SUBJECT: AZUSA WATER SUPPLY STRATEGIC OPTIONS UPDATE
In a water supply update presented to the Utility Board May 23, 2014, a recommendation was
made and accepted by the Board that staff be authorized to move forward on an urgent/emergency
basis to identify, validate and implement strategic options to improve water supply
reliability/availability.
In furtherance of this mission, Staff has undertaken the following actions:
• ALW has reached an agreement with the City of Glendora to reestablish the
connection between the Azusa and Glendora systems at ALW's Wilson Reservoir
on Barranca Avenue. Glendora has given ALW their requirements for an automatic
reading meter. Staff has placed an order for the meter and will install the meter to
reestablish the connection of the two systems.
• At the interconnection with Valley County Water District on Vincent Avenue,
ALW is reestablishing the connection between Valley County's water line and
ALW's line. Staff will install connection points to the Valley County line that will
allow water to be pumped from Valley County to Azusa. The existing
interconnections allow flow only from Azusa to Valley County.
• On the south end of the system at ALW's connection with the Metropolitan Water
District's (MWD) water turnout on Badillo Avenue (USG-8), 8 cubic feet per
second of treated water flow is available. ALW is currently pursuing participation
in an in-lieu program that Main San Gabriel Basin Watermaster is formulating to
use MWD treated water to offset some of the water pumping by Main Basin
producers. The details of how the in-lieu program will be structured and how it will
work are under discussion between Watermaster and the producers at this time.
• ALW explored increased production from Well No. 10 located at the Gladstone
Distribution Yard. However, at this time, the flow from Well No. 10 has been
maximized to the extent possible to maintain acceptable nitrate levels in the water
that ALW pumps to the system.

• The San Gabriel Basin Water Quality Authority has been instrumental in creating a
Discharge Permit that will make it possible to test the Aspan Well on Aspan
Avenue to see if the well's water quality has improved. Prior to the creation of the
new permit, it was not possible to test a possibly contaminated well without risking
a fine for a discharge water quality violation. Because the Aspan Well has been out
of service for many years due to contamination, it is possible the contamination
may have moved far enough away for the Aspan Well to be usable. Stetson
Engineers will prepare the documents necessary to get a permit to pump and test
the Aspan Well. They are preparing a similar permit application for another
producer and will prepare a permit for the Aspan Well when that other permit is
completed.
• The interconnection between Azusa's Water Filtration Plant and the San Gabriel
Valley Municipal Water District (SGVMWD) pipeline to increase the reliability
and efficiency of water delivery to the treatment plant is currently under design.
The design is at the 90%review stage.We hope to obtain funding from SGVMWD
to defray all,or part of the cost of the interconnection.
• MWH Consultants is currently preparing a Water Master Plan Update which will
be used by staff to determine possible improvements to the water system to
enhance water flow in the mid to longer term. The Water Master Plan is at the 40%
completion stage at this time.
