MORROW, DIRECTOR OF UTILITIE DATE: MARCH 28,2016 SUBJECT: RELOCATION OF AZUSA LIGHT& WATER PAYMENT DROP BOX TO AZUSA AVENUE EAST OF MAIN OFFICE BUILDING SUMMARY: Periodically, the public has expressed concern about the locations of ALW's utility payment drop boxes. Presently, there are two drop boxes established by the Utility to allow customers to make check payments after hours: one is located in the back of the Main office by the drive-thru window and the second is located in the front of the Main office building. To better serve the public, Staff is proposing to relocate a utility payment drop box to the east side of the main Azusa Light& Water(ALW)office building. RECOMMENDATION: Staff recommends that the Utility Board approve the following: 1) Receive and file this item. BACKGROUND: Presently, there are two drop boxes established by the Utility to allow customers to make check payments after hours: one is located in the back of the Main office by the drive-thru window and the second is located in the front of the main office building(see photo). Because these payment drop boxes are set back from the curb customers are unable to drive up and insert a utility payment without having to get out of their car. Some customers have voiced concern about the inconvenience of having to park their car, get out, and walk up to the drop box to deposit their utility payments. For some customers with physical disabilities, this can pose a challenge to making payments after ALW's drive-thru window closes. Other customers coming late at night have also expressed security concerns about having to exit their vehicles in order to drop off their utility payments. Due to the age and condition of the current drop box, pricing was sought to remove and discard the current drop box, and purchase and install a new drop box (see attachment). As a result, the utility plans to purchase and install a new drop box at the east side of the building along Azusa Avenue,just north of the parking lot entrance, at the north of the red curb as shown below: i J �i Afr- In reviewing this concept with the Public Works Department, they will issue an encroachment permit to install the new payment box within the city right-of-way. They will paint the red curb section to yellow and remove two parking spaces to allow cars to pull up and exit the drop off location. This will allow customers to easily pull in and pull out of the drop box location. The new payment box will be located just in front of first parking space and it will also have a payment drop slot on the reverse side of the unit so that walk-up customers on the sidewalk can also utilize the unit. In addition, an envelope dispenser will be included so that car driver or walk-up customers can use an envelope if needed. These amounts can be administratively approved from existing budgeted amounts, and Staff plans to administratively approve the project and manage it through to completion.
