PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. B. REPORTS, UPDATES,AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. Vulcan Materials presentation on current and future operations. 2. Request from Mayor Rocha for a $100 sponsorship for student, Ambria Ceballos, to attend a trip to Washington D.C. 3. Request from Mayor Rocha for a $100 sponsorship to assist 20 children to attend a fieldtrip to the Getty Museum in April 2014. 4. Request from the State Board of Equalization to waive auditorium fees to hold a Small Business Seminar, on Wednesday,August 27, 2014, from 7:00 A.M. to 3:00 P.M. 5. Request for a certificate congratulating Judge R. Bruce Minto who will be retiring from the Los Angeles Superior Court on April 1, 2014; the certificate will be mailed to be presented at the Via Verde Country Club in San Dimas. 02/18/2014 - 2 - 6. APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF FEBRUARY 3, 2014. RECOMMENDED ACTION: Approve Minutes as written. 2. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE CITY. RECOMMENDED ACTION: Adopt Resolution No. 14-C8 allowing certain claims and demands and specifying the fund out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. REVISED CLASS SPECIFICATION—FIELD SERVICES SUPERVISOR. RECOMMENDED ACTION: Adopt the revised class specification of Field Services Supervisor, pursuant to the City of Azusa Civil Service Rules Section 3.5. 02/18/2014 - 3 - 5. SIDE LETTER AGREEMENT WITH THE CIVILIAN ASSOCIATION OF POLICE PERSONNEL THAT CONTINUES THEIR MEMORANDUM OF UNDERSTANDING UNTIL JULY 31, 2014. RECOMMENDED ACTION: Adopt Resolution No. 14-C9 approving the February 18, 2014, side letter of agreement to the Civilian Association of Police Personnel (CAPP) Memorandum of Understanding (MOU) that clarifies how much "New Members" contribute towards their retirement costs, includes a one-time 2% lump sum payment, temporary suspension of the tuition reimbursement program and the computer loan program and continues their MOU until July 31, 2014. 6. MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND FOOTHILL TRANSIT—FOURTH AMENDMENT. RECOMMENDED ACTION: Approve an amendment to the Memorandum of Understanding (MOU)between the City of Azusa and Foothill Transit to provide additional funding for the development of a park and ride facility between Alameda Avenue and Dalton Avenue, north of Foothill Boulevard and south of 9th Street and allocation of maintenance cost share for Foothill Transit subject to any non-substantive changes made by the City Manager and City Attorney. 7. CIP 66114A — FOOTHILL AND PALM TRAFFIC SIGNAL; AUTHORIZATION TO SOLICIT REQUEST FOR PROPOSALS OF PROFESSIONAL TRAFFIC ENGINEERING SERVICES. RECOMMENDED ACTION: Authorize staff to solicit Request for Proposals for Professional Traffic Engineering Services to prepare a traffic signal design for CIP 66114A — Traffic Signal design for Foothill Boulevard and Palm Drive. APPROVED COUNCIL MEETING =tee : Date, 2 jivj" UtY 5'V717 w, Wp� _s 33�_ _ C � AGENDA ITEM D-4 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROBERT NEIUBER, DIRECTOR OF HUMAN RESOURCES VIA: JAMES MAKSHANOFF, CITY MANAGER DATE: FEBRUARY 18, 2014 SUBJECT: REVISED CLASS SPECIFICATION—FIELD SERVICES SUPERVISOR RECOMMENDATION The Personnel Board recommends, pursuant to the City of Azusa Civil Service Rules Section 3.5, that the City Council adopts the revised class specification of Field Services Supervisor. BACKGROUND The Field Services Supervisor Job Specification was last updated in November 2011. The primary effect of the 2011 revision was to make the Field Services Supervisor a quasi-office position with the responsibility to even act as an "assistant to the Assistant Director of Customer Care & Solutions in the division's day-to-day operational functions". Shortly after the Field Services Supervisor job specification was updated, the person who held that position retired, and the position has not been filled on a permanent full time basis since that time. When the Field Services Supervisor Job Specification was revised in 2011, there were two Field Service Representatives (FSRs) and six Meter Readers, with one Meter Reader serving in a lead position to cross-over and perform field services work, such as shut-offs and turn-ons, as needs arose. With the FY 2013-14 budget, two fulltime Meter Reader positions were eliminated and one part time Meter Reader was added. This has resulted in a rather lean field services position count for the Customer Service Division, but the Assistant Director of Customer Care and Solutions has been able to make this staffing level work when one of the Field Services staff assume an "Acting" role as Field Services Supervisor. However, acting assignments can only be provided for 90 working days per year. Rather than rotate staff into the Field Services Supervisor position on an "Acting" basis, it is desirable to fill the Field Services Supervisor position on a permanent basis, however, not as a quasi-office position. To continue to operate the Field Services workgroup at the current staffing level, it important to change the role of the Field Services Supervisor from a quasi-office position to a working field position with Meter Reading and Field Service Representative duties. That is what is proposed in attached revised job specification for Field Services Supervisor. In addition to the field services and meter reading functions now being "Essential Functions" of this position, the position is also responsible for the following: • Coordinates field services activities by preparing monthly meter reading schedule and updating as needed; • Prioritizes, assigns and tracks completion of work orders by Field Service Representatives; • Provides direction to field services staff regarding customer complaints and requests by utility billing office staff; • Provides administrative support to the Assistant Director of Customer Care and Solutions with respect to field services staff, by ensuring that field services staff comply with all administrative policies and procedures; • Develops equipment maintenance schedule and ensures that field services equipment is maintained in accordance with appropriate schedules; • Conducts investigations of customer violations of rules and regulations; and • Assists with budget preparation for field services section. Other duties are more fully described in the attached revised job specification. This proposed job specification has been shared with Field Services staff as well as with an authorized representative of this position's bargaining group and staff did not receive any dissenting comments or opinion regarding the proposed changes. Generally, the revisions appear to have been favorably received by the Field Services staff and some of their comments have been incorporated into this revision. At this time, staff is recommending approval of this revised job specification. FISCAL IMPACT There is no change in salary range proposed for this revised job specification and this is a currently budgeted position, and so no fiscal impact is anticipated from this revision. Revised 02-2014 CITY OF AZUSA FIELD SERVICES SUPERVISOR DEFINITION Under general supervision, performs field services work and provides leadership and direction to customer service division field services staff; participates in resolving utility billing problems related to metering equipment and technology; responds to utility billing complaints received by field services staff; assists Field Service Representatives and Meter Readers in the performance of their duties; performs other related duties as required. ESSENTIAL FUNCTIONS Performs field services duties, including turning water services on and off; connecting and disconnecting electric meters; reading both electric and water meters on assigned routes; investigating inoperative, leaking or defective meters; and investigating possible violations of rules and regulations by customers. Coordinates field services activities by preparing monthly meter reading schedule and updating as needed; prioritizes, assigns and tracks completion of work orders by Field Service Representatives and generates reports on work performed; provides direction to field services staff regarding customer complaints and requests by utility billing office staff. Provides administrative support to the Assistant Director of Customer Care and Solutions with respect to field services staff, by ensuring that field services staff comply with all administrative policies and procedures; assists with preparation of performance evaluations of field services staff; assists with budget preparation for field services section. Develops vehicle maintenance schedule and ensures that all field services vehicles are maintained in accordance with schedule to minimize costly repairs. Develops meter reading equipment maintenance schedule and ensures that all devices are properly maintained and licensed. Meets with customers and interprets and explains electric and water utility bills, service policies and procedures; tactfully responds to customers that are being shut off due to unpaid bills. Provides information to customers about low income assistance programs. Duties may involve providing customers with information during drought declarations and enforcement of water usage restrictions by issuing warnings and citations; track all warnings and citations and prepare reports about water use violations. Investigates and repairs utility metering equipment and technology, including meter registers, meters, handheld units and wireless devices. These duties may involve working with other staff and third party contractors to troubleshoot advanced metering Class Specification Field Services Supervisor infrastructure (AMI), including transmitters, routers, and other network equipment and computer applications used to process meter reading data. Works with office staff involved in preparation of utility bills to resolve billing errors due to metering technology, data collection and data file formats. Functions may include assistance with work process redesign to implement changes brought about by new technology, such as smart meters. May assist in training new staff when assigned. QUALIFICATIONS GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include graduation from high school or equivalent, college coursework or certificate in utility related subject matter, computer technology or supervision, experience with desktop computer applications and report writing, and two years of experience performing field and/or customer service work for a utility. A 2-year Community College degree or a Bachelor's Degree is highly desirable in a technology related field. Knowledge and Skill Levels Ability to communicate clearly and concisely, both orally and in writing; investigate and determine reasons for unusual electric and water consumption, low water pressure, and other service problems; establish and maintain effective relationships with office and field services staff as well as customers; understand and carry out written and oral directions; work independently; knowledge and ability to solve problems related to meter reading equipment and technology; perform a variety of clerical duties; follow safe work practices and work safely; work outdoors in all types of weather; respond to emergency and problem situations in an effective manner; understand, explain and apply policies and procedures; read meters; perform mathematical computations; follow an assigned meter reading route in a prescribed time period; connect and disconnect electric meters safely. Knowledge of safety precautions for connecting and disconnecting electric meters; geography of Azusa Light & Water service territory or ability to learn territory expeditiously; knowledge of city administrative policies and procedures related to utility billing and consumer services. Physical, Mental and Environmental Working Conditions Position requires sitting, standing, and walking on uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling, and making repetitive hand movements above and below shoulder level in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment and acute hearing is required when providing phone and face-to-face service. The need to lift, carry, pull and push tools, supplies and other equipment weighing up to 50 pounds is also required. Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold. The incumbent may be required to respond to after-hours emergency call- outs. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.
