Azusa Avenue, Azusa, California. Said Special Meeting shall be for discussing,hearing and taking action on the items listed below: AGENDA PRELIMINARY BUSINESS • Call to Order • Roll Call PUBLIC COMMENT—Limited to items listed on this Special Meeting Notice. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules, on items listed on this agenda only. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. TRANSIT ORIENTED DEVELOPMENT SPECIFIC PLAN WORKSHOP Community Development Director to provide an update on the Transit Oriented Development (TOD) Specific Plan. RRM Design Group will be presenting the current status on the Specific Plan and will be seeking Council's input and direction. Notification three (3) working days prior to the meeting when special services are needed will assist staff in assuring that reasonable arrangements can be made to provide access to the meeting. 04/13/2015 1 rrm design group r PAND ' Date:April 9, 2015 To: Kurt Christiansen, AICP Organization: City of Azusa From: Jami Williams Title: Principal/Project Manager Project Name: Azusa TOD General Project Number: 1414003 Plan/Development Code Update and Specific Plan Topic: City Council Study Session: Additional Direction on Building Height, Circulation and Parking In order to finalize the Azusa Transit-Oriented Development (TOD) Specific Plan Public Review Draft, RRM Design Group requests that the City Council provide additional direction on three main topics, These topics include building height, circulation, and parking within the Specific Plan Area. Building Height The Specific Plan currently recommends increasing building heights beyond what are currently allowed within the districts adjacent to the Azusa Downtown Gold Line Station. Based on the completed market study, the nature of the station, and future development considerations, the Specific Plan recommends an increase in height up to 60 feet adjacent to the Azusa Downtown Station. Under the existing Development Code, a mixed-use building is currently allowed to 40 feet in height, with up to 55 feet possible for 20% of the ground floor footprint. In addition to height requirements, a number of building standards are included to regulate form and massing that is consistent with Azusa's existing development patterns. The Specific Plan is also looking to increase building height beyond what is currently allowed within the downtown area and recommends an increase in height up to 50 feet. Under the existing Development Code, a mixed-use building is currently allowed to 40 feet in height, with up to 55 feet possible for 20% of the ground floor footprint. In addition to height requirements, a number of building standards and design guidelines are included to regulate form and massing that is consistent with existing development patterns and the historic character of downtown. We are requesting that the City Council provide direction on increasing building heights within the above identified areas. rrm design group Circulation As part of the Specific Plan's objective to improve access and visibility of downtown businesses, a two-way circulation pattern has been recommended for Azusa Avenue. We are requesting direction from the City Council on whether it is desirable to analyze both a one-way and two- way circulation pattern on Azusa Avenue. Parking A thorough parking analysis was conducted by Fehr& Peers to determine the existing supply and future capacity of parking within the Specific Plan Area. Based upon this analysis, we are recommending that a parking district be created adjacent to the future Azusa Downtown Station that allows for reductions of parking requirements. Reduced parking requirements allow for greater utilization of a site for buildable area and use. Within the parking district area, we are recommending reduced parking space ratios (Retail: 2 spaces/ksf, Office: 1.5 spaces/ksf, and Residential: I space/ksf), shared parking agreements, wayfinding and signage, and time limits.
