The meeting opened with the Flag Salute. Invocation was given by Rev. Wayne Pendelton, of the First Baptist Church. ROLL CALL: Councilmen: Fawcett, Ortuno, Johnson Romero, Memmesheimer City Attorney, Citi* Clerk The Minutes of December 5, 1955, were corrected as follows: Page 465, paragraph 3, should contain "This motion carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilman Johnson ABSENT: None" The Minutes were approved as corrected. It was moved by Councilman Fawcett, seconded by Council- man Ortuno and unanimously carried that the City Council now raise from the table the matter regarding bids on Police cars. Chief of Police Kendrick submitted a report regarding the bid submitted by R. W. Davis and his investigation of purchase from other dealers, and recommended that the bid of $5,110.04 received from R. W. Davis be rejected, and that he be authorized to purchase four new police cars from R. W. Davis at a price not to exceed $5,061.00 plus sales tax. M 7:30 P.M. Bids for air conditioning for the City Hall were opened in the Office of the City Clerk at 10 A.M., December 16, 1955, in accordance with Ordinance No. 483. Present at the opening of the bids were City Engineer, Supt. of Public Works, Councilman Fawcett, and City Clerk. The Affadavit of Publication of Notice Inviting Bids for Air Conditioning was presented. The Notice Inviting Bids was published in the Azusa Herald and Pomotropic on December 1 and December 8, 1955. Bids were received from: (1) Ralph E. Manns Company in the amount of $22,980.00 attached to which was a Bid Bond in the amount of 10% of the bid. (2} Johnson Heating Company of Monrovia in the amount of $14,547.00. No Bid Bond submitted. Opening of bids on Air Condition ing. The Bid received from Ralph E. Manns Company was the only Air Conditioning bid that complied with the terms of the proposal. The Bids to remain City Engineer stated he wished to contact the Engineering tabled. Discussion was held relative to bi-weekly and weekly pick- ups and the various schedules. Mr. Paul Thorsen of Al Disposal Company, Arcadia requsted that the schedules and the amount of the bids submitted be read. City Clerk then read the amount of the bids as submitted and the various schedules in the proposal form. It was the opinion of the Council that a weekly pickup under Schedule A would be in the best interest of the City. Moved by Councilman Fawcett, seconded by Councilman Ortuno that the City Council accept the bid for the collection of rubbish as submitted by John Avedesian for a weekly pickup under Schedule "A" this weekly pickup to be charged at the rate of 78¢ per light'meter, said Agree- ment to extend for a period of one year from January 1, 1950' through December 31, 1956. This motion carried by the following vote: AYES: Councilman: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilman Johnson ABSENT: None The City Planning Commission on December 7, 1955, recom- mended to the Council that a Variance from R-1 to R-3 of Lot 7, Block 7, Map of Azusa, located at 1021 N. Azusa Avenue be granted. This petition was requested by Mr. and Mrs. Clifford Rucker. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried .that the City Council accept the recommendation of the Planning Commission and that a Variance from R-1 to R-3 of the above described lot be granted and the City Attorney be instructed to draw a Resolution accordingly. Motion passed by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilman Johnson ABSENT: None Councilman Johnson stated that in her opinion this would need a zone change not a Variance. Vayor Memmesheimer announced that Mr. Vernon Wiles had accepted the nomination to serve on the Community Re- development Committee. Mr. John Brooks addressed the City Council and requested a business license be granted him for the operation of a retail liquor store at 637 East Foothill Blvd., located in Azusa Square Shopping Center. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Council grant a business license to John Brooks for a liquor store at the above address. Mr. Glen Hummer of Hummer Construction Company addressed Council stating that he had releases from all sub- contractors except Wilson Plumbing Company and Edward A. Wopschall. The total amount of hold orders.submitted to the City Clerk was $27,868.50. The amount of releases obtained by Mr. Hummer totaled $17,053.31. The balance withheld by the City of Azusa due to Glen E. Hummer Construction Company, and Edward A. Wopschall Inc. and Glen E. Hummer Construction Company in the amount of their demands. It was moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Clerk be authorized to issue a check in the amount of $7,726.01 to Glen E. Discussion was held regarding further work promised by the Olesen Company which had not been done at this time. It was moved by Councilman Romero, seconded by Council- man Ortuno and unanimously carried that the City Clerk be instructed to contact.the Chamber of Commerce regard- ing the placing of the red covering on the light standards along the Civic Center walk, and other features which the Olesen Company had neglected to do as per their agreement. The City Engineer submitted a print of,the proposed location of the Personnel Office in the front room of the Public Works Building. Estimated alteration work to cost $480.00. It was moved by Councilman Johnson, seconded by Council- man Romero and unanimously carried that the City Council authorize this alteration work to be done in the Public Works Building for Personnel Office at the estimated cost of $480.00. City Engineer reported that the annual allotment available to the City of Azusa of $4,000.00 to be used for street planning and engineering purposes can be obtained upon the submission of a Project Statement. The Engineer recommended the use of these funds as follows: (1) For the development of an overall street and highway plan (2) Technical assistance by Mr. Iwasko - $1,750.00 Request for Olesen Co. to complete work for Civic Center Work for Pers. MONDAY, DEC. 19, 1955 (3) For engineering office and survey work $2,250.00 Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendation regarding the Project Statement for Gas Tax Engineering Funds and the Engineer be authorized to submit the Project Statement. The City Engineer requested permission to attend the annual Street and Highway Conference sponsored by the University of California, January 25 to 27 inclusive at the U.C.L.A. Cam us and t at �shat he be granted expense money estimated' o.00. Moved by Councilman Johnson that the City Engineer be granted permission to attend the annual Street and High- way Conference and that he be advanced $80 expense allowance, accounting for which to be made at the end of the Conference. This motion died for lack of a second. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City Engineer be authorized to attend the Street and Highway Conference and an advance of $80.00 be allowed to cover expenses. The City Engineer reported on the studies made by him of the possible plans for improving the facilities in the City's existing Corporation Yard. The possibility of working out a mutually beneficial Agreement between the City and owners of the property west of the Yard is being considered. It was moved by Councilman Fawcett, seconded by Council- man Ortuno and unanimously carried that the City Council authorize the City Attorney and City Engineer to investi- gate possible arrangements and to report to the Council at the earliest date. 479 7:30 P.M. City Engineer authorized to attend Street & Highway Con- ference 1/25 - 1/27 Attorney & Engr. to :investigate plans for im- proving Corpora- tion Yard. The City Engineer reported on his investigation of the problem of providing sanitary sewers to the Azusa Lane area. In order to provide sewers to this street it will be necessary to: Sanitary sewers Wash with a siphon at Azusa Lane 2WCrossthe Connect into the existing sewer on Mason St. area. requiring necessary rights-of-way to the exist- ing development in that area. (3) Acquisition of easement from the Flood Control District to utilize the right-of-way of Little Dalton wash to connect with the existing sewer in Azusa Avenue. Discussion was held regarding the sewer problem on Azusa Lane including the question of assessments to the propert_es, whether they were assessed for land being used'for land being used for street purposes. It was moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Engineer be instructed to find out the status of the property assess- ments in that area in relation to the street, and to contact the Flood Control District regarding the acquisi- tion of an easement along the Little Dalton flash. City Engineer stated that it was his opinion that the 1911 Act is not useable on the opening of an alley be- tween Azusa Avenue and San Gabriel Avenue unless the necessary property has been acquired by the City. Moved by Councilman Ortuno, seconded by Councilman Romero that the City Attorney and the City Engineer be instructed to check further into this matter. MONDAY, DEC. 19, 1955 City Engineer submitted a report on the proposed purchase of a survey vehicle stating that at the previous meeting he was granted authorization to purchase a survey vehicle from the Davies Chevrolet Company of Glendora. Since receiving this authorization he had been informed of a new model being placed in the Dodge line in direct competi- tion to the Chevrolet, and it was his recommendation that he be authorized to place the order with the local Dodge dealer, and he further stated that the cost of the Dodge was within $10.00 of the price of the Chevrolet. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Council reconsider the vote of December 5, 1955, granting the Engineer authorization to purchase a Chevrolet from the Davies Chevrolet Company of Glendora. The motion of December 5, 1955, was brought before the Council for a vote. Moved by Councilman Fawcett, seconded by Councilman Ortuno that the recommendation of the City Engineer for the purchase of the survey vehicle be accepted was again voted on. Motion failed by the following vote: AYES: Councilmen: Memmesheimer NOES: Councilmen: Fawcett, Ortuno, Johnson, Romero ABSENT: None Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the City Engineer be authorized to purchase a survey vehicle from Norman King, Dodge dealer, Azusa, in an amount not to exceed $2,000. The matter of J. L. Jacobs report was taken up. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that action on this report re- main tabled. Councilman Johnson suggested that the Council study this report at other than a regular Council meeting, which suggestion met with the approval of the other Council members. Supt. Smith of the Light and water Department submitted a letter reauesting the City to pay for the light standards being held by the Union Metal Company for the City of Azusa. It was pointed out that a considerable savings could be made if these light standards were stored in their yards subject to call by the City. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Council authorize payment to the Union Metal Company for light standards ordered by the City of Azusa and that the Union Metal Company warehouse these standards subject to call by the.City. The City Clerk presented notice of intention to circu- late a petition relating to annexation of certain territory to the City of Azusa designated as Arrow Park Annexation, which was filed in his office by proponents of the annexation, together with the Affida- vit of Publication of the notice of intention to circulate petition, this notice being published in the Azusa Herald and Pomotropic December 15, 1955. It was moved by Councilman Ortuno, seconded by Council- man Fawcett that the City Attorney be authorized to prepare the necessary Resolution acknowledging receipt of the notice of intention to circulate petition and Affidavit of Publication of same and approving the circulation of the petition of that territory desig- nated as Arrow Park. MONDAY, DEC. 19, 1955 Discussion was held relative to the proposed sites suggested by the Library Board, and it was the opinion of the Council that this matter should be taken up with the Park and Recreation Commission, with the possibility of that Board consulting with Mr. Ben Parker, Architect, who is retained by the Board in an advisory capacity, and also be taken up with the Planning Commission. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that this letter be referred to the Park and Recreation Commission, and also a copy of the letter be forwarded to the Planning Commission. ABSENT: Councilman Ortuno City Engineer Williamson stated that one of the recommen- dations in the J. L. Jacobs report was that the City Administrative Officer working in cooperation with the City Planning Commission and City Engineer should develop a capital improvement program which will also include the means of financing the program. It was moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that a survey be made by the Engineer, City Clerk and City Planning Commission relative to a capital improvement program for the City, and report to the Council, Councilman Fawcett stated that he believed the salary classification for Jim Stringfellow and William Homer should be reviewed. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the Personnel Board be instructed to make a study on the wage classification of Jim Stringfellow and William Homer. ABSENT: Councilman Ortuno Supt, of Streets, J. Brusnahan, recommended to the City Council that a survey be made of all classifications within the Public Works Department. Mayor Memmesheimer suggested that the City Engineer, Supt. of Public Works and Councilman Fawcett submit a recommenda- tion to Council regarding the survey of the Public Works Department classification. It was the opinion of the Engineer that a discussion with Mr. Meier, who compiled the Jacobs report, would be very helpful. Councilman Johnson suggested that Mr. Meier be invited to meet with Council. Councilman Johnson asked the City Attorney when she could expect an answer to her letter of Sept. 9 addressed to him. City Attorney stated that he was of the opinion he only had to answer those requests which were given to him from Council, however he would check the Minutes of October 17th to find what the actual action of the Council was. Councilman Johnson asked if the City Attorney had studied the proposed franchise requested by the Pacific Electric Railway Company. The City Attorney stated that his report and recommendation will be submitted before the time of the expiration of their franchise which is April 1955. Moved by Councilman Johnson, and unanimously carried that be paid.
