A. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items within the
subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on
this agenda as an item other than a public hearing item. Members of the audience will have the
opportunity to address the city council/agency board about public hearing items at the time the public
hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking
action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency
board will respond after public comment has been received. Each person or representative of a group
shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance
with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or
comments shall be handled after the speaker has completed his/her comments. Public Participation will be
limited to sixty (60) minutes.

C. SCHEDULED ITEMS
1. PUBLIC HEARING - DEVELOPMENT CODE AMENDMENT (DCA-235), A CITY-
INITIATED REQUEST TO AMEND VARIOUS SECTIONS OF CHAPTER 88 OF THE
"DEVELOPMENT CODE, MARCH 2005" (2005 CODE) OF THE CITY OF AZUSA
MUNICIPAL CODE, TO IMPLEMENT AND COMPLY WITH THE CALIFORNIA
HOMEMADE FOOD ACT (AB 1616). The proposed Development Code Amendment is not subject
to the California Environmental Quality Act ("CEQA") pursuant to Section 15301 Class 1 (Existing
Facilities) because the proposed ordinance establishes Cottage Food Operations as a type of home
occupation to be conducted within an existing dwelling unit, which would involve negligible or no
expansion of the existing residential use. Additionally, the proposed Development Code Amendment
is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2)
because the activity, which involves amending and recodifying Sections of Chapter 88 of the City of
Azusa Municipal Code,will not result in a direct or reasonably foreseeable indirect physical change in
the environment; and 15060(c)(3) because the activity is not a project as defined in Section 15378 of
the CEQA Guidelines, California Code of regulations, Title 14, Chapter 3, because it has no potential
for resulting in physical change to the environment, directly or indirectly.
RECOMMENDED ACTION:
Open the Public Hearing, receive testimony, close the Public Hearing, waive further reading read by
title only and introduce the Ordinance No. 14-04.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING
AMENDMENTS TO CHAPTER 88 - DEVELOPMENT CODE OF THE CITY OF AZUSA
MUNICIPAL CODE TO IMPLEMENT THE CALIFORNIA HOMEMADE FOOD ACT PER
ASSEMBLY BILL 1616.

2. PUBLIC HEARING — SALE OF CERTAIN REAL PROPERTY OWNED BY THE CITY
GENERALLY LOCATED AT 229 S. AZUSA AVE (APNs 8614-014-918; 8617-014-919; 8614-
014-920), AND DISPOSITION AND DEVELOPMENT AGREEMENT ("DDA") BY AND
BETWEEN THE CITY AND NET DEVELOPMENT CO, INC.
RECOMMENDED ACTION:
Open the public hearing, receive testimony, close the Public Hearing, and approve the sale of certain
real property owned by the City generally located at 229 S. Azusa Ave (APNs 8614-014-918; 8617-
014-919; 8614-014-920), approve the Disposition and Development Agreement ("DDA") by and
between the City and Net Development Co., Inc., and authorize the City Manager to execute all
documents and take any actions necessary to convey the real property consistent with the terms and
intent of the DDA. This action is categorically exempt from the California Environmental Quality Act
(CEQA) under Sections 15312, Surplus Government Property Sales, and 15332 infill development
projects.
D. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wishes to address any item on the Consent Calendar individually, it will be
considered under SPECIAL CALL ITEMS.
1. MINUTES OF THE REGULAR MEETING OF JUNE 16, 2014, AND THE SPECIAL
MEETINGS OF JUNE 21 AND 23,2014.
RECOMMENDED ACTION:
Approve minutes as written.
2. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE CITY.
RECOMMENDED ACTION:
Adopt Resolution No. 14-C39 allowing certain claims and demands and specifying the funds out of
which the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and
applicable Memorandum of Understanding(s).
4. 2014 MANDATORY REVIEW OF CONFLICT OF INTEREST CODE.
RECOMMENDED ACTION:
Direct City Clerk to conduct the 2014 Mandatory Review of the Conflict of Interest Code and submit
required Biennial Report.

5. CITY TREASURER'S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE
MONTH OF MAY 2014.
RECOMMENDED ACTION:
Receive,review, and file the City Treasurer's Report for the City of Azusa for the month of May,
2014.
6. PURCHASE OF FOUR 2014 FORD POLICE INTERCEPTOR VEHICLES.
RECOMMENDED ACTION:
Approve: (1) the purchase of one 2014 Ford Police Interceptor Sedan and three 2014 Ford Police
Interceptor SUV vehicles from Wondries Fleet Group, in an amount not to exceed $101,982.02, and
(2) the purchase of these vehicles based on the competitive bid process completed by the City of Los
Angeles as authorized under AMC Section 2-523 (e), from which they ordered Ford Police Interceptor
vehicles, Order# 15837 (Contract).
7. CONTRACT WITH SILVER& WRIGHT, LLP FOR CODE ENFORCEMENT SERVICES.
RECOMMENDED ACTION:
Approve the request to augment the contract for Silver and Wright Legal Services by $10,000 to cover
FY 2013-14 billings and renew the contract not to exceed $30,000 for FY 2014-15 to cover necessary
legal fees.
8. REQUEST FOR PROPOSALS — TRAFFIC ENGINEERING SERVICES FOR THE
INTERSECTION OF ALOSTA AVENUE AND ROCKVALE AVENUE
RECOMMENDED ACTION:
Authorize staff to solicit proposals to obtain traffic engineering services for the intersection of Alosta
Avenue and Rockvale Avenue.
9. AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR THE PROVISION OF
PARATRANSIT SERVICES.
RECOMMENDED ACTION:
Authorize staff to enter into a 3-year agreement with the County of Los Angeles for the provision of
paratransit services, subject to any non-substantive changes made by the City Manager and City
Attorney.
10. AGREEMENT FOR THE CITY OF AZUSA TO ENTER INTO CONTRACT SERVICES
WITH ALL CITY MANAGEMENT SERVICES (ACMS).
RECOMMENDED ACTION:
Adopt the renewal agreement between the City and ACMS for crossing guard services.

G. ORDINANCE/SPECIAL RESOLUTIONS
1. SECOND READING AND ADOPTION OF AN ORDINANCE REPEALING AND
RESERVING SECTION 70-73 OF THE AZUSA MUNICIPAL CODE RELATING TO A
CREDIT FOR PAYMENT OF REDEVELOPMENT AGENCY SALES AND USE TAX.
RECOMMENDED ACTION:
Waive further reading, and adopt proposed ordinance No. 14-03.
H. UTILITY BOARD SPECIAL SESSION
CITY COUNCIL TO ADJOURN AND THE AZUSA UTILITY BOARD TO CONVENE IN
SPECIAL SESSION TO CONSIDER THE FOLLOWING ITEM:
1. WATER MAIN REPLACEMENT PROJECT ON GLADSTONE STREET BETWEEN
CITRUS AND BARRANCA AVENUES
RECOMMENDED ACTION:
Approve the Water Main Replacement Project W-266B on Gladstone Street between Citrus Ave and
Barranca Ave., which involves use of AL&W Water Crews to replace 900 linear feet of water main
and appurtenances in front of Gladstone Street Elementary School prior to the start of the regular
school session.

BALANCES FOR THE MONTH OF MAY 2014
RECOMMENDATION:
It is recommended that the Council Members receive, review, and file the City Treasurer's
Report for the City of Azusa for the month of May 2014.
BACKGROUND:
Transmitted herewith is the City Treasurer's Statement of Cash Balances for the City of Azusa
for the month of May 2014. City investments are made in accordance with the City's
Investment Policy adopted and approved with Resolution No. 05-C16 dated, February 22, 2005,
and Government Code Section 53600 et seq.
FISCAL IMPACT:
The balances of cash, investments, and projected revenues for the next six months are expected
to be sufficient to meet cash disbursement requirements of the City for at least the next six
months.
The change in total cash in bank and investments (at cost) from April 30, 2014 to May 31, 2014
is a net increase of$2,756,914.82.
The change in total cash in bank and investments (at market) from April 30, 2014 to May 31,
2014 is a net increase of$2,865,361.42.

SUBJECT: PURCHASE OF FOUR 2014 FORD POLICE INTERCEPTOR VEHICLES.
RECOMMENDATIONS
It is recommended that the City Council approve the purchase of one 2014 Ford Police
Interceptor Sedan and three 2014 Ford Police Interceptor SUV vehicles from Wondries Fleet
Group, 1247 W. Main Street, P.O. Box 3850 Alhambra, CA 91801 in an amount not to exceed
$101,982.02. It is further recommended that City Council approve the purchase of these vehicles
based on the competitive bid process completed by the City of Los Angeles as authorized under
AMC Section 2-523 (e), from which they ordered Ford Police Interceptor vehicles, Order #
15837 (Contract).
BACKGROUND
Each year the Police Department budgets to replace high mileage patrol vehicles. This fleet
rotation involves replacing one fourth of the fleet to reduce the annual capital outlay for patrol
vehicles while providing safe, reliable and up-to-date equipment for patrol officers and other
public safety personnel. Not only do these high mileage vehicles become expensive to maintain,
but compromise officer and public safety. Several police vehicles are beyond their warranties
and are in need of retirement from patrol deployment.
All four of these vehicles will be used as marked black and white patrol units. The City of Los
Angeles Purchase Order was granted at a base price not incl ding tax and tire fees of$22,888.00
per car (Sedan), $26,233.00 per SUV, which includes dri er and front passenger side-impact
airbags. The total cost for the four marked black and whit- units and inclusive of tax and tire
fees is $101,982.02

FISCAL IMPACT
There are adequate funds available for this purchase using, the 2014/2015 Police Equipment
Replacement Fund account #46-20-310-000-7135 for the four marked black and white patrol
vehicles.
