AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA ADDING SECTIONS 15. 04. 131 TO 15. 04. 141,
INCLUSIVE, TO THE AZUSA MUNICIPAL CODE THEREBY
AMENDING THE BUILDING CODE OF THE CITY OF AZUSA
BY AMENDING THAT CERTAIN COUNTY OF LOS ANGELES
UNIFORM BUILDING LAWS, 1975 EDITION, HERETOFORE
ADOPTED BY REFERENCE.
The City Council of the City of Azusa does ordain as
follows:
SECTION 1. Section 15. 04. 131 is added to the Azusa
Municipal Code to read:
"15. 04. 131. Building Code. Section 301 (e) Amended.
Standard Plans. Section 301 (e) of the ' Building Code' is amended
to read:
(e) Standard Plans. The Building Official may approve
a set of plans for a building or structure as a ' standard plan' ,
provided the applicant has made proper application, submitted
complete sets of plans as required by Subsection (c) of this
Section and paid the plan checking fee required by Subsection
(b) of Section 303 or $25. 00 whichever is greater. "
SECTION 2. Section 15. 04. 132 is added to the Azusa
Municipal Code to read:
"15. 04. 132 . Building Code. Section 303 (a) Amended.
Building Permit Fees. Section 303 (a) of the ' Building Code'
is amended to read:
(a) Building Permit Fees. In addition to a permit issuance
fee of $6. 00, a fee for each building permit shall be paid to
the Building Official as set forth in Table No. 3-A.
The Building Official shall determine the estimated
valuation in all cases and for such purpose he shall be guided
by accepted estimating practices. "
SECTION 3. Section 15. 04. 133 is added to the Azusa
Municipal Code to read:
"15. 04. 133. Building Code. Section 303 (b) Amended. Plan
Checking Fees. Section 303 (b) of the 'Building Code' is amended
to read:
(b) Plan Checking Fees for Buildings or Structures.
When a plan is required to be submitted by Subsection (c) of
Section 301, a plan checking fee shall be paid to the Building
Official at the time of submitting plans and specifications for
checking. Said plan checking fee shall be equal to 65% of the
building permit fee as set forth in Table No. 3-A; provided,
however, the minimum fee shall be $5. 00. An energy plan check
fee is required for all nonresidential plans which depart from
the standard design as set forth in the State Energy Regulations
for Energy Conservation.
Said energy plan check fee shall be equal to 20% of the
building plan check fee as determined by this Section with a
minimum fee of $200. 00. "
SECTION 4. Section 15. 04. 134 is added to the Azusa Municipal
Code to read:
"15. 04. 134. Building Code. Section 303 (d) Amended. Grading
Permit Fees. Section 303 (d) of the' Building Code' is amended to
read:
(d) Grading Permit Fees. In addition to a permit issuance
fee of $6. 00, a fee for each grading permit shall be paid to the
Building Official as set forth in Table No. 3-B. "
SECTION 5. Section 15. 04. 135 is added to the Azusa Municipal
Code to read:
"15. 04. 135. Building Code. Section 303 (f) Amended. Other
Fees. Section 303 (f) of the 'Building Code' is amended to read:
(f) Other Fees. The following fees shall be paid before
a permit is issued, inspection made, occupancy allowed or device
operated:
1. In addition to the fees set forth in a, b, c and d,
for issuance of each inspection application
receipt $ 6. 00
a. For a site inspection not otherwise
covered herein by a fee and which is
regulated by a City Ordinance 50. 00
b. For inspection of any use, occupancy or change
in use or occupancy:
Affected floor area:
less than 5, 000 square feet 50. 00
5, 001 to 10, 000 square feet 100. 00
10, 001 to 100, 000 square feet 200. 00
above 100, 000 square feet 350. 00
c. For inspection of the abatement of a
building or structure declared substandard
by a notice filed with the County Department
of Registrar-Recorder:
Repair or rehabilitation $ 75. 00
Demolition 20. 00
d. For inspection of the demolition of a
building or structure not declared sub-
standard by a notice filed with the
County Department of Registrar-Recorder 20. 00
Within the scope of the aforementioned inspections,
the Building Official may approve minor corrections
or alterations of an existing structure involving
work of a building, plumbing, mechanical or elec-
trical nature with an aggregate total cost of
$2, 000. 00 or less.
2 . Inspection or reinspection of Group B, Division
4 structures, each 30. 00
3. Inspection of structures or devices regulated
by Chapter 66 , for the first inspection of the
first structure or device 30. 00

And, for each additional structure or
device 5. 00
4. Application and investigation fee for
relocation building permits as required by
Chapter 68

5. Investigation and/or permit fee for trailer

6. For search of office records and a single
copy of permits 6. 00
Permits for rebound tumbling equipment as defined in
Chapter 66 shall be valid for a period of not exceeding
one year. Permits for portable amusement devices and for
temporary Group B, Division 4 structures shall be valid
for a period of not exceeding 30 days. Permits for
amusement devices erected under a building permit shall
be valid for a period of 90 days. "
SECTION 6. Section 15. 04. 136 is added to the Azusa Municipal
Code to read:
"15. 04. 136. Building Code. Table No. 3-A. Building Permit
Fees . Table No. 3-A of the' Building Code' is amended to read:

SECTION 7 . Section 15. 04. 137 is added to the Azusa
Municipal Code to read:
"15. 04. 137 . Building Code . Table No. 3-B Amended. Grading
Permit Fees. Table No. 3-B of the 'Building Code' is amended
by amending the title and by adding a footnote both of which shall
read as follows :
Table No. 3-B Grading Permit Fees*
*For additional permit issuance fee, see Section 303 (d) . "

SECTION 8. Section 15. 04. 138 is added to the Azusa
Municipal Code to read:
"15. 04. 138. Building Code. Section 303. 1 (d) Amended.
Plan Checking Fees. Section 303. 1 (d) of the 'Building Code' is
amended to read:
(d) Plan Checking Fees. A plan checking fee shall be
paid the Building Official at the time of submitting plans and
specifications for the proposed work. The plan checking fee
shall be 65% of the building permit fee established by this
Section. "
SECTION 9. Section 15. 04. 139 is added to the Azusa
Municipal Code to read:
"15. 04. 139. Building Code. Section 305 (b) Amended.
Special Inspector. Section 305 (b) of the Building Code is
amended to read:
(b) Special Inspector. The special inspector shall be
a qualified person approved by the Building Official.
The special inspector shall furnish continuous inspection
on the construction and work requiring his employment. He
shall report to the Building Official in writing, noting all
Code violations and other information as required.
Before commencing his duties, the special inspector shall
be examined and shall obtain a Certificate of Registration from
the Building Official. Applications shall be made in writing
and shall be accompanied by a fee of $65. 00. A separate appli-
cation and a separate fee shall be required for each type of
work. Applicants failing to pass an examination shall be
ineligible for re-examination for a period of 30 days. A new
application and fee shall accompany each request for re-
examination. Unless sooner revoked, Certificates of Registration
for special inspectors shall expire biennially on June 30, and
must be renewed by payment of a biennial renewal fee of $20. 00
each.
To assure the technical and general competence of all
special inspectors the Building Official shall re-examine each
special inspector, at least, once each six (6) years. Scheduling
to be at the discretion of the Building Official. The re-
examination fee shall be $20. 00 for each certification. Such
fee is in addition to the biennial registration fee. "
SECTION 10. Section 15. 04. 140 is added to the Azusa
Municipal Code to read:
"15. 04. 140. Building Code. Section 310 Amended. Earth-
quake Fault Maps. Section 310 of the ' Building Code' is amended
to read:
Section 310. Earthquake Fault Maps. The maps listed
below which show traces of earthquake faults are hereby declared
to be a part of this Code and may be referred to elsewhere in
this Code.

Three copies of each of the above maps have been deposited
in the Office of the City Clerk and shall be at all times main-
tained by said Clerk for use and examination by the public. "
SECTION 11. Section 15. 04. 141 is added to the Azusa
Municipal Code to read:
"15. 04. 141. Building Code. Section 311 (f) Amended.
Maps of Active Faults. Section 311 (f)of the ' Building Code'
is amended to read:
(f) Maps of Active Faults. The City Engineer shall
maintain maps available to the public showing the location of
known active earthquake faults. In the absence of additional
information, the location of known active earthquake faults
shall be as shown on the maps listed in Section 310. Where
certain segments of the fault are not delineated on these maps,
the location shall be as assumed by the City Engineer and so
designated on the maps. When geologic investigations, mapping
aerial photographs , or other acceptable data showing the
presence, absence or more precise location of a known active
earthquake fault are made available to the City Engineer, the
maps shall be changed accordingly. "
SECTION 12. The City Council of the City of Azusa does
hereby find and determine that the changes and amendments to the
Building Code of the City of Azusa set forth in this ordinance are
required to meet local conditions and to protect the public peace,
health and safety.
SECTION 13. The increases and changes in fees and permit
requirements shall become operative on the 1st day of April, 1976.
SECTION 14. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as required
by law.
