SUBJECT: AUTHORIZATION TO PURCHASE (3) HIGH RATE SAND FILTRATION FILTERS
FOR THE JAMES SLAUSON AQUATICS CENTER
BACKGROUND:
The James Slauson Park and Aquatics Center, located at 501 E 5th Street, was constructed in 1994. The
Aquatic Center has three (3) pools with a total of seven (7) filters. The Recreation and Family Services
Department, Parks Division, began replacing failing filters in 2015 with new high rate sand filtration
filters. The new EPD, USA, Inc. manufactured filters are corrosion resistant and made of Fiberglass
Reinforced Plastic (FRP), have worked well and no problems have been experienced with these new
filters. Three filters remain in need of replacing, two (2) for the large pool and one (1) for the children’s
pool. These EPD, USA, Inc., manufactured filters fit within our existing structure and would not require
any retrofit of existing equipment housing. These filters are exclusively distributed by Knorr Systems,
Inc.
The Department of Recreation and Family Services has been awarded funds from the Los Angeles
County, Regional Park and Open Space District, which could be utilized for this purpose to entirely fund
this project.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Waive competitive bidding as authorized under Azusa Municipal Code Section 2.521(a) and
approve the purchase and installation of (3) EPD, USA manufactured, high rate sand filtration
filters to Knorr Systems, Inc. in the amount of $49,383.14.

ANALYSIS:
The last three filters are original filters and are over 26 years old and are at high risk for failure. These
filters have worked well and fit within our existing structures. Funding will be completely provided
through Los Angeles County grant funds. If approved, work will be done during the spring of 2019,
prior to the pool opening this summer.
FISCAL IMPACT:
There is no general fund fiscal impact as a grant has been received from the Los Angeles County
Regional Park and Open Space District. These funds are held in in account# 28-25-1410-101-6493.
