HomeMy WebLinkAboutMinutes - November 29, 1955 - CCCITY HALL AZUSA, CALIF. TUESDAY, NOV. 29, 1955 The City Council of the City of Azusa met in regular adjourned session at the above time and place. Present at Roll Call: Councilmen: Fawcett, Ortuno, Johnson, Memmesheimer City Attorney, City Engineer, City Clerk Absent: Councilman Romero Mr. Orland Kilmer of the Chamber of Commerce addressed Council requesting the erection of a pole on Foothill Blvd, a short distance east of Azusa Avenue to serve as a support for Christmas stringers. Moved by Councilman Fawcett, seconded by Councilman Ortuno;and unanimously carried that the City absorb the expense for the erection of the pole at Foothill and Azusa Avenue for the Christmas season, work to be done by the Light Department forces. ABSENT: Councilman Romero Mayor Memmesheimer recommended the appointment of Lucien Lopez as a member of the Planning Commission to serve the unexpired term of Cornelius Ayon. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried, the recommendation of Mayor Memmesheimer that Lucian Lopez be appointed a member of the Planning Commission to fulfill the un- expired term of Cornelius Ayon, be accepted. ABSENT: Councilman Romero Mr. Vincent Gish, manager of the Owl Drug Store, located at Azusa Square, submitted a request from his company for permission for "Santa Claus" to land in a helicopter in the parking area adjacent to the store Dec. 10th and requested the cooperation of _the Police and Fire Depart- ments as in previous year. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, that the request be granted subject to the company presenting to the City Attorney for his approval, a certificate of insurance holding the City harmless of any liabilities, and the company to abide by the requirements set up by the fire and police departments. ABSENT: Councilman Romero 443 8:00 P.M. Pole to be erected for Xmas decora- tions. Lucian Lopez appointed to Planning Commissioi Helicopter to land Santa Claus at Owl Drug, Discussion was held relative to a resolution to be Discussion re: directed to State Highway Agencies setting forth the Highway #62 conditions requested by the City in the matter of State Highway #62 within the City. Moved by Councilman Johnson that the work on Azusa Ave. between First and Fourth Streets be the first order of i business of the State in the City and that control signals at First Street also be included. I Motion died for lack of a second. Moved by Councilman Fawcett that the Resolution be re- written to stipulate that traffic signals at the inter- section of First Street and Azusa Avenue be carried on with as much dispatch as possible. Motion withdrawn. City Engineer Williamson suggested that the City Clerk direct a letter to Mr. Hutchinsons of the Traffic and Safety Division stating that reasons given by Mr. Hutchinson for delaying the erection of the traffic signals at First Street have been resolved by the pass- ing of this resolution. 444 CITY HALL AZUSA, CALIF. TUESDAY, NOV. 29, 1955 Councilman Ortuno offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF IAS ANGELES, STATE OF CALIFORNIA TO THE STATE DIVISION OF HIGHWAYS AND THE HIGHWAY COMMISSION OF THE STATE OF CALIFORNIA RELATING TO THE PROPOSED PLAN OF IMPROVEMENTS FOR STATE HIGHWAY ROUTE NUMBER 62 WITHIN THE CITY LIMITS OF THE CITY OF AZUSA" Councilman Ortuno moved it be adopted, seconded by Councilman Fawcett, This Resolution was then passed and adopted by the following vote: AYES: Councilman: Fawcett, Ortuno, Memmesheimer NOES: Councilman Johnson ABSENT:: Councilman Romero and numbered Resolution No. 3328 445 8:00 P.M. Resolution No -3328 Highway #62 Moved by Councilman Ortuno, seconded by Councilman Fawcett that the suggestion of the City Engineer be accepted and the City Clerk be instructed to forward a letter as recommended. Motion carried unanimously. ABSENT: Councilman Romero Councilman Johnson offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA RAISING THE SALARIES OF OFFICERS J. E. ENYART, JOHN SUMMER, AND CHARLES K. NEER PATROLMEN IN THE OFFICE OF THE POLICE DEPARTMENT OF SAID CITY AND RAISING THE SALARY OF DON K. RYLE, MOTORCYCLE OFFICER IN SAID POLICE DEPARTMENT, ALL EFFECTIVE AS OF DECEMBER 1, 1955.° Councilman Johnson moved its adoption, seconded by Councilman Ortuno. This Resolution was then passed and adopted by the following votes: AYES: Councilmen: Fawcett, Ortuno, Johnson, Memmesheimer NOES: None ABSENT: Councilman Romero and numbered Resolution No. 3329 Mover by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried, that the City Attorney be authorized to sign the Notice of Cancellation of Erroneous Taxes on personal property assessed to Melvin A. Freedrez. ABSENT:: Councilman Romero The City Attorney announced he is in contact with the office of the County Counsel in regard to the action being brought by Aerojet for recovery of taxes. Councilman Johnson offered the following Resolution I entitled: i "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA LOS ANGELES COUNTY, CALIFORNIA AUTHORIZING AND DIRECTING THE POLICE DEPARTMENT OF THE CITY OF AZUSA TO ERECT AND MAINTAIN A STOP SIGN AT THE INTERSECTION OF MAUNA LOA AND CITRUS AVENUES AT THE NORTH EAST CORNER OF SAID INTER - •SECTION.° Councilman Johnson moved its adoption, seconded by Council- man Ortuno. TUESDAY, NOV. 29, 1955 Councilman Johnson offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA DECLARING THAT THERE IS A NEED FOR A COMMUNITY REDEVELOPMENT AGENCY TO FUNCTION IN THE CITY OF AZUSA." 447 8:00 P.M. Resolution No -3331 Redevelopment Committee Councilman Johnson moved its adoption, seconded by Council- man Ortuno. This Resolution was then passed and adopted by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Memmesheimer NOES: None ABSENT: Councilman Romero and numbered Resolution No. 3331 Councilman Johnson offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA ESTABLISHING A PAY RAISE PLAN FOR SUMMER AND AFTER SCHOOL PERSONNEL ON RECREATION AREA IN THE CITY OF AZUSA." Councilman Johnson moved its man Ortuno. This Resolution by the following vote: AYES: Councilmen: Fawcett, NOES: None ABSENT: Councilman Romero Resolution No -3332 Pay Plan Recreatioi Personnel adoption, seconded by Council - was then passed and adopted Ortuno, Johnson, Memmesheimer and numbered Resolution No. 3332. Councilman -Romero entered the meeting and was seated. Time 8:48 P.M. Discussion was held relative to the proposed agreement between the City and Azusa Youth Program for the con- cession to sell refreshments at the Recreation Building It was the opinion of the Council that the Agreement should be redrawn to include: a Agreement for one year. b $20,000 insurance for any one accident. c Agreement not to be assigned in whole or in part without first having consent of City Council. The City Attorney was instructed to prepare the agreement in its final form. The City Council announced receipt of letter from the County Boundary Commission approving the boundaries of proposed Southerly Annexation District No. 7. It was pointed out that the original petition for Annexation requested C-4 zoning. Moved by Councilman Ortuno, seconded by Councilman Romero and ur_animously carried, that the City Attorney, City Engineer and City Clerk take necessary steps to proceed with Southerly Annexation No. 7. A petition signed by 15 property owners on South San Gabriel Avenue and South Azusa Avenue was presented requesting a 1911 Improvement District be formed for the construction of an alley south from First Street to the existing alley between South San Gabriel Avenue and South Azusa Avenue was referred to the City Engineer for study and report. Supt. Smith of the Light and water Department recommended that Mrs. Martha Holmes, part-time employee in the Light and Water Dept., be raised to the rate of $1.99 per hour. Councilman Romero enters meeting AYP Agreement to be prepared by City Attorney. City to proceed with Annexation District No. 7 Petition for 1911 Act for alley. CITY HALL AZUSA, CALIF. TUESDAY, NOV. 29, 1955 Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, that the recommendation of Supt. Smith be accepted and that the salary increase be effective December 1, 1955. Supt. Smith recommended that the Personnel Board be authorized to hold an examination for consumers service- man as soon as possible due to the forthcoming retire - of James Alexander. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the Personnel Board be instructed to hold an examination for Customer Service- man. 449 8:00 P.M. Martha Holmes pay rate to $1.99 per hour. Examination for Customer Service- man. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried, that the Mayor be authorized Edison Co. to to sign letter granting Southern California Edison furnish electrical Company permission to furnish electrical energy to energy 215 Irwin - 215 -217 Irwindale Avenue, dale Avenue. Supt. Smith was instructed by Council to survey the light and power consumption in the Irwindale Avenue area within the City limits now being serviced by the Edison Company. Supt. Smith reported that George Fox, journeyman lineman, was injured by an electric shock on November 13, 1955 and requested clarification as to salary to be paid. Ortuno, and unanimously carried, that George Fox be granted the advance sick leave allowable and that State Compensation Insurance checks received by him be remitted to the City. Ori motion of Councilman Fawcett, seconded by Council- White Point Out- man Ortuno, the communication relative to outfall fall communication sewer at White Point, received from Sanitation District filed. was ordered filed. The Seventh Day Adventist Church requested permission to solicit clothing, food and funds to aid the needy. This campaign to be held Nov. 26 thru Dec. 24th. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried, the request of the Seventh Day Adventist Church be granted only for the period from December 1st to Dec. 15th. Names of solicitors to be furnished to the Police Department. On being duly moved and seconded, the following com- munications and reports were ordered filed: (a) Letter from Glendora to Air Pollution Board relative to allowing open burning of trees until September 30, 1957. (b) Air Pollution Board and Western Oil and Gas Association literature. (c) Pomona Chamber of Commerce re: Helicopter service. (d) Report of City Treasurer for month of October 1955. Seventh Day Adventist Church to solicit. Communications ordered filed. 450 451 CITY HALL AZUSA, CALIFORNIA TUESDAY, NOV. 29, 1955 8:00 P.M. Moved by Councilman Ortuno, seconded by Councilman Fawcett, that Council accept the offer of V. F. W. Post 1070 V.F.W. & Legion and the American Legion'Post 180 to be the official to be color Color Guard -representing the City of Azusa in affairs guard. in which the City participates whereby flags are carried publicly. The City Clerk to notify the organizations of the Council action. Motion carried unanimously. Engineer Williamson submitted a request to have cost accounting procedures and system set up in the Public Works Department. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried, that the City Engineer contact Mr. Lee relative to setting up cost accounting system. Board be instructed to advertise and hold examination for Steno -Clerk 452 453 CITY HALL AZUSA, CALIF. TUESDAY, NOV. 29, 1955 8:00 P.M. Mayor M emmesheimer reported on the meeting held with Meeting with representatives of the Edison Company on Friday*, Edison Co. re: November 25th, at 10:00 A.M. Those present for the power to new City were: Mayor Memmesheimer, City Engineer Williamson, shdpping center. City Attorney Tscharner and Supt. Smith of the Light Department. Edison will furnish power to the contractor during time of construction of the shopping center until the definite- ness of the annexation No. 8 is known. Councilman Johnson -moved that the City Attorney be in- structed to prepare the proposition for City Manager as Discussion re: it will appear on the ballot for study by the Council City Manager or and the Personnel Board. City Administrator Motion died for lack of second. Discussion was held regarding the recommendation of J. L. Jacobs Company that the position of City Administrator be made available. Councilman Romero stated that a problem exists for children going to school along Fourth Street between San Gabriel Avenue and Angeleno Avenue because of lack of sidewalks. City Engineer to City Engineer Williamson stated that the best routes to check 4th St. follow to and from school had been mapped out with Supt. between San Gabriel Dawes. and Angeleno re: Moved by Councilman Romero, seconded by Douncilman Ortuno sidewalks and unanimously carried, City Engineer check into and report regarding the situation existing on 4th Street between San Gabriel and Angeleno Avenues. Councilman Ortuno stated he had been asked on the advis= ability of purchasing incinerators. Smith asked what the policy of the Council was regarding the amount to be charged Cost of light for street light standards within new tracts, standards - policy Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried, that the estimate to be charged for light standards for corners is to be based on the difference between the cost of a steel standard and a wood pole; the subdivider shall bear the full cost of steel poles erected in the middle of the block. City Engineer recommended that the exact standards for street lighting should be set forth in the Ordinance. Moved by Councilman Ortuno, seconded by Councilman Ordinance No. 410 Romero and unanimously carried, the City Attorney, to be reviewed City Engineer and Supt. Smith review Ordinance 410 for clarification and recommendations relating to street lighting.
