SUBJECT: 2014 CALIFORNIA LEGISLATIVE SESSION -- KEY UTILITY BILLS
As always, numerous bills were considered by the State Legislature before its adjournment on
August 30, 2014. Some of the key bills electric and water bills that were passed out of the
legislature to the Governor were as follows:
2218 (Bradford) Special Electric Rates for Food Banks
Encourages POU's to adopt an electric discount for food banks
AB 2188 (Muratsuchi) Expedited and Streamlined Solar Permits
On or before September 30, 2015, every city, county, or city and county, in consultation with the
local fire department or district and the utility director, if the city, county, or city and county
operates a utility, shall adopt an ordinance that creates an expedited, streamlined permitting
process for small residential rooftop solar energy systems. In developing an expedited permitting
process, the city, county, or city and county shall adopt a checklist of all requirements with
which small rooftop solar energy systems shall comply to be eligible for expedited review.
AB 2565 (Muratsuchi) EV Charging Stations: Rental Property
This bill would, for any lease executed, renewed, or extended on and after July 1, 2015, require a
lessor of a dwelling to approve a written request of a lessee to install an electric vehicle charging
station at a parking space allotted for the lessee.
AB 2414 (Ting) EV Charging: Not a Gift to Government Employees
This bill specifies that the use of electricity by state government and other government entities,
state officers and employees, or other persons for the charging of an electric vehicle in a
department maintained or joint use motor vehicle parking facility is not a gift of public funds that
is prohibited by the California Constitution.

SB 1319 (Pavley) Groundwater Management
Requires local groundwater basins to develop sustainable groundwater management plans.
Exempts adjudicated basins like the Main San Gabriel Basin.
AB 1471 (Rendon)Water Quality,Supply,and Infrastructure Improvement Act of 2014.
Establishes a November election for Proposition 1 approving $7.12 billion in Water Bond funds
for the following purposes:
• $520 million to improve water quality for "beneficial use," for reducing and preventing
drinking water contaminants, disadvantaged communities, and the State Water Pollution
Control Revolving Fund Small Community Grant Fund.
• $1.495 billion for competitive grants for multibenefit ecosystem and watershed protection
and restoration projects.
• $810 million for expenditures on, and competitive grants and loans to, integrated regional
water management plan projects.
• $2.7 billion for water storage projects, dams and reservoirs.
• $725 million for water recycling and advanced water treatment technology projects.
• $900 million for competitive grants, and loans for, projects to prevent or clean up the
contamination of groundwater that serves as a source of drinking water.
• $395 million for statewide flood management projects and activities.
