Convene to Regular Meeting of the Azusa Utility Board • Call to Order • Pledge to the Flag • Roll Call A. PUBLIC PARTICIPATION 1. (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) B. UTILITIES DIRECTOR COMMENTS C. UTILITY BOARD MEMBER COMMENTS 1. Election of Officers. Recommendation: Elect by a majority vote a Chairperson and Vice Chairperson to serve as officers of the Utility Board and affirm that the City Clerk will serve as Secretary. D. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes of Regular Meeting. Recommendation: Approve minutes of regular meeting on February 22, 2016 as written. 2. Ratify Cancellation of a Previous Purchase Order, Approve the Revised Electric Bucket Truck Specification, and Authorize Staff to Solicit New Bids. Recommendations: 1) Ratify the cancellation of Purchase Order # 024574 issued to Terex Utilities Inc; 2) Approve the revised equipment specifications for a CNG-fueled hybrid electric bucket truck; and 3) Authorize the City Clerk's Office to advertise and solicit new bids for bucket truck. E. SCHEDULED ITEM 1. Authorization to Mail Notice of Public Hearing to be Held May 23, 2016 for Water Rate Adjustment. Recommendation: 1) Approve attached public hearing notice of proposed base water rate adjustment to increase revenues by 19.75% in FY 2016/17 and 2.0% annually in FY 2017/18 through FY 2020/21; and 2) Authorize Staff to print and mail the notice to all water customers 45 days in advance of public hearing to be held May 23, 2016 at the regular Utility Board meeting time and place. 2. MillerCoors Rate Adjustment May 23, 2016. Recommendation: Approve Resolution No. UB- 2-2016 adjusting water rates for MillerCoors, LLC, effective May 1, 2016. Relocation of Azusa Light & Water Payment Drop Box to Azusa Avenue East of Main Office Building 2. Results of the California Air Resource Board's February 17, 2016 Auction of Greenhouse Gas Allowances 3. Planned Procurement of Energy Product for Summer 2016 4. Drought Update 5. California Municipal Utilities Association (CMUA) Legislative Update G. CLOSED SESSION 1.
