AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA, ADDING SECTIONS 19.04.021 AND 19.04.371
TO AND AMENDING SECTION 19.26.020 OF THE AZUSA
MUNICIPAL CODE, RELATING TO ANIMAL HOSPITALS
AND KENNELS.
The City Council of the City of Azusa does ordain
as follows :
SECTION 1. After notice and hearing held by the
Planning Commission and the City Council, and upon the recommendation
of the Planning Commission, the City Council does hereby determine
and declare that the public necessity and convenience and good
zoning practice does require the following amendments to the Azusa
Municipal Code, which are consistent with the Azusa General Plan.
SECTION 2. Section 19.04.021 is added to the Azusa
Municipal Code to read:
"19.04.021. ANIMAL HOSPITAL. "Animal hospital" means
a place where animals or pets are given medical or
surgical treatment by a licensed veterinarian. The
boarding of animals is permitted only to the extent
necessary for medical treatment or observation. All
runs and pens shall be fully enclosed within a
building, except in the "M" zones. Livingquarters
for one caretaker (families not permitted) are
authorized in conjunction with such use. "
SECTION 3. Section 19.04.371 is added to the Azusa
Municipal Code to read:
"19.04.371. KENNEL. "Kennel" means a lot, building,
structure, enclosure, or premises where four (4) or
more dogs or cats, over the age of 3 months, are
boarded, kept or otherwise maintained. The breeding
of such animals is permitted in conjunction with such
use. "
SECTION 4. Paragraph 2 of Section 19.26.020 of the
Azusa Municipal Code is amended by adding subparagraph (GG)
thereto, to read:
" (GG) ANIMAL HOSPITALS may be permitted after a
public hearing in each case, under a Conditional Use
permit obtained in accordance with the procedures
stated in Chapter 19.60 provided that the hospital
structure is located at least 50 feet from an "R"
zone and 100 feet from any school or hospital.
Specific attention will be given to noise and odor
control, trash and waste storage and general
aesthetics of development including, but not limited
to architectural treatment, landscaping, and sound
proofing. "
SECTION 5. The City Council does hereby find and
declare that the determination by the Planning Commission that
the amendments to the Azusa Municipal contained herein will
not have a substantially adverse effect upon the environment, that
the negative declaration has been prepared in accordance with
the California Environmental Quality Act of 1970 and the
State Guidelines, and is hereby adopted by the City Council.
SECTION 6. The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published as
required by law.

hereby certify that the foregoing Ordinance No. 1084 was regularly
introduced and placed upon its first reading at a regular meeting
of the City Council on the 7th day of October , 1974. That,
thereafter, said ordinance was duly adopted and passed at a regular
meeting of the City Council on the 24th day of October , 1974,
by the following vote, to wit:
