SUBJECT: AB 939 2013 ANNUAL REPORT
AB 939, the State's recycling mandate adopted in 1989, required all cities and counties in
California to implement various recycling programs and divert 50% of waste from
landfills by the year 2000. In 2008,the 50%diversion rate was converted into a"pounds
per person per day" disposal limit with the adoption of SB 1016, and Azusa's limit was
set at 6.3 pounds per person per day.
The State recycling laws require that all cities and counties submit an annual report to the
State by August 1st, which: (1) calculates the disposal pounds per person per day for the
preceding calendar year; and (2) provides a report on the various recycling and
educational programs the agency has implemented during the last calendar year.
The report is filled out and filed online using forms provided by California Department of
Resources Recycling & Recovery (CalRecycle), the State agency charged with
administering AB 939 compliance. Utilities Administration submitted the City of Azusa's
2013 Annual Report on July 31 and a copy is attached for reference. Although disposal
tonnage increased from 36,045 tons in 2012 to 36,902 tons in 2013, the calculated
disposal rate per day remained at 4.2 pound per person per day (this is great - well below
our 6.3 limit) due to implementation of various recycling programs, including processing
waste at Athens' Material Recovery Facility or MRF.
CalRecycle recently completed a review of the annual report with AL&W Staff via
conference call and an onsite visit is tentatively scheduled in October.

Disposal Rate Calculation
Definition of Terms
Reporting-Year Disposal Amount(tons) -defaults to the total tonnage disposed in the Reporting-Year by a
jurisdiction as reported to the Disposal Reporting System(DRS). Disposal contains all jurisdiction waste that was
disposed in CA landfills,transformation facilities, and exported out-of-state. Any changes will require you submit a
Reportino Year Disaosal Modification Certification Sheet(PDF). See User's Guide or contact LAMD representative if
uncertain.
Disposal Reduction Credits-the EAR calculator will subtract these credits from your requested total in the Reporting-
Year Disposal Amount field. Requesting credits will require you submit a Reporting Year Disposal Modification
Cert:ficabon Sheet (PDFl. Descriptions of these credits can be found on that sheet. See EAR U r s Guide or contact
LAMD representative if uncertain.
Reporting-Year Transformation Waste(tons) -defaults to the total tonnage of waste Sent in the Reporting-Year by
a jurisdiction to a CalRecycle-permitted transformation facility as reported to the Disposal Reporting System(DRS).
Transformation is factored into the Per Capita rate only,and is not deductible.To eliminate the Per Capita credit for
transformation tonnage, change the Reporting-Year Transformation Waste(tons) number to 0.00.

Azusa reported in its AB 939 2011 annual report that the City Council has adopted an amended
Nondisposal Facility Element adding Waste Management Inc: Proposed Material Recovery Facility located
within the city.This facility is now operational with total permitted capacity of 3,800 Tons Per Day: 2,500
TPD (Waste Transfer Station), 800(Material Recovery Station), 500 TPD(Green Waste).

Yes.The City has been very proactive in sending recycling program information by mailing bill inserts
with utility bills and via an annual recycling calendar mailed to the residents and businesses.

2013 AR:The City continued to promote grasscycling and xeriscaping through its annual recycling mailer called
"Living Greener Calendar"and through its website www.azusalw.com. Residents are also encouraged to learn
more about the benefits of grasscycling and xeriscaping by attending the Smart Gardening workshop sponsored
by Los Angeles County Public Works Department where free compost/worm bins are distributed to the first 50
residents that pre-register and attend the event.The City also continued to promote drought tolerant landscape
by taking advantage of the Drip rebate program where the city pays up to$1400 to residential customers and
$10,000 to school and commercial customers for installation of drought tolerant landscape.The City also has
demonstration sites showcasing drought tolerant landscape.

2013 AR: The City of Azusa continued to offer free compost and worm to residents who attend the Smart
Gardening workshop organized by City Staff in partnership with Los Angeles County Department of Public Works.
In addition to the basic workshop held in March,an advanced workshop was also offered in September where
residents learned about organic gardening, landscaping using drought-tolerant plants,and insect control.In
May, the City also gave away up to 30 gallons free compost and mulch to each resident. The event is planned to
be held annually due to the popularity of the program. Residents also continue to rent plots at the Azusa
community garden where they can plant vegetables:

2013 AR: The City continued to promote source reduction measures for businesses through its annual recycling
mailer: Due to the City's franchised agreement with one hauler, businesses cannot pay to have their recyclables
collected by outside recyclers; however, businesses may self-haul their recyclables to a recycling center. In
addition, all trash generated by businesses are taken to the franchised hauler's material recovery facility where
recyclables are separated.The City's franchised hauler also offers assistance to businesses in setting up a
recycling program in response to AB 341.

2013 AR: The City continued its procurement policy to purchase paper products and other office supplies with
recycled content of at least 30%. Surplus items from other departments such as old cars and used furniture are
offered to other departments before they are discarded. Purchasing department also continues to buy in bulk for

2013 AR: The City continued to reduce paper use in the form of electronic agenda, double-sided printing, paper
reuse, furniture reuse, etc.The Human Resources department has also recently adopted electronic employment
application instead of the traditional paper application to cut back on paper use.The Library continued its book
resale program.Employees continued their practice of reusing copy paper boxes as storage boxes and sharing
items that are not used often such as center pieces and other party supplies from other departments.

2013 AR:The City continued to promote shopping at thrift shops to prevent some items taken to landfill through
its annual recycling calendar. Free yard sales are permitted on the 1st weekends of January,April,June,
September and December to encourage residents to sell unwanted items for reuse.There are currently two thrift
stores within the City that accept donated reusable goods for re-sale at a low cost: Nit Pickers, 123 E. Foothill
Blvd. and Valley Thrift Store, 777 W. Foothill Boulevard. Furthermore,a book resale program Is currently being
practiced by the City Library.

2013 AR: The City's franchised waste hauler collects all commingled waste, except hazardous materials, from
residential customers and takes it to its MRF to extract recyclable materials. Bulky waste pick-up is offered free
year round and green wastes are collected separately. Although residential barrel sizes are limited to 33-gallons,
there is no limit on the number of barrels that residents can set out during trash pick-up day.Since collection is
manual, each barrel cannot exceed 50 pounds in weight. For big projects and construction,temporary bins and
rolloff containers are available from our hauler at an additional cost.

recyclable materials such as newspaper, plastic bottles,and aluminum cans.This program is promoted through
the recycling calendar mailed to residential customers every year. Residents are encouraged to help out students
in their fundraising efforts.The City's franchised hauler collects recyclables, weighs, and pays the schools for
materials collected.Allowing the schools to keep the proceeds has been beneficial to encourage recycling. There

2013 AR: The City of Azusa continued to provide information to Azusa businesses regarding AB 341 on the City's
website and includes links to mandatory commercial recycling information sites.This information is also provided
in our annual recycling mailer.All waste generated from businesses to the franchised hauler's Material Recovery
Facility(MRF).The hauler also provides a monthly disposal Quarterly diversion report to the City to measure
diversion and AB 939 compliance. Collection may vary from 1 to 5 times per week with bin sizes of 1.5, 2 and 3
cubic yards. If it is determined that a business is not using the franchised waste hauler, that business will be
referred to Code Enforcement.

2013 AR: All yard waste generated from the City of Azusa is separated from other waste streams. Residents can
put out as many green receptacles as they need.Tree trimmings and tree branches are required to be bundled
in no more than four-foot length and plastic bags are not accepted. Residents may also request stickers to place
on their yard waste receptacles to be picked up separately from the other waste streams.After the closure of
Puente Hills Landfill in October 2013,all yard waste started to be taken to Recycled Wood Products facility in
Pomona to be recycled into mulch. Flyers were mailed to residents to inform them on what materials are
accepted in the new facility.

Puente Hills Landfill to be used as ADC where a lower disposal fee is charged compared to regular trash as an

Recycled Wood Products facility in Pomona where all yard wastes are recycled into mulch.

April by allowing residents to dispose of up to five tires for free at the Azusa Land Reclamation Facility.Tires are

facility also accepts used tires from residents for a fee.

2013 AR: All City codes remain in effect. Mandatory waste collection:The Azusa Municipal Code requires all
residents and businesses to have trash picked up by the its franchised hauler, Green Building Ordinance: New
building projects must comply with the 2010 California Building Codes, including the California Green Building
Code Plans. In order to comply with the 2010 codes,contractor will have specific plan sheets dedicated to the
Green Building Code requirements, including a waste reduction plan. Requirements of the Green Building Code
are to be verified prior to final project approval, C&D Ordinance:The City doesn't currently have a C&D
Ordinance. However, as part of the project approval process, the Building Department requires contractors to
meet the Green Building Code.These requirements are verified prior to project approval. In the event of

centers distribute free used oil recycling containers and filters. For sharps waste,there are three locations in the
City where residents can pick-up free sharps containers: Foothill Drug Pharmacy, 680 E.Alosta Avenue; Azusa
Medical Pharmacy, 507 N.Azusa Avenue; and Azusa Senior Center, 740 N. Dalton. A sharps collection box has
been set up at the Senior Center, Since the City doesn't have Its own household hazardous and e-waste
permanent collection facilities, staff has provided the information via its website links to the Los Angeles County
and City of Los Angeles collection centers which are available for use by all LA County residents.

2013 AR: The City continued to partner with the Los Angeles County Sanitation Districts/Public Works for the
annual household hazardous and e-waste collection event in Northrop-Grumman facility as part of its Clean and
Green campaign in the month of April. During this event, hazardous materials such as brake fluid, paint, paint
thinner, cleaner with acid or lye, pesticides or herbicides, household batteries and car batteries, pool chemicals,
electronic waste,expired pharmaceutical,etc are collected.The City also distribute flyers and post via its

Baldwin Park. In 2013,the event held in Azusa served 990 households(820 vehicles) and disposed of: 7420
