ROLL CALL: Councilmen: Ortuno, Johnson, Romero, Memmesheimer City Attorney, City Engineer City Clerk Absent; Councilman Fawcett Discussion was held regarding the setting of the tax rate for the fiscal year starting July 1, 1955, to June 30, 1956. It was recommended by Alfred M. Rulofson, Accountant, that the City tax rate, based on the actual valuations reported by the County, in the amount of $18,441,x060.00, be set at $1.79 per hundred valuation. It was the opinion of the Council that the tax rate should be fixed at $1.69 and deficits be made up by transfer of surplus funds. Councilman Ortuno offered the following Resolution 293 7:30 P.M. Roll Call City Tax Rate for 1955-1956 $1.69 passed. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, Resolution No -3284 COUNTY OF LoS ANGELES, STATE OF CALIFORNIA, FIXING THE RATES OF TAXES AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1955." The City Council of the City of Azusa does hereby resolve as follows: SECTION 1; That for the purpose of raising the sums of money necessary to be raised by taxation upon the takation upon property of the City of Azusa as a revenue to carry on the various departments of the City for the fiscal year beginning July 1, 1955, the rates of taxes for the different portions of the City of Azusa are hereby fixed and taxes are hereby levied on all taxable property in the different portions of said City for the fiscal year beginning July 1, 1955, in the number of cents upon each One Hundred Dollars of the assessed value of said property as assessed by the County Assessor and equalized by the Board of Supervisors of the County of Los Angeles, and for the several funds and purposes set forth in the following table, and the taxes levied upon the property in all portions of said City. For the General Budget Fund 100 cents For the Library Fund 20 cents For the Park and Recreation Fund 30 cents For Bond Redemption 3 cents For Employee's Retirement Fund 16 cents Total General Tax Rate 169 cents SECTION 2: It is further resolved that the Mayor shall sign this Resolution and the City Clerk shall attest the same and certify as to the passage and adoption hereof. The City Clerk shall also cause this resolution to be published once in the Azusa Herald and Pomotropic, a newspaper of general circulation, published and circulated in the City of Azusa, within fifteen (15) days after it's adoption. Resolution was duly passed and adopted by the following vote: AYES: Councilmen: Ortuno, Johnson, Romero, Memmesheimer NOES: None ABSENT: Councilman Fawcett and numbered Resolution No. 3284 It was recommended by the City Engineer that the firm of H. G. Petrey of Alhambra be engaged at the rate of $5.50 per hour to prepare plans for the proposed bridge at First Street over the Little Dalton Wash. The proposed rate should enable the work to be completed well within the budgeted engineering cost of $2,500.00. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendation of the Engineer and the H. G. Petrey Company be employed at the rate of $5.50 per hour for the preparation of plans and specifications for a bridge at First Street over the Wash. Upon the advice of the City Attorney, Councilman Johnson moved that this motion be amended to add "that the plans and specifications be subject to acceptance by the City Engineer and the City Council." Councilman Ortuno seconded this motion for amendment. The amend- ment was then unanimously carried. The City Engineer requested that Sept. 22nd and 23rd be allowed him on his vacation time. Moved by Councilman Romero, seconded by Councilman Ortuno, with no protests, so ordered carried, that the City Engineer be allowed to take these two days as part of his vacation. Letter which was received from Mrs. Reynolds of South Orange Avenue relative to damages to curbs and gutters, was referred to the City Engineer on 8/22/55. City Engineer reported that the damage would be repaired when the street was paved, which would be soon. Councilman Romero brought to the attention of the Council the damage and the lack of repair being made to the roads dug up by the contractors for the County installating the sanitary sewer lines. In particular, that area on Coney Avenue. Moved by Councilman Ortuno, seconded by Councilman Romero that the City Clerk be instructed to advise the Sanitation District of the damage that has been done through the construction of sanitary sewer lines on Coney Avenue, and the people in the area wish the damages to be corrected. Also, the time element in- volved in the repairing or resurfacing of this street should be brought to their attention. The County T 7:30 P.M. Petrey Company engaged for plans and specs. for bridge over Little Dalton 'lash. Amendment to motion on plans & specs by Petrey Co. City Engineer - partial vacation time County to be advised of damage from construction of sewers. 296 CITY HALL AZUSA, CALIF. MONDAY, AUG. 29, 1955 should also be advised to contact the City Engineer in connection with these matters. Motion carried unanimously, It was the recommendation of V. D. Smith, Supt. of Light and Water Department, that the Personnel Board be authorized to hold an examination for Maintenance Man in the Light and Water Department as soon as possible, due to the fact that the present list of Maintenance Men has expired. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Council accept the recommendation of the Supt. of Light and Water and that the Personnel Board be authorized to hold an examination for Maintenance Man for Light and Water Department. It was moved by Councilman Ortuno, seconded by Council- man Romero that the City of Azusa grant permission to the Southern California Edison Co. to serve electrical energy to property located at 159 S. Irwindale Avenue as per terms of the contract between the Southern California Edison Co. and the City of Azusa, and that the Mayor be authorized to sign this letter. Motion'carried unanimously. Moved by Councilman Ortuno, seconded by Councilman Johnson, and unanimously carried that according to the terms of the contract between the Southern California Edison Company and the City of Azusa, that the City of Azusa grant permission to the Southern California Edison Co. to serve electrical energy to property located at 145 S. Irwindale Ave., and the Mayor authorized to sign such a letter. Motion carried unanimously. 297 7:30 P.M. Examination for Maintenance Man authorized. Permission to serve electrical energy to 159 S. Irwindale Ave. - granted. Permission to serve electrical energy to 145 S. Irwindale Ave., - granted It was recommended by the Parks and Recreation Commission that an Ordinance be set up prohibiting bicycle riding in the City Parks, if one is not in existenace already. Moved by Councilman Johnson, that the Ordinance be Bicycle riding etc amended to prohibit bicycle riding in the City Parks, in City Parks re - Chief of Police Dendrick addressed Council and said £erred to Police that the Ordinance should be set to prohibit other Dept. & City vehicles driving in the parks also. Engineer. Councilman Johnson withdrew her motion. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that this matter be referred to the Police Department and City Engineer for study and report. The Parks and Recreation Commission recommends that if no other legal name for the Recreation Building has been decided upon, that the name "Azusa Recreation Center" become the official title. Discussion was held relative to the name to be given the Center. Moved by Councilman Johnson, seconded by Councilman Romero that the City Council accept the recommenda- tion of the Parks and Recreation Commission and the official name of the building be "Azusa Recreation Center" and that the:'City Attorney be instructed to draw a Resolution accordingly. Motion passed by the following vote: AYES: Councilmen: Johnson, Romero, Memmesheimer NOES: Councilman Ortuno ABSENT: Councilman Fawcett It was the recommendation of the Parks and Recreation Commission that $60.00 of the Lions Club donation to the Recreation Department be set aside for the A.Y.P. Official name of new building "Azusa Recreation Center". CITY HALL AZUSA, CALIF. MONDAY, AUG. 29, 1955 $60.00 is requested for the purchase of uniforms to be used for their baseball leagues. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that the City Council accept the recommendation of the Parks and Recreation Commission and allow $60.00 to be used from the Lions Fund for the purchase of uniforms by the Azusa Youth Program. The Parks and Recreation Commission submitted proposed rules and regulations governing the issuance of permits to citizen groups for use of rooms or buildings in public parks and playgrounds and recommended that these rules and regulations and fee charges be approved on a six month trial basis. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the Rules and Regu- lations and fee charges for the Recreation Center be tabled for further study. The City Clerk announced that a request had been for- warded to the County Department of Parks and Recrea- tion for increased assistance to the City of Azusa for their recreational program, and that he had been advised by a letter received August 16th that the Board of Supervisors at this time have a policy that prohibits consideration of any increases and that based on the policy and likewise limitations of funds provided in the operating budget of the County Department, the request was not approved. Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried that the City Clerk be instructed to advise the Parks and Recreation Commission of the outcome of the request by the City to the County Recreation Department. The application of Alcoholic Beverage License transfer (Beer & Wine) from Ernest D., Elton M. and Katherine Warren to Burney E. and Myrtle M. F. Keltner and Joseph F. and Lillian E. Novy, was presented to Council. This license is for 112 E. Foothill Blvd. No protests were voiced. It. -was moved by Councilman Ortuno, seconded by Council- man Johnson and unanimously carried that this application be filed. Mrs. Ila Schwab, Secretary of the Slauson P.T.A., sub- mitted a request to the City Council for the services of the City Light Department on October 7, 1955, for the purpose of installing additional electrical wiring for their annual school carnival. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the request of the Slauson P.T.A. be granted and that the Light & Water Dept. be instructed to cooperate and assist as in the past. The Industrial Planning Association of East San Gabriel and Pomona Valleys submitted a brief report of its activities and recent developments in the East San Gabriel and Pomona Valleys. In addition, they request- ed support in financing a publicity program to aid in the expansion. Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried that this report be filed. A request was received from the Guadalupe Society to hold a dance on Sept. 17th at Parish Hall, 4th & Dalton Avenue. 299 7:30 P.M. $60.00 of Lions Fund for A.Y.P. Permits for .use of rooms, etc. & fee charges for Recreation Center - tabled. Request for increasi of County aid - denied. Application - Beer 8 Wine License Trans- fer --- filed. Light Dept. to cooperate with Slauson P.T.A. Report - Ind. Plan. Assoc. E. San Gabriel & Pomona Valley - filed. 300 301 CITY HALL AZUSA, CALIF. MONDAY, AUG. 29, 1955 7:30 P.M. Moved by Councilman Romero, seconded by Councilman Guadalupe Society Ortuno and unanimously carried that the request of the request dance Guadalupe Society to hold a dance be referred to the permit. Chief of Police with power to act. Mr. Norman Holt, 234 N. Coney Avenue addressed the Council and requested information as to the future plans of Aerojet in relation to their experimental firings. Major Memmesheimer informed Mr. Holt that Aerojet had been contacted and he was sinformed that tests of solid propellent motors will not be made in Azusa, as they have moved that Department to their Sacramento plant. The Azusa plant will be used for the test of liquid engines, as they have done in the past. Mr. Holt also inquired if Aerojet will still allow acid fumes to drift through the neighborhood and cause addi- tional damage to housing, clothing, etc. Mr. Barnes of Aerojet Engineering addressed Council and stated that since the first of December a neutralizer has.been added to the nitric acid fuel which is used in the firing of the liquid motors, and that therefore no more damage could be caused by the acid fumes. Mr. Barnes also pointed out various features of benefit to the City by Aerojet Engineering. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that the City Attorney be authorized to sign cancellation of erroneous assess- ment against the following two persons: James C. Blackstock -- Assessment No. 304211 Jack B. Daley -------- Assessment No. 305501 Councilman Johnson offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPOINTING MRS. GENEVIEVE RYLE AS CROSSING GUARD AT 10TH STREET AND AZUSA AVENUE." Councilman Johnson moved its adoption, seconded by Council- man Ortuno. Councilman Ortuno reported that a meeting of the Committee on Amendments to the Civil Service Ordinance for changing the Civil Service Ordinance was held on August 166th, and Five year plan that a report will be forwarded to the Council after referred back to another meeting is held. However, it was the opinion of Personnel Board the Committee that the matter of the proposed five year step plan be referred back to the Personnel Board.
