CITY HALL AZUSA, CALIF. MONDAY, SEPT. 12, 1955 7:30 P.M.
The City Council of the City of Azusa met in adjourned
session at the above time and place.
ROLL CALL: Councilmen: Fawcett, Ortuno, Johnson,

Discussion was held regarding the Hearing before the
Public Utilities Commission on the application for
change of route by the Azusa Motor Bus Company. The
City Clerk presented a map showing the proposed change
in route.

Park and Recreation Commission recommended that they be
authorized to employ Ben Parker, Architect, as a Con-
sultant, at the rate of $7.50 per hour. It was pointed Ben Parker to be

had given of his time freely, but in the opinion of the
Park and Recreation Commission future consultations with
Mr. Parket should be -paid for.
Moved by Councilman Ortuno, seconded by Councilman
Johnson and unanimously carried that the City Council
accept the recommendation of the Park and Recreation
Commission and Ben Parker be retained as Consultant as
needed on parks and buildings at the recommended rate
of $7.50 per hour.
The Park and Recreation Commission recommended the
purchase of an electric refrigerator from Maxson-Nelson
Company of Glendora in the amount of $245.00, this being
the low bid received by the Commission on a refrigerator.

The Park & Recreation Commission recommended that the Parkway on N. side

Moved by Councilman Fawcett, seconded by Councilman
Johnson and unanimously carried that the City Council
accept the recommendation of the Park and Recreation
Commission and that the parkway on the north side of
Third Street between Angeleno and Orange Ave. be paved.
Park and Recreation Commission recommended the purchase
of a Wolf Challenger Range for the Recreation Center
from the Interstate Restaurant Supply Company of Los
Angeles in the amount of $224.45, this being the low bid
received.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and unanimously carried that the City Council
accept the recommendation of the Park and Recreation
Commission and that they be authorized to purchase a
range from the Interstate Restaurant Supply Company in
the amount of $224.45.
The Recreation Department reported that the Plunge had
been kept open over the Labor Day weekend during the
hot spell and it was recommended that the personnel be
paid from the pool receipts. It was also recommended
that the pool remain open after the regular closing
date of September 12, weather and attendance permitting
hours of opening to be determined by the Recreation
Director and payment of personnel to be taken care of
from pool receipts.
It was pointed out in discussion that the budget pre-
pared by the Recreation Department did not include the
salary payments over the originally planned closing date.
Moved by Councilman Ortuno, seconded by Councilman
Johnson and unanimously carried that City Council accept
the recommendation of the Park and Recreation Commission
on the matter of the plunge remaining open as determined
by the Recreation Director for the remainder of this
year's season.
Mr. Arthur Philamalee, 517 North Monte Vista Ave., appear-
ed before Council to protest the continuing noise and
disturbance emanating from Aerojet. It was the conten-
tion of Mr. Philamalee that Aerojet had more or less
promised to desist from heavy blasting, but have not
done so. The City Attorney was requested to contact
officials at Aerojet to see what could be done about the
abatement of any nuisance resulting from their test
firings.
Councilman Romero entered the meeting at 8:27 and was
seated at the table.
Mr. Norman Holt, 234 N. Coney Avenue appeared before
Council and stated that Aerojet continues to emit heavy
blasts which shake the houses in the vicinity. Mr.
Holt was informed that the City Attorney was to contact
Aerojet officials to see if the nuisance could be abated.
Rev. W. C. Schnute, Pastor of the Concordia Lutheran
Church appeared before Council regarding the provision
of laterals from the street sewer to serve the Church
property. It was the opinion of the Council that the
lateral should be brought to the property line of the
Church.
It was moved by Councilman Ortuno, seconded by Council-
man Romero that this matter be referred to the City
Engineer for study and report.

Moved by Councilman Ortuno, seconded by Councilman
Fawcett and unanimously carried that the City Engineer
make whatever plans are necessary for extending the
sewer lateral to the property line at the Lutheran
Church on South Azusa Avenue.
Mr. Bud Latta, owner of Latta's Wleding Shop at Foot-
hill and Sunset Avenue, appeared before Council at the
request of the City Attorney. It was brought out that
a complaint had been made that Mr. Latta was causing
a disturbance to people in the R-1 zone because of his
work. Mr. Latta stated that his shop had discontinued
working late at night, and that no work would be done
later than 7 o'clock P.M., and with reference to the P
zone which adjoins his shop on the south, the only work
that would be done there would be emergency work, until
it could be moved to his property. Mr. Latta agreed
to do his utmost to prevent his business from creating
any nuisance.

Discussion was held relative to final acceptance of the Acceptance of
Recreation Building.. It was the opinion of the Council Recreation Bldg.

City Clerk announced that he had received from the
Police Department the following items:
(a) Collections for Dog Licenses for the fiscal
ear 1955-1956, to date, in the amount of
1,590.50.
(b) The sum of $47.75 for collections made at the
City Pound for the month of August 1955.
(c) That a dance permit had been granted to the
Guadalupe Society for the night of Sept. 16,
1955.
Supt. of Light and Water, Virgil Smith reported that a
lineman recently employed, terminated, and it had been
necessary to hire another lineman on a temporary basis.
City Clerk announced that the rate for prisoner care at
the Los Angeles County Jail, effective October 1, 1955,
would be $2.67 per Male Prisoner and $5.51 per female
Prisoner.
Moved by Councilman Ortuno, seconded by :Councilman
Romero and unanimously carried that this letter be
filed.
Communications were received from Mrs. Winifred B.
Hanes, 620 Dalton Avenue, Azusa, and Mrs. Hardy L.
Blatchley, 17640 East Gladstone Street, Azusa, com-
plaining to the City Council that trees on 6th Street
were in a dying condition from lack of water and stat-
ing that in the past it had been the policy of the City
to water these trees. Discussion of the policy the
City should follow was held.
It was moved by Councilman Johnson, seconded by Council-
man Romero and unanimously carried that the Fa.rk and
Recreation Commission be requested to make a study
and recommendation regarding the watering of trees
and the maintenance of parkways; and in addition, to
make a survey of trees which may be hazardous.
Supt, of Light and Water, Virgil Smith, announced that
some action should be taken to tie in the two City
Police Dept, items.

Councilman Ortuno, Chairman of the Committee appointed
by the Council to study possible amendments to the
Civil Service Ordinance, reported that it was the
general consensus of the Committee that the matter of
amending the Rules and Regulations relating to sick
leave and,the accumulation of such, was not within the
scope of the Committee.
Moved by Councilman Johnson, seconded by Councilman
Romero and unanimously carried that the matter of sick
leave be tabled until the meeting of September 26,'1955.
Councilman Johnson asked if sick leave could be made
retroactive�to the first of the year. The City Attorney
expressed doubt as to the wisdom of such a move.
Progress Report for the month of August was received
from J. L. Jacobs .& Company.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and unanimously carried that -this report be
filed.
Communication was received from the Citizens Anti -Smog
Action Committee, Inc., requesting support of City
governments and others to support a public Hearing to
determine why smog is not eliminated from the atmosphere

Mr. Victor Jabson of South Virginia Avenue appeared
before Council and requested an investigation to be
made to see if it would be possible to widen South
Virginia Avenue between First Street and Paramount St.

Romero and unanimously carried that the City Attorney
and the City Engineer be instructed to contact Cal Tech
and Glendora Irrigating Company, owners of property on
