BACKGROUND
Because of the increasingly complex business and regulatory scene, compliance reporting
requirements by the electric utilities have increased several-fold.
As an example, Azusa Light &Water has a variety of monthly and annual reporting obligations
to the Federal Energy Information Administration (EIA), the California Energy Commission
(CEC), and California Air Resources Board(CARB). Additionally,regular(monthly and annual)
reports are required by the California Independent System Operator(CAISO). Moreover, certain
types of financial transactions are reportable to the Federal Commodities Futures Trading
Commission(CFTC).
Please note that all above mentioned reporting is compliance reporting, meaning that all
"reportable business" must be first conducted within strict legal, regulatory, and operational
confines before it is reported.
In preparation for an upcoming meeting of the Southern California publically owned utilities
(POUs) with the CEC commissioners, SCPPA prepared a sample of the CEC—required reports.
It is planned that the document will be provided to the commissioners to illustrate the
increasingly heavy(and many times redundant)reporting burden.
Please see the attached draft document intended for distribution to the CEC Commissioners
during the upcoming meeting.
