The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer led the salute to the flag. Flag Salute Invocation was given by Reverend Paroulek. CITY HALL AZUSA, CALIF. MONDAY, FEB. 6, 1956 A letter was submitted by the Community: Redevelopment Agency approving in general the enlargement and develop- ment of the proposed Civic Center. It was the opinion of the Agency that the accomplishment of this plan would tie in vrith future programs that they might establish. The City Clerk read a. petition submitted by the ovaners of the property bounded by Azusa. Avenue on the west, Donna Beth Avenue on the east, Gladstone Avenue on the north, and Arrow Highway on the south, e;:pressing their desire not to be annexed to the Cite of Azusa. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that this petition be filed, to be considered at the time of the annexation. election. A letter was subm_i.tted from the Planning Commission favoring the establishing of a heliport in this City and stating that the Commission is studying the various planning phases involved. The City Clerk announced that he had received letters favoring the establishment of a heliport in this City from 21 business concerns in the area. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried that the City Clerk advise Mr. Belinn of the Los Angeles Airways of the favorable reaction to the development of a heliport in this City and request them to submit further suggestions for sites, etc. Discussion was held relative to placing on the ballot an increase in salary for Councilmen. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the City Attorney prepare the necessary documents for placing on the ballot an increase in salary to the Council members from $25 to $50 per month. Discussion was held relative to the proposal of placing on the ballot an increase, that the Mayor receive $50 per month in addition to the salary set for his Councilman duties. Moved by Councilman Fawcett, seconded by Councilman Ortuno that the City Attorney be instructed to prepare the necessary form for placing on the ballot the propo- sition granting the Mayor $50 per month over and above that amount set for his Councilman duties. CITY HALL AZUSA, CALIF. MONDAY, FEB. 6, 1956 Chief Kendrick stated that if the request was granted he would like the Public Works Department to lend assistance. It was moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the Boy Scouts be granted permission to hold their parade on Saturday as requested and the Police Department to offer necessary assistance. A letter was presented from D. H. Eccles, Jr., Director of Civil Defense, recommending the -procurement of the following equipment: 1 Qty. Pentron Tape Recorder $ 106.00 10 Qty. The City of Baldwin Park submitted a letter of thanks for the help supplied to them by the Azusa Civil Defense organization who set up a mobile communications unit when the telephones in Baldwin Park became inoperative due to the heavy rains on January 26th. Moved by Councilman Romero, seconded by Councilman Ortuno that the letter from Baldwin Park Council be filed. This was so ordered. Discussion was held relative to the storage in the City of Azusa of the radaf trailer of the Civil Defense organization. It was the opinion of the Council that storage space could be found at the City Yards. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that storage of the radaf trailer be permitted at the City Yards, and that the Mayor be authorized to sign the necessary Agree- ment subject to the approval of the City Attorney. Letter of thanks from Baldwin Park Council - filed. Storage for radaf trailer in City Yards Letter was submitted by the City Engineer requesting that Mrs. Sofia Casas be appointed to the vacancy for Steno -Clerk the Public Works Department, effective as of February 7, 1956. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that Mr. Williamson be authorized to employ Mrs. Casas on the first step of Sofia Casas, salary range ($296.00 per month) in the position of Probationary Stenographer -Clerk on probationary period, effective period - Steno - February 7, 1956, and that the City Attorney be in- Clerk, Public strutted to prepare a Resolution accordingly. Work should be accomplished as soon as possible. Mr. Williamson reported that Mr. Hammer has indicated that he would recommend to his Board that they permit the City of Azusa to perform the necessary work of duplicating and moving facilities as may be necessary to replace the exist- ing facility. He also recommended that the necessary land for the street widening be dedicated to the City, provided that there will be no assessments or improvements chargeable to the Water Company. It was moved by Councilman Romero, seconded by Councilman Fawcett that the City Council authorize the City Engineer to inform Mr. Hammer that the report as set forth in the letter of the Engineer is agreeable to the City. Motion carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer ABSTAINING FROM VOTING: Councilman Johnson The City Engineer recommended that the City Clerk, City Attorney and City Engineer be authorized to take the necessary steps to form an annexation district of the area immediately adjacent to the City east of Cerritos Avenue and south of Fifth Street as several property owners in that area expressed their desire to be annexed to the City of Azusa. This area would be designated as Easterly Annexation District No. 11. It was moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City Council authorize the City Cleric, City Attorney and City Engineer to proceed with the necessary steps to form the annexation district as recommended. The City Engineer reported that the Azusa City Schools are in possession. of 21 shares of stock in the Azusa Agricultural plater Company, and it is the desire of the School Board that the City be given the opportunity of acquiring this stock. As it is difficult to establish a current market valuefbr these shares, it is recommended that the City perform surveys in the immediate vicinity of dertain school sites for the SChool District, in return for this work, the transfer of the stock would be made on an equitable arrangement. It was moved by Councilman Romero, seconded by Council- man Ortuno and unanimously carried that the City Engineer be authorized to proceed with the necessary engineering work for the acquisition of the water stock now held by the School District. The City Engineer reported that he and the City Attorney had investigated the possibility of acquiring additional property at the City Yard site. The property owners to the west had expressed an interest in exchanging certain street improvements for the land required by the City. Upon further investigation, the value of the street improvements to be installed, exclusive of sewers, would amount to approximately $6,000. The value of the land to be acquired by the City would be considerably less than $6,000. However, the property owners have indicated their willingness to make up the difference in cash. If this is agreeable to the City Council, it is recommended that the City Attorney and Engineer be authorized to have the land appraised to establish its fair value, and if the value established meets the approval of the adjacent property owners, to establish an escrow to handle the details of the property exchanged. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the City Council accept the recommendation of the City Engineer and he and the City Attorney be authorized to proceed as far as possible on this exchange and to report to the City Council. T 7:30 P.M. Steps to be taker re: Easterly Annexation Distdi No. 11 Water Stock from School District City Yard property acquisition. CITY HALL AZUSA, CALIF. MONDAY, FEB, o, 1g56 It was recommended by Fire Chief Madison and City Engineer Williamson that consideration to the acquisition of the necessary land to Provide for present and future needs of the City for Fire Station sites should be considered. It has been recommended by the Board of Fire Underwriters that a central Fire Station on Foothill Boulevard some- where between our present location and the Santa Fe Under- pass would be desireable. An additional location for an outlying station would be somewhere along Gladstone Street in the vicinity of the Little Dalton Wash, probably in the undeveloped land located easterly of the Wash. It is the recommendation that authority be given for the following steps: 1 - Retain a qualified land appraiser to establish fair values on selected sites, as well as the land presently owned by the City, that would be disposed of. 2 - Authorized to inquire as to the possibility of arranging an equitable exchange on an equal value basis with owners of approved sites. 3 - That if such arrangement is possible, report back to the Council for further action. St was moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the City Attorney and City Engineer take the necessary steps for appraisal of properties and arrange equitable exchange of properties under consideration. The City Engineer reported that in processing plans for Tract 7#20971, he is requesting the dedication of a triangle of land that would lie in any future extension of Sierra Madre Avenue to the west. The subdivider is willing to dedicate this land, but the Azusa Agricultural Water Company as holder of an easement for a pipeline within this area, is reluctant to consent to the dedica- tion, because any future improvement of this areawould undoubtedly entail moving of a 20" concrete irrigation line that they operate. The Water Company is willing to consent to the dedication if the City will relieve them of any future liability for relocation of the water line within the area in question, Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that this matter be referred to the City Attorney. The City Engineer submitted a report relative to improved communication facilities between the Public Works field equipment and the office and yard headquarters which is very desireable in event of any emergencies, plus the convenience in conducting ordinary day-to-day operations. It is suggested that the Public Works Superintendent and City Engineer be authorized to make a study of the com- munication facilities and report back to the Council. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that the City Engineer, Supt, of Public Works, and Supt, of Light and Water Department study the matter of communication equipment for vehicles in the Public Works Department and report back to the Council. City Engineer reported that Mr. Benjamin Parker, Architect, had contributed twelve hours of his time in the work connected with the enlarged Civic Center plans. It was recommended by the City Engineer that this time be charged agaf_nst,the City Engineer's budget which contains items for special services. T 7:30 P.M. Report on Fire Station sites. MONDAY, FEB. 6, 1956 Moved by Councilman Johnson this matter be referred to the City Attorney to determine if Mr. Williamson and/or other Department Heads can legally obligate the City without prior authority. Motion died for lack of second. Discussion was held on this subject. It was the opinion of the Council that the City having accepted Mr. Parker's services, he should be paid. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendation of the City Engineer and Mr. Parker be paid for his services out of the Engineering budget as set up. It was suggested by the City Engineer that it might be feasible for the City to purchase property owned by Gregory Gutierez, situated on the :rest side of San Gabriel Avenue and What would be 12th Street if it were extended westerly. The City Engineer pointed out the option price of X7,150 will expire on February 24th of this year. Moved by Councilman Johnson, seconded by Romero and unanimously carried that an appraisal be made of the Gutierez property and a report submitted to the Council. 7:30 P.M. Mann Company had returned completed contract forms and necessary bonds to Bond Approval on cover the work of installing the air conditioning equip- Air Conditioning ment in the City Hall. It was recommended that the City contract. Attorney prepare a resolution authorizing the signing of these contracts as the purchase was authorized to be made on the open market. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that the matter of the bond approval on the air conditioning contract be referred to the City Attorney for the preparation of the necessary Resolution. The City Engineer reported that Mr. Crisp, Engineering Aide had enrolled in an evening course in Civil Engineering given by Los Angeles City College, and recommended that the City reimburse him for the cost of registration and also that he be permitted to utilize City transportation in traveling to andffrom class meetings. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendation of .the City Engineer, and the City pa the registration fee for Mr. Crisp and allow him to use City transportation in traveling to and from class meetings. A Committee is being organized to study the problems of solicitation control with the purpose of making future recommendations. Councilman Ortuno reported to the Council that the City is at present trespassing over private property at the end of Grandview Drive in order to reach the well site property. It was stated that the owner of the land would dedicate one-half the street if the City would improve the street. The owner is grilling to install curbs and gutters. The owner, Mr. Frank Sariano, had requested this some time ago.
