CITY HALL AZUSA, CALIF. MONDAY, SEPT. 26, 1955 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
The meeting opened with the Flag Salute. Flag Salute
Invocation was given by Councilman Fawcett. Invocation

On Page 315 Paragraph 2, of the Minutes of Sept. 6th, the
motion requiring construction of houses of less than
1,000 sq, ft. area be handled through a variance, pass-

Page 315, Paragraph 3 should be corrected to state

Minutes of Sept. 6th approved as corrected.
In the Minutes of Sept. 12th, Page 331, regarding the
widening of S. Virginia Avenue between 1st and Para-
mount Streets, the motion was corrected to read "Moved
by Councilman Ortuno, seconded by.Councilman Romero
and unanimously carried that the City Attorney and the
City Engineer be instructed to contact Cal Tech and the
Glendora Irrigating Company owners of property on South
Virginia Avenue for the purpose of acquiring sufficient
land for the widening of South Virginia Avenue."

Romero and unanimously carried that the City Engineer
be authorized to employ Mr. Burt Ret olds on a part-
time basis as Engineering Helper @ $1.75 per hour.
Moved by Councilman Johnson, seconded by Councilman
Romero and unanimously carried that the City Council
accept the resignation of Marion Brown, Typist -Clerk
effective October lo, 1955, and the City Attorney to
prepare Resolution accordingly.

Ortuno and unanimously carried that the Personnel Board
be instructed to hold an examination for Typist -Clerk.
Moved by Councilman Johnson, seconded by -Councilman
Fawcett and unanimously carried ;that the City Engineer
be authorized to employ on a temporary basis, not to
exceed 90 days, a replacement for Mrs. Brown in the
Engineering Office.

Moved by Councilman Ortuno, seconded by Councilman Personal Liability
Romero and unanimously carried that the City Clerk be Ins, for City
instructed to contact the City's insurance carrier to officials and
determine costs and advisable amounts of Personal Dept. Heads.

It was recommended by the City Engineer that the water
situation as it affects the City of Azusa should be made
the subject of a complete engineering analysis by inde-

pendent experts, covering the following points:
1. Supply situation
2. Storage
3. Distrivution
4. Wells & pump equipment
5. Service area to be covered by the City
6. Water rates and financial condition
Supt. Smith stated that in his opinion such a survey
should be made and to include mapping of the system and
the study of water rights.

Moved by Councilman Johnson, seconded by Councilman Survey of water

A communication was read, signed by several residents in
the vicinity of 583 E. Mason Street, petitioning the
owner of the property at 583 E. Mason to clean up the
property and have it maintained better.
Moved by Councilman Romero, seconded;by Councilman Fawcett
and unanimously carried that this petition be referred
to the Police and Fire Departments for investigation by
them, and if necessary to notify the Health Department
of their findings.
A letter was submitted requesting that the City Council
ask for an actuary survey be made to show the costlD the
City of items designated on State Retirement System Form
559-1 as Item C(9), Item C(10), Item D(12). The Report
received from the Actuary covered all items in Paragraphs
B, B & C, and B, C and D(12).
Moved by Councilman Romero, seconded by Councilman
Johnson and unanimously carried that the Council be
furnished with copies of Acturay's letter and report
for study.
Request by Police Chief for Council to uphold 15 -day
suspension given to John Mosley, effective Sept. 24, 1955.
i Discussion was held relative to conflict between Rules &
Regulations of the Personnel Board and the Civil Service
Ordinance, and in the opinion of the City Attorney, if
the Council wished to conform with the recommendation
of the Chief of Police for a suspension, it would best
be done by a Resolution by that body.
Moved'by Councilman Romero, seconded by Councilman
Fawcett that the Council accept the recommendation
of the Chief of Police for a 15 -day suspension of John
Mosley and a Resolution be prepared in conformance with
the charges as set forth.
Motion carried by the following vote:

ABSTAINED FROM VOTING: Councilman Ortuno
It was pointed out by the City Attorney that the
effective date of suspension would be at the time the
Resolution was adopted, not that which was set by the
Chief of Police.
The City Council was advised that the Chief of Police
had notified the City of West Covina that the rate for
male prisoner care would be $2.65 per day, effective
October 1, 1955.
Moved by Councilman Romero, seconded by Councilman
Ortuno and unanimously carried that this communication
be filed.

The matter of a pay raise for City employees was discussed.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett that the City Council recommend to the Personnel
Board that the salaries of all certified employees be
raised $25 per month. This motion passed by the follow-
ing vote:

Officer John Mosley appeared before City Council and
stated that in his opinion the charges brought against John Mosley
him by the Chief of Police were unfounded and unjust, protests charges.
Mr. Mosley was advised by Mayor Memmesheimer to request
a Hearing by the Personnel Board.
Councilman Romero offered the Resolution entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
LOS ANGELES COUNTY, CALIFORNIA, DIRECTING THAT CHARGES
FILED BY THE CHIEF OF POLICE OF THE CITY AGAINST JOHN C.
MOSLEY BE INVESTIGATED IN A PUBLIC HEARING BEFORE THE
PERSONNEL BOARD OF THE CITY AND DIRECTING SAID BOARD TO
FIX A TIME AND PLACE FOR SAID HEARING AND TO GIVE ALL
LEGAL NOTICE THEREOF TO JOHN C. MOSLEY AS PROVIDED IN
THE CIVIL SERVICE ORDINANCE OF SAID CITY."

Councilman Romero reported that a Mr. Malam had called Fire Hazards to
him regarding several fire hazards around town. Assistant be checked.

attend the Civil Defense meeting in Sacramento on meeting at
October 13 and 14 and that an expense advance of $200 Sacramento
be allowed.
An invitation was received by Council from Aerojet-General
for a visit to their sacramento plant to observe the fact Invitation from
that.solid propellant motor tests are being held there Aerojet to visit
instead of Azusa. their Sacramento
Moved by ouncilman Fawcett, seconded by Mayor Memme- plant.
sheimer and unanimously carried that the City Council
accept the invitation of Aerojet to visit the Sacramento
plant, date of trip to be set at October 3rd meeting.
Moved by Councilman Johnson, seconded by.Councilman Romero
and unanimously carried that the meeting adjourn. Time Adjournment
