Azusa Avenue,Azusa, California. Said Special Meeting shall be for discussing, hearing and taking action on the items listed below: • AGENDA AZUSA CITY COUNCIL JOSEPH R. PUBLIC COMMENT—Limited to items listed on this Special Meeting Notice. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules, on items listed on this agenda only. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. E. REPORTS, UPDATES. AND ANNOUNCEMENTS FROM STAFF/COUNCL 1. Mayor Rocha: Request for the following Certificates: a. The 2014 Christ Bridge Academy; to be presented at the graduation ceremony on June 6, 2014, at Canyon Christian Fellowship. b. Ms. Martha Robertson, Lifetime Volunteer at Hodge Elementary School, to be mailed to Principal Victoria Velasquez to be presented on May 29th. c. Ms. Julie Pusztai, MSN., RN., PhD. Woman of Achievement Award, to be mailed and presented on Thursday, June 12 in the City of Industry. 2. Continued Item: Council's Appointment to the Canyon City Foundation. C. SCHEDULED ITEMS. 1. FISCAL YEAR 2014/15 CITY, AZUSA PUBLIC FINANCING AUTHORITY AND SUCCESSOR AGENCY PRELIMINARY BUDGET REVIEW. RECOMMENDED ACTION: Consider the materials and information provided at this Budget Workshop and provide direction to staff with respect to any desired changes to the City's, Successor Agency's and the Azusa Public Financing Authority's Operating and Capital Budgets as proposed for Fiscal Year 2014/15. 2. ORDINANCE AMENDING CHAPTER 30 AZUSA MUNICIPAL CODE AND ADOPTION OF THE 2014 EDITION OF THE OF THE LOS ANGELES COUNTY FIRE CODE. RECOMMENDED ACTION: Introduce the proposed ordinance, read the complete title, and set the public hearing for June 16, 2014. D. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wishes to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF MAY 5, 2014. RECOMMENDED ACTION: Approve minutes as written. 2 2. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY TILT= CITY. RECOMMENDED ACTION: Adopt Resolution No. 14-C28 allowing certain claims and demands and specifying the funds out of which the same are to be paid. E. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION APPROVING THE ISSUANCE OF REFUNDING BONDS IN ORDER TO REFUND CERTAIN OUTSTANDING BONDS OF THE DISSOLVED REDEVELOPMENT AGENCY OF THE CITY OF AZUSA, APPROVING THE EXECUTION AND DELIVERY OF AN INDENTURE OF TRUST RELATING THERETO, REQUESTING OVERSIGHT BOARD APPROVAL OF THE ISSUANCE OF THE REFUNDING BONDS, REQUESTING CERTAIN DETERMINATIONS BY THE OVERSIGHT BOARD, AND PROVIDING FOR OTHER MATTERS PROPERLY RELATING THERETO. RECOMMENDED ACTION: Adopt Resolution No. 14-R6, approving the issuance of refunding bonds to refund outstanding bonds of the dissolved Redevelopment Agency, approve the execution of necessary financing documents and request Oversight Board approval on the issuance of refunding bonds. 2. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY. RECOMMENDED ACTION: Adopt Resolution No. 14-R7. F. ADJOURNMENT 1.
