The meeting opened with the Flag Salute. Invocation was given by Councilman Fawcett ROLL CALL: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer City Attorney, City Engineer City Clerk The Minutes of the Council Meeting of 12/19/55 were approved as submitted. On Friday, December 30, 1955, at 10 A.M., bids were opened in the office of the City Clerk, in the presence of Councilmen Fawcett and Ortuno, Supt, of Public Works - Brusnahan, Supt, of Light and Water - Smith, and the City Clerk, in accordance with Ordinance No. 483, for the purchase by the City of the following: (a) 8,000 tons, more or less, Asphaltic Concrete Surfacing (b) 5,000 feet 10-3/4:" O.D., 10 gauge pipe 10,000 feet 6" I.D., 10 gauge pipe The Notice Inviting Bids of above items being published in the Azusa Herald and Pomotropic on December 15 and 22, 1955. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Council accept the recommendation of the Supt. of Public Works and the low bid of Industrial Asphalt, Alternate A, at $3.193 per ton be accepted, and that the checks and/or bid bonds of the unsuccessful bidders be returned. It was recommended by the Supt. of Light and Water that Pipe bid awarded the firm bid of Southern Pipe and Casing Company in the to Southern Pipe amount of $22,200.00 be accepted, and Casing Co. It was moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendation of the Superintendent of Light and Water that the firm bid of Southern Pipe and Casing Company for 5,000 ft. of 10-3/4" OD Pipe and 10,000 ft. of 6" ID Pipe be accepted, and that the Bid Bonds and/or Checks of the unsuccessful bidders be returned. It was recommended by the Planning Commission that a Special Use Permit be granted to Mr, and Mrs. Dale Harvey, owners of portion of Lot ll, subdivision #2 Azusa Land and Water Company, located on Motor Avenue between First and Gladstone Streets for the purpose of establishing a non-ferrous metal foundry, said foundry to be known as Camsco Foundry Inc. and will be connected with the Rain Bird Sprinkler Company. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendation of the Planning Commission and the Special Use Permit for operating a foundry be granted as requested. The City Planning Commission recommended to the City Council that Variance be granted to the Coast Invest- ment Company allowing the setback on side yards of 13 lots in Tract #20495, as designated in the petition. It was moved by Councilman Ortuno, seconded by Council- man Fawcett that the City Council accept the recommenda- tion of the Planning Commission and that a Variance be granted to the Coast Investment Company allowing the setback on the sideyards of 13 lots of Tract #20495 as designated in their petition. Variance granted Coast Investment Co. allowing side yard setbacks as designated - Tract ;'20495 494 CITY HALL AZUSA, CALIF. TUESDAY, JAN 3, 1956 A communication was read from the Azusa Planning Commission in answer to the letter from the Library Board to the City Council, which had been referred to the Planning Commission, relative to the proposed site of the proposed library. It was the opinion of the members of the Planning Commission that site locations of any proposed public building should be brought to the attention of the Planning Commission for their consideration, and requested that the Planning Commission be given the opportunity to meet with other City commissions to consolidate thinking relative to'the proposed site. It was moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that Councilman Romero be appointed to call a meeting of the various commissions (Planning, Park and Recreation, Library, and Council) in order to coordinate the thinking relative to the library site. A letter was read from the Azusa Square Merchants Assoc. requesting assistance on the traffic problem at Azusa Square Shopping Center. It was their desire to have a traffic signal erected at the entrance of the Square, also another left turn be made available for cars leaving the Square. Also suggested by the Association was the continuation of Eighth Street through to Citrus Avenue. Due to the absence of a spokesman from the Association, it was agreed by the Council to bring this matter up later in the meeting. Later in the evening, as the spokesman for the group had not arrived, it was requested by a member of the Associa- tion that this matter be tabled for 30 days, and a request was made for the presence of the City Engineer at the Wednesday meeting of the Merchants of that Center. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the letter from the Azusa Square Merchants Association be tabled for 30 days. It was recommended by the Supt. of Public Works that a part-time employee be employed by the Park Dept. to work under the direction of the Recreation Director. His duties would consist of minor maintenance, cleanup and placement of recreation devices and equipment, the rate of pay to be $1.50 per hour with 10 to 15 hours a week as working time. It was moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the recommendation of the Supt. of Public Works be accepted and that a part-time man be employed, not to exceed 15 hours per week, at the rate of $1.50 per hour. It was recommended by City Engineer Williamson that Mrs. Carol Carpenter be permitted to continue working as a temporary Steno -Clerk in his office. Mrs. Carpenter's 90 day temporary employment expired January 1, 1956. It was moved by Councilman Ortuno, seconded by Council- man Fawcett and unanimously carried that the temporary employment of Mrs. Carpenter be extended for 15 working days as allowed by the Civil Service Ordinance at the rate of $1.61 per hour. A report was submitted by John Williamson, City Engineer and A. L. Kendrick, Chief of Police relative to their investigation of pedestrian facilities available on Fourth Street, between San Gabriel and Angeleno Avenues. Their report stated that there were no sidewalks on either side of the street, but a well established foot- path, where the sidewalk normally would be, is well defined on the North side of the street. The report stated also that on the South side of the street, west from the alley, a fence has been erected which encroaches 495 7:30 P.M. Commissions to meet with Council re: new library site. TUESDAY, JAN. 3, 1956 on the City property to the extent that there is no room for an adequate pedestrian path to be established. It was their recommendation that they be instructed to con- tact the property owner involved and direct him to have the fence relocated on his own property, and that the City Attorney be authorized to give of his assistance 7:30 P.M. as necessary. Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried that the City Council accept the recommendation of the City Engineer and Chief of Police and that they be directed to take whatever action is necessary, and that the City Attorney be authorized to assist if necessary.' Councilman Fawcett offered for its second reading the Ordinance entitled: "AN ORDINANCE OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES STATE OF CALIFORNIA, AMENDING ORDINANCE NO. 409 OF THE CITY OF AZUSA ENTITLED "AN ORDINANCE ESTABLISHING A Ordinance No. 496 - ZONING AND DISTRIBUTING PLAN WITHIN THE CITY OF AZUSA, Old Lee School CREATING 13 USE ZONES, REGULATING THE USE OF PROPERTY, property. HEIGHT AND AREA OF STRUCTURE AND OPEN SPACES FOR LIGHT, AIR AND VENTILATION; ADOPTING A MAP OF SAID ZONES; DEFINING TERMS USED; PROVIDING FOR THE ADJUSTMENT, ENFORCEMENT AND AMENDMENT THEREOF; PRESCRIBING PENALTIES FOR VIOLATION; AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH". Moved by Councilman Ortuno seconded by Councilman Romero and unanimously carried that further reading of this Ordinance be waived. Crisp, Civil "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, Engineering Aide LOS ANGELES COUNTY, CALIFORNIA, ADVANCING ALBERT CRISP advancement TO SECOND STEP SALARY RANGE AS CIVIL ENGINEERING AIDE IN withdrawn. THE ENGINEERING DEPARTMENT OF THE CITY AND FIXING HIS SALARY.". Moved by Councilman Johnson, seconded by Councilman Ortuno that this Resolution be passed and adopted. CITY HALL AZUSA, CALIF. TUESDAY, JAN. 3, 1956 On discussion of the Resolution, Councilman Ortuno with- drew his second and Councilman Johnson withdrew her moving and offering. Councilman Fawcett offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA APPOINTING PAUL K. HAYES, JOURNEYMAN LINEMAN IN THE WATER AND LIGHT DEPARTMENT OF THE CITY AT THE FIFTH STEP OF SALARY RANGE, AND FIXING HIS SALARY EFFECTIVE DECEMBER 27, 1955'' Councilman Fawcett moved its adoption, seconded by Councilman_ Ortuno. This Resolution passed and adopted by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: None ABSENT: None and numbered Resolution No. 3341 Councilman Ortuno offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA LOS ANGELES COUNTY, CALIFORNIA, ADVANCING PATROLMAN RICHARD LARA TO SECOND STEP SALARY RANGE AS PATROLMAN IN THE POLICE DEPARTMENT AND FIXING HIS SALARY." Councilman Ortuno moved its adoption, seconded by Councilman Romero. Resolution No. 3341 - Appointing P. K. Hayes, Journey- man -Lineman, Light & Water Department. Resolution No.3342 Advancing R. Lara, Patrolman to 2nd Step Salary Range. City Attorney asked if there were any instructions Possible amendment regarding the placing of amendments to the Civil Service for Civil Service Ordinance on the ballot for the next election. Ordinance. Councilman Ortuno stated that the meeting of the Com- mittee is scheduled during the week of the 9th. The Park and Recreation submitted three Resolutions for Council's approval whereby; 1 - A request is made for funds from the Citrus High School District to be used in the Recreation Program. 2 - An increase in funds is requested from the Azusa 'City School District for the Recreation Program, and 3 - A request from the County Recreation Dept. for an Assistant Director to be furnished to the City. It was moved by Councilman Romero, seconded by Council- man Fawcett and unanimously carried that the City Attorney be instructed to prepare a similar Resolution requesting an amount of $7500 to be furnished by the Citrus Union High School District for the Recreation Program. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Attorney be instructed to prepare a Resolution requesting $10,000 be paid into the Recreation Program by the Azusa City School District. TUESDAY, JAN. 3, 1956 Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Attorney be in- structed to prepare a Resolution to be forwarded to the County Recreation Department requesting a full time Assistant Recreation Director and additional financial assistance for the City's Recreation Program. The City Attorney read an Agreement between the City and John Avedesian and Bob Hartunian for the pickup of trash in the City of Azusa for this coming year. Discussion was held relative to collection and charges for rubbish pickup in the newly annexed areas of the City, as these items were not specifically mentioned in the Agreement. Moved by Councilman Ortuno, seconded by Councilman Romero that the City Clerk, City Attorney, City Engineer and Supt, of Public Works meet with Mr. Avedesian and dis- cuss the problems of pickup and collection of charges in the newly annexed areas, and if an agreement can be reached, the City Attorney be instructed to prepare an Agreement for Council action at the next meeting. This motion passed by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilman Johnson ABSENT: None Councilman Johnson stated that in her opinion savings could result by eliminating Clean-up Week if the City contracted for weekly pickup of all items. Councilman Romero offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, GRANTING THE PETITION OF MR. AND MRS. CLIFFORD RUCKER FOR VARIANCE ON CERTAIN PROPERTY FROM ZONE R-1 TO ZONE R-3 IN THE CITY OF AZUSA." Councilman Romero moved its adoption, seconded by Council- man Ortuno. Councilman Fawcett offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING CONSUMER'S AGREEMENT AND APPLICATION FOR INSTALLATION OF WATER MAIN BETWEEN THE CITY OF AZUSA AND HERMA DEVELOPMENT AND INVESTMENT CO. AND AUTHORIZ- ING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. Resolution No. 3345 - Consumer's Agreement and application fo: installation o: water main. The Park and Recreation Commission submitted a letter announcing the annual California Recreation Conference to be held from February 12th through February 16, 1956, in San Diego. It was recommended by the Commission that the following persons be authorized to attend this Conference, In addition to others authorized by Council, - Laura D. Jones, James Brusnahan; William Pacifico. Councilman Johnson stated that the Administrative Clerk Mrs. Boyer should be allowed to attend the Conference. Councilman Romero stated his desire to attend the Conference. Moved by Councilman Johnson, seconded by Councilman Ortuno that authorization for attendance at the Conference be granted to Mrs. Jones, Mr. Brusnahan, Mr. Pacifico, Mrs. Boyer and Councilman]Romero and that actual and necessary expenses be allowed, the sum of $150 to be advanced and that an accounting of expenses be made at the end of the Conference. This motion failed by the following vote: AYES: Councilman Ortuno, Johnson NOES: Councilmen: Fawcett, Romero, Memmesheimer ABSENT: None Councilman Fawcett stated that in his opinion the City should continue with the policy established of granting up to the sum of $200 without an itemized accounting being made. Moved by Councilman Fawcett, seconded by Councilman Ortuno that expenses in the amount of $150 be advanced to Mrs. Jones, Mr. Brusnahan, Mr. Pacifico, Mrs. Boyer and Councilman Romero for attendance at the Recreation Conference being held in San Diego on Feb. 12 through 16. This motion passed by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilman Johnson ABSENT: None The City Clerk read a letter received from James Mont- gomery, Consulting Engineer, in answer to the letter submitted to him requesting his advice and recommenda- tions relative to the City of Azusa becoming a member of the Upper San Gabriel Valley Water Association. It was recommended by Mr. Montgomery that the City of Azusa become a member and actively participate in the operation of the proposed Association. It was brought out to the Council that a meeting of this Association is to be held on January 16th in Monrovia. It was moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that Councilman Ortuno be appointed to attend this meeting as a representative of the City of Azusa and that the City Attorney also attend. TUESDAY, JAN. 3, 1956 A Notice of the Annual Meeting of the Stockholders of Azusa Agricultural Water Company be held January 16th at 10 A.M., was read. It wgs moved by Councilman Johnson, seconded by Council- man Ortuno and unanimously carried that Councilman Fawcett be afathorized to attend this meeting and he be appointed as proxy for the City of Azusa. A Notice of the Meeting of the Board of Directors of the League of California Cities, Southern Division, to be held January 5th, 1956, was -read. Requests for fund raising drives were received from: Rheumatism & Arthritis Assoc. -- month of February The Heart Association -- month of February Multiple Sclorosis Assoc. -- month of August and presented to Council. Discussion was held relative to the various fund raising drives held by the various Associations. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that these requests be referred to the Chamber of Commerce for their recommendations. Moved by Councilman Fawcett, seconded by Councilman Ortuno that the matter of the use of the Auditorium by the Social Security Board, tabled at the previous meeting, be now raised from the table. Discussion was held relative to the possible use of the Boy Scout Hall. Moved by Councilman Romero, seconded by Councilman Fawcett- and awcettand unanimously carried that this matter be referred to the Park and Recreation Commission for their approval of use of the Boy Scout Hall by the Social Security Board. 505 7:30 P.M. Meeting of Azusa Agricultural Water Co. announced. Requests for fund raising drives to be referred to Chamber of Corn Possible use of Boy Scout Hall by Social Security Board It was moved by Councilman Fawcett, seconded by Councilman Subcommittee Romero and unanimously carried that the Notice on Mass meeting on Rapid Transit Subcommittee Meeting, previously tabled, Mass Rapid be now raised from the table. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Engineer be authoriz- City Engr. ed to attend the Hearings held by the Subcommittee on authorized to Mass Rapid Transit at the State Building in Los Angeles attend sub - January 17th through 20th. comm, meetings Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that the commendation received relative to the Nativity Scene be referred to the Park and Recreation Commission. Discussion was held relative to a meeting with Mr. E. Meier representative of the J. L. Jacobs Company. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the City Council meet with Mr. Meier at 8 PM January 9th in the Auditorium for discussion of the J. L. Jacobs report. "Councilman Romero stated that he would try to arrange a meeting with the various groups relative to the proposed Library site on January 12th. Councilman Johnson asked if the transcript ordered by the Transcript Council in the John Mosley Hearing should not be on file of Mosley in the office of the City Clerk. Councilman Ortuno offered the following Resolution entitled: Resolution "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA No. 3346 - ALLOWING'CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE Allowing FUNDS OUT OF WHICH THE SAME ARE TO BE PAID." certain claims and demands Councilman Ortuno moved its adoption, seconded by Council- man Fawcett. This Resolution then passed and adopted, excepting the payment to Louis J. Kroeger & Associates.
