SUBJECT: PURCHASE OF DIGITAL COMMUNICATIONS LOGGER
RECOMMENDATIONS
It is recommended that the City Council approve the purchase of the HigherGround, NextGen
Capture911 Call (voice) Logger from Versatile Information Products (VIP), Inc. in an amount
not to exceed $35,205.02. It is further recommended that the City Council approve this purchase
based on VIP, Inc. satisfying Azusa Municipal Code 2-522 (c), competitive bidding already
completed under the State of California CMAS# 3-08-00-0491B.
BACKGROUND
The Police Department records radio transmissions and all incoming and outgoing phone calls
from the communications center using a voice logger for evidentiary, public safety and officer
safety purposes. Such systems are an industry standard in law enforcement and must be
maintained for at least 100 days by law.
Our current "NICE" brand voice logger had a major equipment failure in April 2012 where two
days of recordings were lost. The vendor of that voice logger is discontinuing future support
contracts for the "NICE" system due to the age of the equipment and limited parts availability.
Also, in the past month our fifteen year old back-up system has become inoperable, again due to
age. Therefore, the "NICE" system is in desperate need of replacement as the primary voice
logger system, and must be purchased as soon as possible.
The Police Department's Communications Supervisor, Tami Patlogar and I.T. Manager, Lysell
Wofford, recommend the referenced "HigherGround" voice logger system. Moreover, Ms.
Patlogar secured an unprecedented 90-day money back guarantee from VIP if the Police
Department is not 100% satisfied with the installation or operation of the voice logger system.
The purchase price includes sales tax, installation, training and a one year service contract.

FISCAL IMPACT
This purchase will be made using available State of California 9-1-1 Emergency
Communications Office funding.
No General Fund money will be used.
