Signed by the Governor AB 1447(Waldron)Traffic Signal Synchronization GHG Fund Eligibility -CMUA OPPOSE Allows local traffic signal synchronization programs to be eligible for GHG funds,under a new Streets and Highway Code section 2581, when such traffic programs are a component of sustainable infrastructure programs that are broadly eligible for GHG funds. Signed by the Governor AB 2188(Muratsuchl)Expedited Solar Roof Permits: Small Solar Roof tops-CMUA OPPOSE Requires all cities and counties by October 1,2015,to adopt by ordinance an expedited small solar roof permit and inspection program. These programs are required to substantially conform with the recommendations for expedited permitting,including the checklists and standard plans contained In the most current version of the California Solar Permitting Guidebook and adopted by the Governor's Office of Planning and Research. Signed by the Governor AB 2270(ling)Building Standards Commission: Energy Advisors-CMUA SUPPORT Allows the Building Standards Commission to appoint advisory panel members from the energy-and resource-efficiency professions. This bill passed Senate Transportation Committee on Consent 11-0 advancing to Senate Appropriations. Vetoed by the Governor with a message stating the Commission Is already required to appoint such advisors. AB 2312(Nestande)Metal Theft Alert Notifications-CMUA SUPPORT Requires junk dealers and recyders to request theft alert notifications from an existing industry theft alert notification system. Signed by the Governor AB 2414(Ting)Electric Vehicle Charging: Not a Gift to Public Officials-CMUA SUPPORT Clarifies state law so that a public employee or state official receiving in EV Charge for free does not constitute a public gift. Passed Senate Governmental Organization Committee 8-2 advancing to the Senate Floor. Signed by the Governor(in August) AB 2597(Ting)Energy Efficiency Programs:PACE Voluntary Assessments-CMUA SUPPORT Makes changes to the PACE program,clarifying It Is a voluntary assessment and allowing a higher value of the property to be assessed for purposes of securing an energy efficiency loan. Signed by the Governor SB 1275(de Leon)Building Standards Commission: Energy Advisors-CMUA Support if Amend Creates the Charge Ahead Initiative establishing the goal toward a million zero-emission vehicles(ZEV)on California's roads by 2023. Also requires GARB to make changes to some of its rebate programs to help disadvantaged communities leverage additional rebates toward the purchase of a ZEV,as well as,pilot programs for ride-sharing or car sharing to help reduce GHG emissions Signed by the Governor UB-121 Water Bills with Positions AB 543(Campos)CEQA Notices: Translation Guidelines-CMUA Oppose unless Amended Would have required the Office of Planning and Research to prepare and develop recommended amendments to the CEQA Guidelines that would establish criteria for a lead agency to assess the need for translating certain notices into non-English languages. Vetoed by the Governor AB 2067(Weber)Urban Water Management Plans-CMUA SUPPORT Streamlines reporting requirements for retail water suppliers and urban wholesale water suppliers. Also provides a six month extension on the due date for the next plans,from December 2015,to instead,July 2016. Signed by the Governor AB 2282(Gatto)Building standards:recycled water systems-CMUA SUPPORT Directs the California Building Standards Commission to adopt mandatory building standards for the installation of recycled water systems in newly constructed commercial and public buildings and single-and multi-family dwellings,In areas where there is or will be access to a water recycling facility. The exclusion will be In effect for taxable years 2014 through 2018. SB 1420(Wolk)Water management:urban water management plans.-CMUA SUPPORT Requires an urban water management plan to quantify and report on distribution system water loss.Also authorizes water use projections to display and account for the water savings estimated to result from adopted codes,standards,ordinances,or transportation and land use plans,when that information is available and applicable to an urban water supplier.Requires the plan,or amendments to the plan,to be submitted electronically to the Department of Water Resources and include any standardized forms,tables,or displays specified by the department. Signed by Governor Ground Water Bills-CMUA Neutral Senate Bilis 1319,SB 1168 (Paviey)and AB 1739(Dickinson),-creates a framework for sustainable,local groundwater management for the first time in California history.The legislation allows local agencies to tailor sustainable groundwater plans to their regional economic and environmental needs. (CMUA stayed neutral on these bills but successfully advocated for the exemption of adjudicated basins from the provisions of the bill and for successfully existing managed basins to not be burdened with an additional regulatory burdens).
