CARRILLO BOARD MEMBER 6:30 p.m. Convene to Regular Meeting of the Azusa Utility Board. • Call to Order • Pledge to the Flag • Roll Call A. PUBLIC PARTICIPATION 1. Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time. 2 B. UTILITIES DIRECTOR COMMENTS C. UTILITY BOARD MEMBER COMMENTS D. SCHEDULED ITEMS 1. Election of Officers. Recommendation: 1) Elect by majority vote a Chairperson and Vice Chairperson to serve as officers of the Utility Board; and 2) Affirm that the City Clerk will serve as Secretary. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes of the Regular Utility Board Meeting on February 25, 2019. Recommendation: 1) Approve Minutes As Written. 2. Authorization to Solicit Bids for Project W-347 Citrus Avenue and Foothill Boulevard 830 Tie-In. Recommendation: 1) Approve the project plans and specifications; and 2) Authorize advertisement and solicitation of bids for Project W-347 Citrus Avenue and Foothill Boulevard 830 Tie-In. 3. Authorization to Solicit Bids for the Azusa Light and Water Customer Service Remodel Project. Recommendation: 1) Approve the project plans and specifications; and 2) Authorize the advertisement and solicitation of bids for the Azusa Light and Water Customer Service Lobby Safety Project. 4. Approval of Energy and Capacity Non Exclusive Brokerage Agreement Recommendation: 1) Approve the use of non-exclusive brokerage services in the competitive solicitation and procurement of electrical energy and capacity; and 2) Authorize the Director of Utilities to execute Non Exclusive Brokerage Agreements, as required, in a form acceptable to the City Attorney. 5. Amend Contract Purchase Order Authorization for Infosend, Inc. Recommendation: 1) Authorize an increase of the contract purchase order annual authorization with Infosend from $135,000 to $225,000 per year through July 31, 2021. 3 F. STAFF REPORTS/COMMUNICATIONS 1. Results of the California Air Resources Board’s February 20, 2019 Auction of Greenhouse Gas Allowances. Recommendation: Receive and file Staff’s report on results of the February 20, 2019 GHG Allowance auction. G. VERBAL COMMUNICATIONS 1. Power Supply Update 2. Water Supply Update 3.
