PETER, INTERIM DIRECTOR OF HUMAN RESOURCES VIA: JAMES MAKSHANOFF, CITY MANAGER DATE: SEPTEMBER 16, 2014 SUBJECT: CITY MANAGER RECRUITMENT—SEARCH FIRM PROPOSALS RECOMMENDATION City Council to consider options as presented below. BACKGROUND James Makshanoff, City Manager, has accepted a position with another city. His last day with the City of Azusa is September 18, 2014. The City Council will need to determine what should be done to fill the City Manager vacancy. Three options available to the Council to fill the position are: 1. Appoint a current staff member to the position. 2. Have the Human Resources Department conduct a recruitment to fill the position. 3. Hire an outside consulting firm to conduct a recruitment to fill the position. Should the City Council want to proceed with Option 2, Human Resources staff will prepare a job announcement flyer and place advertising with various agencies to attract a pool of candidates for the position. Western Cities Magazine would be one of the advertising methods to be used and an ad would have to be submitted to them by the last week in September to be published in the November edition of the magazine. With regard to option 3, I have requested proposals from four consulting firms that conduct executive recruitments. One firm was unable to provide a proposal as they are currently so busy they would not be able to get a proposal to us until the end of September. Three firms did respond to the proposal. All three of the firms have conducted a number of City Manager recruitments and thus would be familiar with potential candidates. The pricing provided by each of the firms to conduct the recruitment ranges from $24,400 to $24,900. The recruitment timeline indicated in the proposals ranged from 14 — 17 weeks, which would take the selection date out to January or February 2015. A spreadsheet is attached showing the information specific to each of the proposals. Page 1 of 2 FISCAL IMPACT Should the City Council decide to utilize Option 1, the fiscal impact should be minimal, depending on the current salary of the selected staff member in relation to the current City Manager salary. Should the City Council decide to utilize Option 2, approximately $6,000 will need to be allocated to conduct the recruitment. PETER, INTERIM DIRECTOR OF HUMAN RESOURCES VIA: JAMES MAKSHANOFF, CITY MANAGER DATE: SEPTEMBER 16, 2014 SUBJECT: REVISED CLASS SPECIFICATION—DIRECTOR OF INFORMATION TECHNOLOGY AND LIBRARY SERVICES RECOMMENDATION The Personnel Board recommends, pursuant to the City of Azusa Civil Service Rules Section 3.5, that the City Council adopts the attached revised class specification of Director of Information Technology and Library Services. BACKGROUND The current classification title for this position is Director of Information Technology. Per the City Manager's direction, this position also assumed responsibility for overseeing the operations of the Library effective January 1, 2013. The job description has never been updated to reflect the additional responsibilities assumed related to the Library. Additionally, as the job description was created approximately ten years ago, changes have been made related to the duties and responsibilities related to Information Technology to more accurately reflect current aspects of this discipline. Approval of these recommended changes will update the class specification to reflect the additional responsibility of overseeing City Library Operations and more accurately reflect ongoing Information Technology operations. Page 1 of 5 Established: 09/16/14 CITY OF AZUSA DIRECTOR OF INFORMATION TECHNOLOGY AND LIBRARY SERVICES DEFINITION Under direction, plans, organizes and manages the budget and staff activities of the Information Technology and Library Department. Responsible for the development of the City's overall information technology strategy; Manages citywide information technology and systems planning, and ensures mid-to long-term plans are prioritized and consistent with resource allocations. Plans, directs, and coordinates the activities of City's Library; implements policies and establishes procedures related to department functions; develops and administers the department budgets; establishes and maintains liaison to the public; reviews and assists in the addressing of general City concerns as a member of the City's management team; performs related duties as required. CLASS CHARACTERISTICS Reporting to the City Manager, this position gives leadership to the Information Technology and Library Department; also a key member of the City's Executive management team with the primary responsibility for fostering an organization and work environment emphasizing the value of technology and the Library, its services and value to the Community. The incumbent is expected to exercise independent judgment, wisdom, common sense, and initiative in establishing efficient and effective departmental operations consistent with City Council policies and administrative guidelines established by the City Manager. ESSENTIAL FUNCTIONS Plans and manages the City's centralized automated systems and related services, including personnel and equipment; provides strategic development and use of information technologies; oversees design and implementation of new systems; coordinates citywide acquisition of software and hardware, including development and implementation of a long-range funding plan for maintenance and replacement of hardware; and manages operations and customer support functions for software applications, telecommunications systems and network systems and services. Manages design, development, implementation, training and customer support for all software applications; including but not limited to: geographic information systems (GIS); electronic document management systems (EDM); world wide web (WWW) Internet/Intranet/Extranet systems; telecommunication systems, financial systems, library systems, website and social media, network and all other distributed systems. Works closely and collaborates with department and division heads to coordinate automated new technologies, systems implementation and operations for the City. Develops new automated systems and programs as well as the modification and enhancement of existing systems to meet the business needs of the City. Manages the City's acquisition of new and replacement software and hardware, manages departments' requests for hardware and software and makes recommendations, as appropriate, on alternative system or service options. Develops and implements citywide long-range systems strategies, which involve facilitating discussions with City management regarding current and anticipated information services requirements, applications development, enhancement requests and alternative approaches. Manages written policies and procedures for acquisition, development, implementation, modification, and use of systems and services. Manages preparation of request for proposals, evaluation of systems, services, administration of equipment, - software contracts and service level agreements. Coordinates citywide acquisition of software and hardware, including development and implementation of a long-range funding plan for maintenance and replacements. Manages the Library department activities, programs and services; ensures that activities and programming are conducted in accordance with related laws, ordinances, rules and regulations; develops comprehensive plans to satisfy future needs for department services. Evaluates new library developments and systems; plans library services and programming to effectively meet present and future community needs; formulates library procedures. Administers contractual agreements with school districts, other governmental agencies, and private organizations; maintains liaison with contracting agencies and service providers; ensures adherence with contract provisions. Oversees the management of all IT systems ensuring adequate security, stability, performance and reliability; establishes citywide standards for hardware, software and telecommunications and network infrastructure. QUALIFICATIONS GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance; Example combinations include graduation from an accredited college or university with a Bachelor's degree in management information systems, computer science, business administration or related field. A Master's degree is highly desirable. Five years of progressively responsible administrative and supervisory experience in the field of information technology, management of programs, budgets and grants with at least three years in a managerial capacity. Knowledge of the principles of library management and administration; program evaluation methods; role of citizen committees, organization of city government, and the effective methods of professional leadership within this framework; grant application procedures and administration; principles and practices of supervision.
