Mayor Memmesheimer led in the salute to the flag. Invocation was given by Rev. Mel Miller of the Friends Church. In response to the Notice Inviting Bids, published in the Azusa Herald and Pomotropic, Sept. 27th, October 4th, 1956, for the construction of sanitary sewer in Foothill Blvd., westerly of Vernon Avenue, designated as Project No. 187, bids were opened in the office of the City Clerk at 10 A.M. October 11, 196. Present at the bid opening were: Councilman Romero, Engineer Williamson, City Clerk. Smith of the Light and Water Department that the bid for Street Light Standards and Junk Brass be awarded to the E1 Monte Iron and Metal Company, and that the bid for Old Junk Pipe and Miscellaneous Junk and Copper Wire be a;:arded to the Monrovia Junk Company being the highest bidders on these items. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously= carried that the recommendation of Supt. Smith be accepted and that the award of the bid for the Light Standards and Junk Brass -be awarded to the E1 Monte Iron and N!etal Co., and the bid for Uunk Pipe and Misc. Junk and Copper ;,lire be awarded to the Monrovia Junk Company. This motion carried unanimously. ABSENT: Councilman Ortuno The Engineer reported that since the last meeting of the Council he had talked to Mr. Chutuk who submitted the low bid for Project #168 in which he claimed an error had been made to his bid relative to the repaving and that Mr. Chutuk was willing to go through with the contract if the City would assume responsibility for the necessary repaving for cost of $1,000.00. The City Clerk announced that no written protests had been received. There being no protests, the Mayor ordered the Hearing closed at 8:02' P.M. Moved by Councilman Romero, seconded by Councilman Johnson that further reading of the Ordinance be waived. This motion was unanimously carried. ABSENT: Councilman Ortuno Mayor Memmesheimer announced that the Hearing on the vacation of a portion of Fenimore Avenue continued until this date, Hearing re: would now be considered. Moved by Councilman Ortuno, seconded by Councilman Fawcett that the City Council at this time reconsider the subject of awarding of the bids for the sewer line on Foothill Blvd. Project No. 187. L. Kendrick requested approval of the appointment of Maurice M. Finker as a school crossing guard, part-time on a trial or temporary basis. Finker appoint. Moved by Councilman Ortuno, seconded by Councilman Romero ed school and unanimously carried that the City Council approve the crossing guard, appointment by the Chief of Police of Mr. Maurice M. Finker as a school crossing guard. Chief of Police, A. L. Kendrick, requested authorization to purchase one nen 5/12 volt Motorola two-way radio transmitter - receiver to be installed in a new vehicle which he is purchasing to replace his present car. His present radio would be obsolete in the new car which has a 12 volt electrical system. Purchase of 2 -way radio transmitter reed, for Chief of Police OT TTf• CITY HALL AZUSA, CAL. Moved by Councilman Romero, seconded by Councilman Ortuno that the Chief of Police be authorized to purchase the two-way radio 'c-ransmitter-receiver for his car as requested. This motion carried unanimously. Chief of Police Kendrick announced that Gilbert Sheets, Humane Officer, had submitted his resignation, effective October 27, 1956, in order that he could assume his position as Fireman for the City of Monrovia. It was requested by Resignation the Chief of Police that this resignation be accepted. G. Sheets -- Chief Kendrick also requested that he be authorized to employ Humane Mr. Sheets on his days off from his regular job until an Officer examination can be conducted and a new man appointed to the position of Humane Officer, and that the Personnel Board be requested to hold an examination for Special Officer (Humane) as soon as possible. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the Council accept the resigna- tion of Gilbert Sheets as Humane Officer effective Oct. 27, 1956. Moved by Councilman Ortuno, seconded by Councilman Romero Sheets to be and unanimously carried that the Chief of Police be authorized employed to employ Mr. Sheets on a part-time basis at an hourly rate part-time. as per his request. Moved by Councilman Romero, seconded by Councilman Fawcett Exam, to be set and unanimously carried that the Personnel Board be for Humane instructed to set an examination for Special Officer Officer (Humane) as soon as possible. Chief of Police Kendrick requested that an eligibility list be established for the position of Sargeant in the Police force through an intra -departmental examination. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the Personnel Board be authorized to hold an intra -departmental examination for the position of Sargeant in the Police Department in order that an eligibility list might be established. The City Clerk announced that copies of the Agreement of the Community Recreation Program between the County and the City of Azusa had been received. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that the Agreement be referred to Attorney Sorenson for his determination as to whether the City could pay to Mr. Pacifico the $100 supplemental salary retroactive to July 1st. Moved by Councilman Ortuno, seconded by Councilman Romero that the Mayor be authorized to sign the Agreement for the Recreation Program between the County and the City of Azusa. This motion carr:i.ed unanimously. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the supplementary payment of $100 per month to William Pacifico, Recreation Director, be effective as of October 16, 1956. A letter of resignation as Civil Defense Director for the City of Azusa was received from David H. Eccles, Jr. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Council accept the resignation of Air. Eccles as Civa Defense Director and that the City Attorney be instructed to prepare a Resolu- tion of thanks and commending Mr. Eccles for his fine work as Civil Defense Director. Councilman Romero requested that if the Council met in adjourned meeting this following Tuesday, that the matter Eligibility list to be established for Sargeant in Police Dept. Recreation Agreement referred to Attorney Mayor authoriz ed to sign Agreement; Supplementary payment to Recreation Director. Resignation - Eccles, Civil Defense Directori m CITY HALL AZUSA, CAL, MON., OCT. 15, 1956 of Civil Defense Director be brought up at that time. Moved by Councilman Ortuno, seconded by Councilman Romero that the Council -raise from the table at this time the request for the purchase of a material accounting machine for the Light and Water Department, previously tabled. Discussion was held on the request for the purchase of this machine. The motion and second were withdravin by mutual agreement. The matter remained tabled. A letter was received from the San Gabriel Valley Lumber Company who are acquiring approximately seven and one-half acres of land fronting on the south side of Gladstone Street, between the property owned by the Southern Calif. Edison Company and the Pacific Electric drill track. It was the reouest of the Lumber Company that the City of Azusa furnish water service for domestic and fire protection at their lumber yard. The San Gabriel Valley Lumber Company also stated that they are interested in discussing the matter of annexing to the City of Azusa. The Supt, of Water, V. D. Smith, stated that if the Council wished to grant the vlater service outside the City limits, a 10-3/4" water main located on the south side of Gladstone Street would supply their demands. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the Supt. of Water Department be authorized to service water to the San Gabriel Valley Lumber Company as per their request. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the recommendations for salary changes and neva position classifications in the Light and Water Department, and the salary range classification for the Personnel Clerk be referred back to the Personnel Dept. and that these recommendations be considered with an overall survey of positions and classifications within this City which was to be conducted by the Personnel Board. This motion carried unanimously. This would eliminate the standing water in the gutters and the dip in the street but would not take care of the occasional flooding conditions encountered on Fifth Street during heavy storms. The cost of the installation would be approximately $1,800.00. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Engineer be authorized to take immediate action to eliminate the drainage problem as recommended. The City Engineer reported that on the study of estimated cost for developing a heliport site at Fifth and Virginia Avenue, that the worlc entailed the grading, paving, would approximate $6i500.00 and in addition the cost for provid- ing a new street leading into the site would approximate $6,000.00. The installation of the new street would however open up certain of the city -owned property to development as light industrial sites. Supt. Smith of the Light Dept. stated that the estimated cost for rerouting the power poles at that location would be $3,000.00, and that it would be necessary to get the M, Petition for annexation of property west of Annex. Dist. No. 15 Resolution No. 3526 - Westerly Annexation No. 17" Westerly Annexation Dist. No. 17 referred to Planning Commission Elimination of drainage problem at Fifth St. & Pasadena Ave. Cost for developing heliport sitf at 5th & Virginia CITY HALL AZUSA, CAL. Mon. OCT. 15, 1956 the necessary easement upon relocating the power poles. The Council instructed Supt. Smith and the City Engineer to investigate the possibility of acquiring necessary easements. Attorney Willard R. Decker, who was retained to consider the proposal of the Los Angeles AirwaTs, Inc., and to negotiate with the Company relative to the heliport at Fifth and Virginia Avenue, submitted his report of the proposal. It eras recommended by Attorney Decker: (1) That Paragraph 4-D of the proposal which requires the City of Azusa to keep the approach and departure lanes clear of obstruction, be deleted in view of the legal complications that would result in the attempt by the City to control the area surrounding Citi% -owned property as to height of buildings, trees, etc. (2) That the proposal of the Los Angeles Airways be subject to the obtaining by that Company of site approval of the Civil Aeronautics Board. Mr. Decker further reported that at this time it was the contention of the Los Angeles Airways that it would be more economical for the City to install the blacktop. It was pointed out, however, hat further negotiations upon these lines will be made when the President of the Company returns to Los Angeles. Attorney Decker was instructed to obtain clarification on the matter of keeping the premises of the heliport clear. 7:30 P.M. Atty. Decker's report re: heliport site A letter was received from John A. Williamson setting forth his views and reasons for not wishing to be reinstated to the position of City Engineer.
