The meeting opened with the Flag Salute. Invocation was given by Rev. Farrell. ROLL CALL: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer City Attorney, City Engineer City Clerk 7:30 P.M. Flag Salute Invocation Roll Call 435 On Page 429 of the Minutes of November 21st, second column Correction of index should read "Easements in Tracts No. 20495 and Minutes - No. 18102 to be requested by Variance" 11/21/55 The Minutes of November 21st were approved as corrected. The Minutes of November 29th to be corrected as follows: Page 443, the first sentence of the 9th paragraph, the word "be" to be substituted for "re". Page 447, the following to be added to the 2nd to the last paragraph - "refer to the Engineer for study and report". Page 449, 2nd Paragraph, the following motion to be added: ''Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the Personnel Board be instructed to hold an _examination for Customer Service Man." Page 449, paragraph 4, after the word "survey" add the words "and report''. The Minutes of November 29th were approved as corrected. The Mayor announced that this is the time and place set for the Hearing on Petition for Change of Zone from R-1 to R-4 of the Old Lee School property, being a portion of Lot 88 of Subdivision #2 of the Azusa Land and Water Co. located between Fifth Street and Foothill Blvd. on North Cerritos Avenue. The City Clerk presented the Affidavit of Publication, giving notice of Public Hearing to be held before the City Council of the City of Azusa relative to the proposed change of zone and setting December 5, 1955, at 7:30 o'clock P.M. in the Civic Auditorium as the time and place for the Hearing. Also presented were the lists of names and addresses to whom Notices of Hearing had been mailed. The City Clerk announced that no written protests had been filed in his office. Mayor Memmesheimer asked if any protests would be enter- ed by any members of the audience. There being no protests, the Mayor declared the Hearing closed. It was moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Attorney be instructed to prepare the necessary Ordinance re- zoning this property from R-1 to R-4. On Friday, December 2nd, at 10 o'clock A.M., bids were opened in the office of the City Clerk in the presence of the City Engineer, Councilman Fawcett, Supt, of Public Works Brusnahan, Chief of Police Kendrick and City Clerk, in accordance with Ordinance #483, for the purchase by the City of the following items: a Rubbish Collection b Air Compressor c Tree Chipper d Dump Truck e Police Cars Bid Bonds and checks of approved amounts enclosed with each bid. It was moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the recommendation of the City Engineer and the bid of Sdhramm, Inc. for $1,970.00 be accepted, and that bid bonds and checks of I the unsuccessful bidders be returned. i Bids were received on the Tree Chipper from the follow- ing companies: Tree Chipper bid awarded to Weed COMPANY AMOUNT OF BID Control Service. Counsel for Attorney & City Wilson Plumbing Company stated that his Company would Clerk 12/14/55 submit a release if a check could be issued to Glen Hummer and the Wilson Plumbing Company jointly. It was recommended by the City Attorney that the City obtain a record of any liens against the property from the Title Company before final payment is made to Mr. Hummer. On the recommendation of the City Attorney, Councilman Fawcett made the following motion, that Mr. Hummer submit the data necessary to show that "releases" or amounts for which stop orders are filed are agreeable and settled upon. Mr. Hummer to meet with the City Clerk and City Attorney on Wednesday, December 14th; the motion was seconded by Councilman Ortuno and unanimously carried. Moved by Councilman Ortuno, seconded by Councilman Business License Fawcett and unanimously carried that the request for granted - business license for a restaurant at 116 W. The City Attorney read the proposed Agreement between the City and the A.Y.P. organization, giving to the A.Y.P. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the Mayor be authorized to sign the Concession Agreement between the A.Y.P. and the City of Azusa. The Council agreed to add to the Resolution Demand Register this amount for the Chamber of Commerce. The City Attorney stated that upon studying the Ordinance relating to the Variance requested for the property at 1133 Dalton Avenue, which had been brought before the City Atty to dray Council earlier in the meeting, that in his opinion Resolution - the petition for Variance which was filed would handle Variance granted the matter and it would not necessitate a petition for F. Zarate a change of zone. Moved by Councilman Ortuno, seconded by Councilman Romero that the City Council accept the recommendation of the Planning Commission and that a Variance from R-1 to R-2 be granted to Faustino Zarate, owner of the property at 433 Dalton Avenue, and the City Attorney be instructed to draw a Resolution accordingly. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that this matter be re- ferred to the James Montgomery Company for their study and recommendation. The City Engineer recommended that the Petty Cash Fund allowed to the Public Works Department be increased from $25.00 to $50.00 It was moved by Councilman Johnson, seconded by Council- man Romero and unanimously carried that the City Council accept the recommendation of the City Engineer and that the Petty Cash Fund of the Public Works Department be increased to $50.00. It was recommended by the City Engineer that the City advertise for bids for asphaltic material for next year. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Clerk be authorized to advertise for bids for asphaltic material to be used by the City in 1956, bids to be opened December 30, 1955, specifications to be furnished by the City Engineer. 467 7:30 P.M. Ordinance No. 494 - Regulating Public Billiard Rooms Joining of Upper San Gabriel Water Valley Assoc. referred to J. Montgomery Co. for recomm. Petty Cash for Pub. Works Dent. increased to $50.00 City to advertisE for asphaltic material for 1956. The City Engineer recommended the payment to John Avedesian in the amount of $43.20 for trash collection in the territory around Mauna Loa and Citrus Avenues involving approximately 32 homes. MONDAY, DECEMBER 5, 1955 Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the City Engineer and Supt. of Light and Water send proper notices giving date of trash pickup, and the charge for trash pickup, to people in the newly annexed areas, and the Light Department to do the necessary billing; in addition, the City Clerk to advise Webster Refuse Company to desist from signing any more contracts in areas annexed. City Engineer Williamson reported that at the previous meeting authorization was not clearly given for him to proceed with the necessary work and reconstruction in the Public Works building. It was moved by Councilman Fawcett, seconded by Council- man Ortuno and unanimously carried that the City Engineer be authorized to proceed with the necessary changes in the Public Works building as per drawing submitted. Supt, of Light and Water Department, Virgil Smith re- quested permission to purchase on the open market a Hot Line Tool Trailer at the estimated price of $1,400.00. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the Supt. of Light and Water Dept, be authorized to purchase on the open market a Hot Line Tool Trailer as requested. Supt, of Light Department requested permission to employ an additional Journeyman Lineman. It was moved by Councilman Ortuno, seconded by Council- man Romero and unanimously carried that the Supt. of Light Department be authorized to employ a Journeyman Lineman as requested. Supt. Smith of the Light and Water Department recommended that George Adams be paid five days vacation pay and con- tinue working those five days. In discussion it was brought out that the policy establish- ed by the Council in matters of this kind was that vaca- tion pay could not be paid while the man was still working. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that the request for pay in lieu of vacation be denied. Supt. Smith requested permission to employ two temporary laborers. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that Supt. Smith be authorized to employ up to four laborers on a temporary basis for digging holes etc., this employment not to exceed 90 days. Supt. Smith requested that the City advertise for bids on the following items: 5,000 ft. 10-3/4" O.D. 10 Gauge Pipe double dipped and wrapped with 40# felt belled for welding. 10,000 ft. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Clerk be authorized to advertise for bids on pipe as requested by Supt. Smith, bids to be opened Dec. 30th. Discussion was held by the Council on the desirability of studying the present use of office space and future re- quirements. It was the opinion of the Council that this matter tied in very closely- with the construction of the proposed new library building. It was :the opinion of the Council that bills for the library building lbroject should be paid from the General Fund and not by the Library Commission, and that the Library Board be requested to submit the demands to the City for payment. 7:30 P.M.
