The City Council of the City of Azusa met in adjourned session at the above time and place. ROLL CALL: Councilmen: Fawcett, Johnson, Romero, Memmesheimer City Attorney, City Engineer City Clerk ABSENT: Councilman Ortuno The Council had met at 7:30 P.I. to view a demonstration of flood lighting of the City buildings and Christmas tree as an alternate to the decorating of the Christmas tree on the City Hall lawn with the usual lights, etc. It was pointed out that the cost for decorating the tree with the lights, etc. would be $2500. The cost of flood lighting the buildings and the tree was estimated at $1300. It was moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the City Council suggest to the Chamber of Commerce that the alternate plan for decorating the Civic Center as demonstrated on portions of the building be considered, and that the Chamber of Commerce proceed with plans in conjunction with the Recreation Department for setting up of a Nativity scene on the City Hall lawn, other City Depart- ments to assist wherever needed. The City Council next considered the problem on the pro- posed realignment of Highway 39. City Clerk announced the tally of communications and petitions received regarding this matter is as follows: For Hgwy. Against 39 on San San Gabriel Gabriel $87 Christmas decorat ing of City Hall etc. One Way Alternate Azusa Ave. & Routes San Gabriel No. Signatures 2 64 75 No. Properties 2 56 71 City Engineer stated that if the Highway would be split with one way on either street, he believes the Council should recommend to the State that a crossover at 12th Street, between San Gabriel and Azusa Avenue, should be requested, and that the crown of Azusa Avenue should be lowered between First Street and Fourth Street, and that the culverts at the intersection of Foothill Blvd. and Azusa Avenue should be replzced. Mr. Dan Martin appeared before Council and suggested that a new plan should be considered by the City and the Division of Highways. This plan would allow north bound traffic on Azusa Ave. with two way traffic north of approximately 9th Street, and south bound traffic to cut over between approximately 9th Street and Santa Fe Avenue to join San Gabriel Ave., and that the junction between Azusa Avenue and San Gabriel Avenue be as proposed between First Street and Second Street. Mr. Blazer stated that this is an open meeting for dis- cussion and others might like to discuss the issue. Mr. James Price, 847 San Gabriel Avenue, suggested Alameda be the north bound Street and San Gabriel the south bound Street. Warren Teasley, Chairman of the Planning Commission, stated that after considerable study by that Commission it was their opinion that one way traffic on either Street was perhaps the best solution, and that Mr. Martin's plan had also been considered by the Planning Commission. It was moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that Mr. Williamson be authorized to discuss this new proposal with Mr. Telford of the Division of Highways and report at the next meeting. 3 2 Proposals for realignment of Highway 39. TUESDAY, OCTOBER 25, 1955 8 P.M. An opinion of the Council was requested regarding a Possible change change of the meeting place for the Board of Directors of meeting of the Los Angeles County Division from the Huntington place, Board of Hotel to some other location. It was the opinion of the Director's. Council that a change from the Huntington to some other centrally located place is agreeable, however, the Huntington Hotel is O.K. if agreeable to all others. TUESDAY, OCTOBER 25, 1955 Request was received for use of the Civic Auditorium for Thursday night for a meeting of the wives of employees presently on strike in the various Rock Uomoanies. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the meeting of the women's group should be permitted and Police protection should be provided. The City Clerk announced that the following report was received from the Planning Commission of their meeting of October 19, 1955. The Planning Commission recommends to the City Council acceptance of tentative map, Study No. 6, of Tract #20502 with the tentative stipulations that the developers install curb and gutter, grade to sub -grade and fence that portion of Cerritos Avenue bordering their Tract: in addition, install curb, gutter and sidewalk on Pasadena Avenue between Russell Street and the north property line of the Tract, also erect a fence on the setback line from Russell Street south to Gladstone Street and construct curb and gutter from Russell Street to Gladstone Street. 395 8 P.M. Chief of Police Kendrick submitted a letter requesting approval of his appointment of William W. Roach as an Wm. H. Roach officer in the Azusa Police Reserve Corps, effective appointed October 22, 1955. Reserve Police Moved by Councilman Romero, seconded by Councilman Fawcett Officer and unanimously carried that Wm. W. Roach be appointed as Reserve Police Officer, effective October 22, 1955, at the rate of $1.50 per hour; this appointment to replace Ross H. Smith who has terminated as a Reserve Policeman, and that the City Attorney be instructed to prepare a Resolution accordingly. A request for a business license to --operate an automobile Auto. Corporation regarding the proposed visit to their Sacra- mento plant be fled. City Clerk announced receipt of a letter regarding insurance for street light standards. Clyde Blanchard Insurance Co. agreed to insure all light standards in the City of Azusa on a blanket basis in the approximate amount of $100,000.00 as of this date. The cost would be $1,875.00 for three years. If this is acceptable, the present policy carried on the standards on Foothill Blvd, and VosburTract could be Light standards cancelled and the premium returned of 341.00 realized. to be insured. Limit of liability on one standard would be in the amount of $425.00. Moved by Councilman Romero, seconded by Councilman Johnson and unanimousli, carried that the City Clerk be authorized to insure light standards in the amount of $100,000.00, as per letter from Clyde Blanchard. Moved by Councilman Romero, seconded by Councilman Fawcett Time Record of and unanimously carried that the City Council accept the Labor form form for time record of labor as submitted by the City accepted. Clerk. Chamber of Commerce submitted a letter requesting necessary police assistance and approval by the Council of the planned Santa Claus Parade to be held December 3rd. It was moved by Councilman Fawcett, seconded by Council- man Romero and unanimously carried that this letter be referred to the Chief of Police for a recommendation to be presented at the next meeting and that the Chief be instructed to meet with the Chamber officials for the satisfactory working out of details. Citrus Union High School submitted a copy of a letter sent, by them to the Los Angeles County Road Department, School Safety Section, in which they request that the hazardous conditions existing on Foothill Blvd., in front of the Jr. College and High School, be corrected. The Citrus Union High School requested whatever assistance the City of Azusa can give in brin ing about these improvements. It was moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the City Clerk be instructed to address a letter to the Los Angeles County Road Department, School Safety Section, supporting the request of the Citrus Union High School. Chief of Police and Chamber of Commerce to work out details of Santa Claus Parade. Request for support to correct hazardou conditions on Foothill Blvd. by Citrus Union High School. Mayor Memmesheimer announced that President Eisenhower was Safe Driving Day again proclaiming December 1, 1955, as Safe Driving Day. Dec. 1. 1955. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the Mayor be authorized to proclaim December 1, 1955, as Safe Driving Day. Discussion was held regarding the expense reports filed by Chief of Police Kendrick and Fire Chief Madison on their recent trips to their respective conferences. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the items on the Demand Register`allowing A. L. Kendrick $100.95 and Marlowe Madison $3.75 be excluded until the actual motion authoriz- ing the trips can be studied. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA Resolution ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE No. 3318 - FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.'' Allowing Claims and Demands Councilman Romero moved its adoption, seconded by Council- man Fawcett. This Resolution was then passed and adopted by the following vote: AYES: Councilmen: Fawcett, Johnson, Romero, Memmesheimer NOES: None ABSENT: Councilman Ortuno and numbered Resolution No. 3318 The Pacific Bible College submitted a letter requesting Letter from cooperation from the City and the Police Dept. for two Pacific Bible days, November 18th and 19th. The College is conducting College re: a drive for the construction of a dormitory on their drive for con - property, and a service station located at the corner struction of of Dalton Avenue and Highway 66 has offered the use of dormitory on the station for these two days, their property.
