until next regular
meeting September 6th.
The City Attorney reported that complaints had been
received by his office of the manufacturing, etc. being
carried on at Bud Latta's Welding Shop, located on Foot-
hill Blvd. and Sunset Avenues.
Moved by Councilman Romero, seconded by Councilman
Johnson and unanimousl7% carried that the City Attorney
be authorized to advise Mr. Latta that he is to stay
within the restrictions of the zoning for that property.
Supt. Smith of the Light and Water Department submitted
a Grant of Easement from the Norac Company to the Cit;;
of Azusa for electric lines, poles, etc., and for water
line purposes. This easement is 15 feet wide and 140
feet long, located on Roosevelt Avenue.
Moved by Councilman Ortuno, seconded by Councilman
Romero and unanimously carried that the City Attorney
be instructed to draw Resolution accepting this Grant
of Easement.

APPROVING CONSUMER'S AGREEMENT AND APPLICATION FOR
INSTALLATION OF NATER MAIN BETWEEN THE CITY OF AZUSA
AND THE NORAC COMPANY AND AUTHORIZING THE MAYOR TO
SIGN AND THE CITY TO ATTEST SAI -E."
Councilman Johnson moved its adoption, seconded by
Councilman Ortuno. Resolution passed and adopted by
the following vote:

City Council accept the resignation of Mr. James H.

Fawcett'.and unanimously carried that Council accept
the resignation of James H. Huskey as of 8/2/55, and
that City Attorney* be instructed to prepare a Resolution
removing him from the payroll.
Supt. of Light and Water Dept., V. D. Smith, reported
that he had hired three temporary men:

Moved by Councilman Johnson, seconded by Councilman
Romero and unanimously carried that the City Attorney be
instructed to prepare a Resolution placing Elvin Miranda
as temporary Maintenance Man in the Water Dept., and Paul
Gerek, temporary Maintenance Man in the Nater Dept., and
Mr. George A. Flynn, temporary Lineman Helper in the
Light Dept, at their respective effective dates.
Supt, of Light and Water reported that Elvin Miranda,
employed as of July 8, 1955, was laid off on Aug. 5, 1955.
Moved by Councilman Johnson, seconded by Councilman
Romero and unanimously carried that the City Attorney
be instructed to draw a Resolution removing Elvin Miranda
from the payroll.
Moved by Councilman Romero, seconded by Councilman
Ortuno, and unanimously carried that the Mayor be
authorized to sign a letter authorizing the California
Edison Company to furnish electrical service at 320 S.
Irwindale Avenue.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett, and unanimously carried that the Mayor be
authorized to sign a, letter authorizing Southern
California Edison Company to furnish electrical service
to 346 S. Motor Avenue.

Supt, of Light Department, V. D. Smith, requested
permission to employ a Lineman for a temporary period
at the best rate possible.
Moved by Councilman Romero, seconded by Councilman
Ortuno and unanimously carried that Supt. of Light
Department be authorized to hire a Lineman on a tempor-
ary basis, not to exceed 90 days, at the best rate
possible, not to exceed the 3rd step of salary range.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett and unanimously carried that the Personnel
Board be authorized to hold an examination for a
Journeyman Lineman as soon as possible.
The Chamber of Commerce announced the appointment of
a Transportation Committee - Clyde A. Blanchard,
Chairman, and requested the counsel of the City Engineer
in any of their studies.
Moved by Councilman Ortuno, seconded by Councilman
Johnson and unanimously carried that the City Engineer
be authorized to offer his services to the Highway
Committee of the Chamber of Commerce.
The Chamber of Commerce announced the appointment of a
Water Resources Committee, Henry J. Adams, Chairman,
and requested the City Engineer and the Supt. of Water
and Power Department to cooperate with the Committee
in an advisory capacity.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett and unanimously carried that the City Engineer
and Virgil Smith, Supt. of Light and Water Dept.,
cooperate with the Water Resources Committee of the
Chamber of Commerce in an advisory capacity.
A letter was received from Rufus Ogilvie, President of
the Board of Directors of the Chamber of Commerce thanking
the various departments of the City for their cooperation
on their annual dinner held July 2bth at the City Park,
particularly thanks to James Brusnahan, Marguerite Boger
and Hugh Gerharz. This letter was ordered filed.
City Clerk announced that a letter was received from Mr.
Iwasko in answer to a letter requesting clarification of
Assistant's pay as set forth in his letter of Proposal.
Mr. Iwasko stated that he did not anticipate using any
Assistants other than a typist on the work unless the
City authorizes the use of Assistants for surveys or other
work not anticipated in his proposal.
On the motion of Co�..ncilman Johnson, and the second of
Councilman Romero, this letter was ordered filed.
A -letter was received from the "Roving Lads", sanctioned
by CYO, requesting a permit to hold a dance on Sept. 2,
1955. Discussion was held regarding the application of
Federal Tax.
Moved by Councilman Romero; seconded by Councilman
Ortuno that the Roving Lads be granted permission to
hold a dance provided the tickets show the price of
Federal Tax and that the Club comply with all the City
reouirements. Motion carried unanimously.
The letter received from Cornelius Smith thanking the
City for the citation presented to him by Mayor Memme-
sheimer on behalf of the City was ordered filed.
A letter was received from the Azusa City Employees
Federal Credit Union requesting desk space in the
quarters soon to be vacated by the Recreation Dept.
in the Public Works Building.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that this matter be
tabled for the time being.

to Rule 58 of the Air Pollution Control District
relating to incinerator burning. Hearing to be
held 10:30 A.M., Tuesday, August 23, 1955, for the
purpose of possibly postponing the date on which
the burning of combustible rubbish other than
multiple chamber incinerators will be prohibited.
(e) Notice of the next meeting of the East San Gabriel
Valley Planning Committee to be held Thursday
evening, August 25th, at 7:30 P.M. in the City
Hall in Azusa.
It was the opinion of the City Council that the Council Meeting to set

Councilman Fawcett reported that it was his understanding
that the City of Covina was interested in annexing in
what should be the sphere of influence of Azusa, more
particularly, a tract now underway south of Baseline Road
and east of Citrus Avenue.

Mr. Ray Barnes of Aerojet Engineering appeared before
Council thanking the Chief of Police And Engineering Aerojet
Department and others for their help in alleviating
the traffic condition due to sewer work being carried
on in Coney Avenue near their plant. Discussion was
held with Mr. Barnes relative to the excessive loud
testing being carried on by their plant at this time.
