PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Mayor Rocha: Request for a proclamation declaring the Month of April as DMV/Donate Life Month; the proclamation will be mailed to DMV. C. SCHEDULED ITEMS 1. REQUEST FOR PROPOSALS (RFP) FOR AZUSA TRANSIT OPERATIONS AND FLEET. RECOMMENDED ACTION: Authorize staff to formally solicit a Request for Proposals (RFP) for the contractual outsourcing of Azusa Transit operations and fleet maintenance services. At this time, staff is interested in attaining formal proposals; then providing the City Council at a later date with further analysis and potential cost savings. The RFP includes the retention of full-time staff as City Employees. D. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF, MARCH 17, 2014. RECOMMENDED ACTION: Approve Minutes as written. 2. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE CITY. RECOMMENDED ACTION: Adopt Resolution No. 14-C20 allowing certain claims and demands and specifying the fund out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 04/07/2014 - 3 - 4. POLICY FOR MARQUEE DISPLAYS. RECOMMENDED ACTION: Approve the Policy for Marquee Display located in front of City Hall, as presented. 5. CITY TREASURER'S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF FEBRUARY, 2014. RECOMMENDED ACTION: Receive, review, and file the City Treasurer's Report for the City of Azusa for the month of February, 2014. 6. AUTHORIZATION FOR APPLICATION FOR HELEN PUTNAM AWARD OF EXCELLENCE. RECOMMENDED ACTION: Authorize staff to submit an application for the Helen Putnam award for the "English Lessons for a Healthy Life"program at the Azusa City Library. 7. NOTICE OF COMPLETION CIP PROJECT #66513A: SEWER MASTER PLAN IMPROVEMENTS. RECOMMENDED ACTION: Approve the Notice of Completion for the Sewer Master Plan Improvements Project No. 66513A, $2,917,568.89, Southwest Pipeline & Trenchless Corporation, and authorize staff to file the Notice of Completion with the Los Angeles County Clerk. 8. NOTICE OF COMPLETION—AZUSA GATEWAY PROJECT. RECOMMENDED ACTION: Approve the Notice of Completion for the Azusa Gateway Project- $584,409.45, KASA Construction, and authorize staff to file the Notice of Completion with the Los Angeles County Clerk. 9. BUDGET AMENDMENT AND PURCHASE ORDER INCREASE FOR OUTSIDE PLAN CHECK CONSULTANT SERVICES. CONSENT ITEM D-4 TO: MAYOR AND CITY COUNCIL FROM: CITY MANAGER JAMES MAKSHANOFF DATE: APRIL 7, 2014 SUBJECT: POLICY FOR MARQUEE DISPLAYS RECOMMENDATION: It is recommended that the City Council approve the Policy for Marquee Display located in front of City Hall, as presented. BACKGROUND SUMMARY: The current City Hall Marquee Policy adopted by Council on March 16, 1999, supported the old marquee system. Since then, Information Technology Department has replaced the old Marquee with an electronic system; therefore, revisions are needed in order to have policies that are applicable to the new system. The current City Hall Marquee is an electronic device utilized to inform the public of City events. The precedence on what information is displayed in an orderly fashion has been established. Any information not falling within the listed specifications requires approval from the City Manager. FISCAL IMPACT There is no fiscal impact associated with approving the new Marquee Policy. Enclosures: Marquee Policy March 16, 1999, Marquee Policy CITY OF AZUSA CITY HALL MARQUEE POLICY 1. PURPOSE The purpose of this policy is to establish standards for the posting of messages at the Azusa City Hall electronic marquee and to set forth the manner in which messages are allowed to be posted. 2. POLICY 2.1 In its efforts to better inform the public of City programs and services, the City of Azusa constructed and installed a city hall electronic marquee sign (hereinafter referred to as "marquee") located in front of city hall, on the northeast corner of Foothill Boulevard and Alameda Avenue. The sign will display City information such as library programs, recreation classes and activities, public service messages, and announcements publicizing upcoming City events. 2.2 Neither the sign, nor the content of the sign are "forums" for expressive activity by the public. 2.3 Sign messages shall be approved messages for display stated in this policy. 2.4 APPROVED MESSAGES BY PRECEDENCE: 2.4.1 a. Welcome Message b. Emergency Announcements, such as but not limited to: Cooling Centers, Natural Disasters c. Date, Time and Location of City Council Meetings d. Date, Time and Location of Planning Commission Meetings e. City Sponsored Events such as, but not limited to: Bookmobile, Parks and Recreation Activities c. Each message frame runs for 6 seconds. 2.7 Each announcement shall run for one week before the event and will be removed the following week, except on city events that require additional time to be posted, or on prior requests where the message needs to be posted longer than a week due to reasonable reasons, such as: events being postponed, funeral services of posted in memory are held after posting expiration. 2.8 Requests by the majority of Mayor and Council preempt any set order of message content or precedence and installation schedule, as long as they are within the set policy. 3. IMPLEMENTATION 3.1 All requests for posting are to be submitted to the Information Technology Department during business hours, Monday through Thursday. Requests received after 5:00 P.M., will not be posted until the next business day. 3.2 The marquee is a non-public forum and is not open for general public discourse. 3.3 The City Manager's Office reserves the right to edit and make changes to message requests for purposes of clarification, appropriateness, and maximum effectiveness. 3.4 Deviations from this policy are at the discretion of the City Manager. BACKGROUND SUMMARY: The City Hall marquee has been a topic of discussion from time to time: specifically,on what takes precedence on the marquee and how it can be maintained in an orderly fashion. With input from the Public Works Department, the following information and schedule has been combined to formulate a policy. The City Hall marquee has four lines available, each with twenty spaces for letters. To change or add letters and/or announcements,the entire line, or lines, needed must be removed and changed. In order to maintain an orderly workaday schedule, Public Works has assigned an employee to change the marquee once weekly,on Tuesdays. The following is the order of message precedence: 1. Date and time of next City Council meeting. 2. Emergency announcements. 14 -37-- Death of individual who served on Council, Board or Commission/)\ �4- City events. 5. Death of local veteran(s). Death of widely known local individual. Requests by Mayor, or Council majority would preempt any set order of message content or precedence and installation schedule. Each announcement, where possible, shall be installed one week before event,and removed on the following week. Because of limited space,need for brevity of messages is imperative. All requests for immediate installation of messages on other than the designed installation day will not be honored. SCHEDULED ITEMS Scheduled Items Community Development Director Bruckner and Henry Woo of Henry Woo Architects, Com Dev Dir addressed Council detailing the four options for the proposed water feature on the north &Henry Woo east corner of Foothill and Azusa Avenue in front of the proposed Rite Aid store. The Architects options consisted of 1)Active Fountain Design,2)Passive Fountain Design,3)Hybrid comments Design and 4)Interactive Design. Mr.Woo showed slides of the options as well as the advantages and disadvantages of each fountain. Mr. Torn Mix addressed Council presenting his artwork of a proposed wall fountain for T.Mix the side of the Rite Aid building, which Council complimented. comments Lengthy discussion was held between Councilmembers and staff regarding the Lengthy presentation and direction was sought from Council on a choice of one of the options to Discussion be designed and brought back for handling. BACKROUND Established in 1982 by the League of California Cities, the California Cities Helen Putnam Award for Excellence program recognizes outstanding achievements by California's 482 cities. These winning cities have made unique contributions to community residents and businesses, contributions which have resulted in lower costs or more effective delivery of services. English Lessons for a Healthy Life uses ESL (English as a Second Language) classes to motivate limited English speaking adults to make healthy lifestyle choices, while they learn English. In partnership with other Azusa agencies, the Azusa City Library developed a program in which adults practice English vocabulary, grammar and conversations, and complete reading and writing exercises related to topics such as nutrition, exercise and preventing diabetes and other chronic diseases, and puts these lessons into action. Staff believes that this program falls into the award category of Health and Wellness and qualifies as an innovative program pertaining to the health and wellness of city residents.
