HomeMy WebLinkAboutOrdinance No. 2019 ORDINANCE NO. 2019 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA REPEALING CHAPTER 2. 76 (CONSISTING OF SECTIONS 2. 76. 010, 2. 76. 020, 2 . 76. 030, 2. 76. 035, 2. 76. 040, 2. 76. 050, 2. 76. 060, 2. 76. 070, 2. 76. 080, 2. 76. 090) OF TITLE 2 OF THE AZUSA MUNICIPAL CODE AND ADDING A NEW CHAPTER 2. 76 THERETO, RELATING TO THE AZUSA CITY LIBRARY. The City Council of the City of Azusa does ordain as follows: SECTION 1. Chapter 2. 76, consisting of Sections 2. 76. 010, 2. 76 . 020, 2. 76. 030, 2. 76.035, 2. 76. 040, 2. 76. 050, 2. 76.060, 2. 76. 070, 2. 76. 080. 2. 76. 090, of Title 2 of the Azusa Municipal Code is hereby repealed. The Board of Library Trustees provided for in Section 2. 76. 020 of said code shall cease to exist on June 30, 1976. SECTION 2. A new Chapter 2. 76 is hereby added to the Azusa Municipal Code to read: "CHAPTER 2. 76 AZUSA CITY LIBRARY 2. 76. 005. LIBRARY ESTABLISHED. Pursuant to Section 39732 of the Government Code, a public library is hereby established to be known as the Azusa City Library. 2. 76. 010. MAINTENANCE AND OPERATION. The Azusa City Library shall be maintained and operated under the general supervision of the City Administrator subject to the policy control and direction of the City Council. 2. 76 . 015. PUBLIC LIBRARY COMMISSION. A Public Library Commission consisting of five members to be appointed by the Mayor is hereby created. The members of the commission shall serve at the pleasure of the City Council. Men and women shall be equally eligible for appoint- ment to the Commission. The Public Library Commission shall meet at such times and places as the commission may fix by resolution. 2. 76. 020. PUBLIC LIBRARY COMMISSION. RESPONSIBILITIES. The Public Library Commission shall advise the City Council with respect to the administration and operation of the Azusa City Library. It shall recommend to the City Council the adoption of rules and regulations which it deems necessary to facilitate the operation of the library and its use by the public. 2. 76. 025. TAX LEVY. The City Council shall, in making the annual tax levy and as a part thereof, levy taxes for the purpose of maintaining and operating the library including necessary capital outlay therefor. The money in "the Library Fund" shall be applied to the cost of maintaining and operating the library. 2. 76. 030. USE OF LIBRARY. The library shall be available for the free use of the inhabitants and non-resident taxpayers of the City subject to such rules and regulations as may be adopted by the City Council. Any person violating the rules and regulations adopted for the library may be fined or excluded from the privileges of the library. " SECTION 3. This ordinance shall become operative on July 1, 1976. Contracts and agreements entered into by the Board of Library Trustees prior to June 30, 1976 shall continue in effect according to their terms and shall be binding upon the City of Azusa. SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law. Passed and approved this 17th day of May , 1976.
