HomeMy WebLinkAboutE-11 Staff Report - SHSGP Grant Purchase of RadiosCONSENT ITEM E-11 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: STEPHAN HUNT, CHIEF OF POLICE DATE: FEBRUARY 19, 2019 SUBJECT: EXPENDITURE PLAN – 2017 REPROGRAMMING OF HOMELAND SECURITY GRANT BACKGROUND: A Homeland Security grant was established by the State, in part, to provide for the purchase of specialized equipment to enhance event and incident management and strengthen the ability of Law Enforcement to disrupt, deter, respond to and recover from terrorist acts. Equipment approved for purchase under this grant includes all-spectrum portable radios, programming cables and multi-radio bank charger(s) in an amount not to exceed $93,124. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approve Mayor Joseph R. Rocha to sign the attached State Homeland Security Grant Program Subrecipient Agreement Grant Year 2017 Between the County of Los Angeles and the City of Azusa. 2)Approve the purchase of Motorola radio equipment offered through the reimbursable State of California FY2017 Homeland Security Grant Program (SHSGP) in an amount not to exceed $93,124. ANALYSIS: The County of Los Angeles Board of Supervisors has accepted the 2017 State Homeland Security Program (SHSGP) for the Los Angeles County Operational Area and received requisite State approvals to proceed with the allocation of funds to program recipients. In order to facilitate this effort, the County of Los Angeles requires a formal Subrecipient Agreement (SRA) with the City of Azusa, which outlines the requirements of the grant and provides the guidelines to follow for SHSGP reimbursement of eligible expenses of which we have been authorized $93,124 to purchase all-spectrum portable radios, APPROVED CITY COUNCIL 2/19/2019 EXPENDITURE PLAN – 2017 REPROGRAMMING OF HOMELAND SECURITY GRANT February 19, 2019 Page 2 programming cables and multi-radio bank charger(s). The number of radios and equipment purchased will depend on the discounted rate offered by Motorola Solutions, Inc. and the time of purchase. The current discount rate is 27%, but it could reach 50%. The Motorola equipment will be purchased from Motorola Solutions, Inc. located at 725 S. Figueroa St., Ste. 1870, Los Angeles, CA, 90017. The purchase is based on the County of Los Angeles Master Purchase Agreement Pricing, contract # MA-IS -1740313-1, dated July 1, 2017, with an expiration date of June 30, 2020, with pre-negotiated pricing between Los Angeles County and Motorola, Inc. This SRA and purchase have been reviewed by the City Attorney and is approved as to form. FISCAL IMPACT: This is a reimbursement grant in the amount of $93,124 from the State of California Homeland Security Grant Program. The County of Los Angeles and the State of California, upon receipt of goods by the City of Azusa Police Department, will process reimbursement. Reimbursement is expected to take 90- 120 days.
