A. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items within the
subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on
this agenda as an item other than a public hearing item. Members of the audience will have the
opportunity to address the city council/agency board about public hearing items at the time the public
hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking
action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency'
board will respond after public comment has been received. Each person or representative of a group
shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance
with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or
comments shall be handled after the speaker has completed his/her comments. Public Participation will be
limited to sixty (60) minutes.
B. REPORTS, UPDATES,AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. Councilmember Macias: Request for a $500.00 donation to the Explorer's Post at Fire Station 32.
2. Mayor Rocha: a request from Citrus College for a $200.00 sponsorship to secure buses to transport the
Gladstone High School marching Band to participate in the "Saluting Our Veterans" event on
November 6, 2014, 11:00 a.m. at the Citrus College Campus Center Mall.
3. Mayor Rocha: a request from Duarte Elks Lodge #1427 for a proclamation proclaiming September
8-14, 2014, as National Patriotism Week, to be presented at a future meeting.
C. SCHEDULED ITEMS

RECOMMENDED ACTION:
Set date and time for interviews for the various Board and Commissions.
D. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wishes to address any item on the Consent Calendar individually, it will be
considered under SPECIAL CALL ITEMS.

RECOMMENDED ACTION:
Approve minutes as written.

2. TWO RESOLUTIONS .AUTHORIZING PAYMENT OF WARRANTS BY THE CITY.
RECOMMENDED ACTION:
Adopt Resolutions Nos. 14-C46 and 14-C47 allowing certain claims and demands and specifying the
funds out of which the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and
applicable Memorandum of Understanding(s).
4. TWO CITY TREASURER'S STATEMENTS OF CASH AND INVESTMENT BALANCES
FOR THE MONTHS OF JUNE AND JULY 2014.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer's Reports for the City of Azusa for the months of June and
July 2014.
5. RESOLUTION APPOINTING SPECIFIC REPRESENTATIVES TO THE INDEPENDENT
CITIES RISK MANAGEMENT AUTHORITY (ICRMA) GOVERNING BOARD.
RECOMMENDED ACTION:
Adopt Resolution No. 14-C48 that designates its representatives to the ICRMA Governing Board and
the separate Risk Management Programs in which the City participates; and direct staff to forward a
certified copy of the Resolution to ICRMA's General Manager.
6. CONTRACT — DURRELL HOUSE "AZUSA HISTORICAL SOCIETY MUSEUM"
IMPROVEMENTS.
RECOMMENDED ACTION:
Award a contract to R.R. Construction of Azusa in the amount of$39,895.00 for improvements at the
Durrell House "Azusa Historical Society Museum"; and approve a budget amendment in the amount
of$13,884.50 to fully fund the project.
7. TEMPORARY CONSTRUCTION LICENSE AGREEMENT BETWEEN THE CITY OF
AZUSA AND THE PROPERTY OWNER OF 150 W FOOTHILL BOULEVARD.
RECOMMENDED ACTION:
Authorize the City Manager to execute a Temporary Construction License Agreement between the
City of Azusa and the property owner of 150 W Foothill Boulevard to perform improvements on the
south side of Foothill Boulevard between San Gabriel Avenue and Azusa Avenue.

8. RESOLUTION TO APPROVE THE CITY OF AZUSA TITLE VI PROGRAM.
RECOMMENDED ACTION:
Adopt Resolution No. 14-C49 approving the City of Azusa Title VI Program, a requirement to comply
with the Civil Rights Act of 1964 for all agencies receiving Federal Transit Administration grant
funds.
9. AGREEMENT BETWEEN THE CITY OF AZUSA AND LOS ANGELES COUNTY
METROPOLITAN TRANSPORTATION AUTHORITY — AZUSA INTERMODAL TRANSIT
CENTER.
RECOMMENDED ACTION:
Authorize the City Manager to execute an Agreement between the City of Azusa and Los Angeles
County Metropolitan Transportation Authority (MTA) to act as a designated grant recipient for
Federal Transit Administration grant funds for the Azusa Intermodal Transit Center.
10. FLASHING BEACONS AT THE INTERSECTION OF SIERRA MADRE AVENUE AND
VERNON AVENUE.
RECOMMENDED ACTION:
Authorize the purchase of material to install flashing beacons at the intersection of Sierra Madre
Avenue and Vernon Avenue.
11. MASTER AGREEMENT AND A PROGRAM SUPPLEMENT AGREEMENT WITH
CALTRANS FOR THE FOOTHILL BOULEVARD AND PALM DRIVE TRAFFIC SIGNAL
PROJECT NO. STPL-5112 (018).
RECOMMENDED ACTION:
Adopt Resolution No. 14-050, authorizing the City Manager to enter into a Master Agreement and
Program Supplement Agreement with the California Department of Transportation (Caltrans) for the
receipt of state highway and federal transportation funds for current and future projects.
12. EXTENSION OF THE USE/LEASE AGREEMENT WITH AZUSA PACIFIC UNIVERSITY
FOR THE SLAUSON PARK COMMUNITY POOL/AZUSA AQUATICS CENTER.
RECOMMENDED ACTION:
Approve the extension of the Use/Lease Agreement with Azusa Pacific University for the Slauson
Park Community Pool/Azusa Aquatics Center from September 3, 2014—May 1, 2015.

13. ANNUAL SUNGARD BI-TECH SOFTWARE SUPPORT AND MAINTENANCE
AGREEMENT.
RECOMMENDED ACTION:
Waive formal sealed bids in accordance with Azusa Municipal Code Section 2-523 section B,
computer software maintenance services and 2-523 section C, no competitive market; and approve the
software maintenance and support agreement from Sungard Bi-Tech Inc, in the amount of$52,087.85.
14. ACCEPTANCE OF GRANTS FOR THE AZUSA CITY LIBRARY FROM LSTA, WIA, AND
CLLS.
RECOMMENDED ACTION:
Approve acceptance of the grant awards from the LSTA, WIA and CLLS in the amount of$99,370;
and approve the budget amendments associated with these grant awards.
15. GRANT AGREEMENT FROM CA OFFICE OF TRAFFIC SAFETY FOR THE "SELECTIVE
TRAFFIC ENFORCEMENT PROGRAM (STEP) /AVOID LEAD AGENCY" 2014-2015.
RECOMMENDED ACTION:
Adopt Resolution No. 14-051 accepting the Grant agreement from the California Office of Traffic
Safety (OTS) awarding the City of Azusa up to $55,280.00 for hourly wages at an overtime rate to
conduct: DUI Saturation Patrols to apprehend drunk drivers; Warrant Service Operations targeting
DUI violators who failed to appear in court or who violate probation; Distracted Driving enforcement
operations; Traffic Enforcement operations; bicycle and pedestrian enforcement operations; and
Traffic Safety educational presentations within Azusa Unified School District schools.
16. EXTENSION OF A CONTRACT WITH BENCHMARK RESOURCES AS A MINING
CONSULTANT FOR VARIOUS REVIEWS ASSOCIATED WITH SMARA (SURFACE
MINING AND RECLAMATION ACT) COMPLIANCE.
RECOMMENDED ACTION:
Approve extending an existing contract with Benchmark Resources to continue providing consultant
services for the various reviews associated with SMARA compliance, as well as biennial monitoring
of the Fish Canyon/Azusa Rock Mine Conditions of Approval; and authorize the City Manager to
execute the City's standard professional services agreement for three years in an amount not to exceed
$110,000.
17. UPGRADE AND IMPLEMENTATION OF SUNGARD BI-TECH SOFTWARE
ONESOLUTION AND HARDWARE.
RECOMMENDED ACTION:
Waive formal sealed bids in accordance with Azusa Municipal Code Section 2-523 section D, no
competitive market; and approve the software and hardware upgrade cost from Sungard Bi-Tech Inc,
in the amount not to exceed$242,830.

18. REVISED CLASS SPECIFICATION — ASSISTANT DIRECTOR OF ECONOMIC AND
COMMUNITY DEVELOPMENT
RECOMMENDED ACTION:
Pursuant to the City of Azusa Civil Service Rules Section 3.5, adopt the revised class specification of
Assistant Director of Economic and Community Development.
19. PROFESSIONAL SERVICES AGREEMENT WITH MORSE PLANNING GROUP.
RECOMMENDED ACTION:
Authorize the City Manager to enter into a professional services agreement with Morse Planning
Group, for Project Manager services in an amount not to exceed$25,000.
E. JOINT COUNCIL/SUCCESSOR AGENCY AGENDA ITEM.
1. APPROVAL AND AUTHORIZATION TO EXECUTE RATIFICATION AND AMENDMENT
AGREEMENTS TO VARIOUS LOAN AGREEMENTS BETWEEN THE CITY OF AZUSA
AND THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA
RECOMMENDED ACTION:
Adopt respective Resolutions, No. 14-052 (City) and 14-R11 (Successor Agency) approving
Ratification and Amendment Agreements for Loan Agreements between the City of Azusa and former
Redevelopment Agency of the City of Azusa, authorizing the City Manager to enter into a Ratification
and Amendment Agreement for each of the Loan Agreements on behalf of the City and Successor
Agency, respectively, in order to allow for the re-entry of the Loan Agreements in accordance with the
Dissolution Act; authorize and direct the City Manager and Executive Director to transmit the
executed ratified and amended Loan Agreements to the Oversight Board for approval; and find that the
loan of funds under the ratified and amended Loan Agreements was for legitimate purposes.
F. SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR
AGENCY.
RECOMMENDED ACTION:
Adopt Resolution No. 14-R12.

G. ORDINANCE/SPECIAL RESOLUTIONS
1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA RATIFYING
THE CITY COUNCIL'S DECISION TO WITHDRAW FROM THE LOS ANGELES
REGIONAL INTEROPERABLE COMMUNICATIONS SYSTEM (LA-RICS) JOINT
POWERS AUTHORITY (JPA); AND AUTHORIZE THE CITY MANAGER TO
EXECUTE A NOTICE OF SUCH ACTION TO THE LA-RICS BOARD.
RECOMMENDED ACTION:
Adopt Resolution No. 14-053, ratifying the City Council's decision to withdraw from Los
Angeles Regional Interoperable Communications System (LA-RICS) Joint Powers Authority
(JPA); and authorize the City Manager to execute a notice of such action to the LA-RICS
Board
H. ADJOURNMENT
1. Adjourn in memory of Mr. Lucio Diaz Cruz, lifelong Azusa resident and former Azusa City
Councilmember; and Mr. Joe R. Marquez, long time Azusa resident.

RECOMMENDATION:
It is recommended that the Council Members receive, review, and file the City Treasurer's
Report for the City of Azusa for the month of June 2014.
BACKGROUND:
Transmitted herewith is the City Treasurer's Statement of Cash Balances for the City of Azusa
for the month of June 2014. City investments are made in accordance with the City's
Investment Policy adopted and approved with Resolution No. 05-C16 dated, February 22, 2005,
and Government Code Section 53600 et seq.
FISCAL IMPACT:
The balances of cash, investments, and projected revenues for the next six months are expected
to be sufficient to meet cash disbursement requirements of the City for at least the next six
months.
The change in total cash in bank and investments (at cost) from May 31, 2014 to June 30, 2014 is
a net increase of$211,924.27.
The change in total cash in bank and investments (at market) from May 31, 2014 to June 30,
2014 is a net increase of$179,185.57.

RECOMMENDATION
It is recommended that the City Council authorize the purchase of material to install flashing beacons at
the intersection of Sierra Madre Ave and Vernon Ave.
BACKGROUND
Sierra Madre Ave between Todd Ave and San Gabriel Ave has high traffic and pedestrian volumes. The
posted speed limit on Sierra Madre Ave within this stretch is 40 mph. Though, due to the close
proximity of Hodge Elementary School, Sierra Madre Ave at Vernon Ave is posted at 25 mph. Despite
the reduced speed limit signs for school zones, motorists tend to drive above the allowable speed limit.
In an effort to make motorists more vigilant and reduce vehicle speeds at this uncontrolled crosswalk,
staff recommends installing flashing beacons at the intersection of Sierra Madre Ave and Vernon Ave
that will activate when pedestrians desire to cross the street. This project was included in the FY 2014-
15 Budget. Staff obtained the following three cost proposals for material needed to make the proposed
improvements:
• Hi-Way Safety: $13,960.50
• Carmanah: $15,100.00
• Western Pacific Signal: $18,212.92
Staff recommends purchasing material from Hi-Way Safety in the amount of$13,960.50.
ENVIRONMENTAL REVIEW
The proposed improvements are categorically exempt per CEQA Section 15301.
FISCAL IMPACT
A total of$15,000 was budgeted in the 2014-15 Capital Outlay Budget from the Transportation
Development Act(TDA) Fund. The purchase order will be created in the amount of$13,960.50.

RECOMMENDATION
The Personnel Board recommends, pursuant to the City of Azusa Civil Service Rules Section 3.5,
that the City Council adopts the attached revised class specification of Assistant Director of
Economic and Community Development.
BACKGROUND
The classification of Assistant Director of Economic and Community Development was last
updated about 5 years ago. Conal McNamara, the current incumbent, has submitted his resignation
to be effective September 1, 2014. We are looking to recruit for this critical position and in
reviewing the job description in light of current and anticipated personnel changes see the need to
more adequately describe the job duties and knowledge necessary to fill this position. Therefore,
the proposed job description includes responsibility for managing Building, Code Enforcement,
Business License, and Community Development Block Grant activities, in addition to the Planning
Division.
Approval of these recommended changes will update the class specification to the current needs of
the Department and allow the Department greater flexibility in meeting its goals and objectives.
The changes have been shared with the Azusa Middle Management Association (AMMA); they are
the association that covers certain employees in this classification. They have indicated that they
are in agreement with the proposed changes to the job description for Assistant Director of
Economic and Community Development.

ASSISTANT DIRECTOR OF ECONOMIC AND COMMUNITY DEVELOPMENT
(FLSA Exempt)
DEFINITION
Under general direction, assists in directing, planning, managing, and coordinating the activities of
the Department of Economic and Community Development, including Planning, Community
Improvement, Business License and Community Development Block Grants (CDBG).— Takes
leadership in developing a vision for land use, transportation, and public service future of the
Community through the General Plan and its administration. Involves the Community in achieving
its potential for physical, economic, and social improvement. Assists in the implementation of
City policies related to planning, building, code enforcement, business license, CDBG, engineering,
and public works; serves as staff to the Planning Commission; performs complex professional work
in all phases of city planning; and performs related duties as required.
CLASS CHARACTERISTICS
This position reports to the department director, and is primarily responsible for coordinating the
department activities with other divisions and departments in the City, supervises the various
Department Division staff, and acts on behalf of the department director in his/her absence in

Initiates and develops specific economic development strategies.
Drafts leases, license agreements, exclusive negotiation agreements, sales tax sharing agreements,
and other legal documents for review by the City Attorney.
Develops and implements goals, objectives, policies and procedures related to the Department
Divisions, oversees office operations, maintains appropriate records and files and coordinates work
flow.
Develops and controls division budgets. Assists in the preparation of the Economic and
Community Development Department's budget.
Conducts the most complex assignments and directs the work of others involved, in the preparation
and review of current and long range planning projects; ensures that planning activities are
conducted in accordance with federal and state law, City ordinances, rules, and regulations.

Directs, coordinates and participates in the conduct of environmental impact studies, including the
preparation of Requests for Proposal; coordinates project review by other agencies; reviews and
evaluates conclusions of environmental impact reports and prepares recommendations.
Supervises professional, technical, and clerical staff engaged in long range and current City
Planning activities including general plan and zoning code maintenance, review of proposed
developments and processing of permits.
Supervises and participates in the preparation of the Planning Commission agenda and compilation
of required reports and documents; attends Planning Commission meetings and serves as Secretary
to the Planning Commission; makes recommendations, presentations, and responds to questions as
required.
Plans, organizes, and directs the construction and maintenance of the built environment of the City,
including the enforcement of the Uniform Building Code, International Code, and Azusa Municipal
Code. This includes managing the work of employees involved in plan checking, building
inspection, and business licensing.
Manages the City's physical environment by overseeing employees involved in investigating
complaints regarding public nuisances, licensing regulations, property maintenance, abandoned
vehicles and related municipal, county, and state code provisions.
Selects employees; plans and organizes work; develops and establishes work methods and
standards; conducts or directs staff training and development; reviews and evaluates employee
performance; executes disciplinary action.
Confers with builders, engineers, business and property owners, contractors, attorneys, architects,
and the public concerning Department and Division procedures, interpretation and application of
policies and ordinances and conditions imposed on approved applications.
QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for satisfactory job performance. Example combinations include graduation
from college with a bachelor's degree in Urban and Regional Planning, Environmental Design,
Architecture, Landscape Architecture, or closely related field and five years increasingly
responsible experience in professional land use planning work typically performed for public
agencies, including three years in a supervisory capacity.

Knowledge, Skills and Abilities:
Thorough knowledge of the theories, principles, procedures, practices, law, research methods and
trends in the field of planning, redevelopment, housing, zoning, subdivisions, environmental
analysis, as well as recent developments, current literature and informational sources in the field of
planning and zoning. Considerable knowledge of the methods, plans, systems, forms, maps, and
tools common to a land use planner's work, and sources of information and agencies that may be
utilized in conducting research and addressing planning matters. Thorough knowledge of
organization, administration, budgeting, and personnel management. Ability to communicate
clearly and concisely, both orally and in writing; research and prepare complex reports on a variety
of planning related subjects; deal effectively with developers, property owners, architects,
engineers, and the general public; plan, direct, and coordinate current and long range planning
project/programs and manage a division; select, train, supervise and evaluate employees; represent
the City in a variety of meetings; make decisions regarding operational and personnel functions;

Special Requirements
Possession of a valid Class C California Driver's license and a satisfactory driving record.
