The meeting was called to order at 7:35 P.M. by Mayor Memmesheimer Present at Roll Call: Roll Call Councilmen: Fawcett, Ortuno, Johnson, Memmesheimer Absent: Councilman Romero Also Present: City Engineer, City Clerk Prior to the calling to order of this adjourned meeting, the Council had met in informal session with representatives of the County Engineering Department. From the County Engineer- ing Department were representatives Mr. John A. Lambie, Proposed Agree - County Engineer, Mr. C. D. Griffin, Mr. C. Paige, and Mr. ment for service R. Singleton. It was announced that the County would con- of Bldg. Insp. sider a new agreement between the County and the City for the services of a Building Inspector. The expenditures for the services for the purpose of the agreement would be the number of hours of inspection and plan check services performed for '.;he City at the rate of $4.85 per hour. A copy of the proposed agreement was submitted for Council study. Mr. Erwin 11. Meier, representative of the J. L. Jacobs Co. Meeting re: met with the City Council to discuss further the report of report of the J. L. Jacobs Company. No action was taken by the City Jacobs Company Council on the report at this time. Mayor Memmesheimer recommended Councilman Ortuno for the office of Mayor pro tempore. Moved by Councilman Fawcett, seconded by Councilman Johnson and unanimously carried that the City Council accept the recommendation of the Mayor and that Councilman Ortuno be elected as iiayor pro tempore. ABSENT: Councilman Romero Mayor Memmesheimer announced that Chairmen of the new Committees would be announced at the meeting of May 7th. Tuttle Co. --- stating they would be glad to submit a proposal for engineer- engineering ing services upon reo_uest. services. Mayor Memmesheimer recommended the appointment of John Williamson as City Engineer to supply engineering services as required at the rate of $7.50 per hour, to serve until such time as an examination has been held and it is seen that the City can continue with its own Engineering Dept. Councilman Ortuno moved that the City Council accept the recommendation of the Mayor and that John Williamson be appointed as City Engineer for furnishing engineering services as required by the City at the rate of $7.50 per hour, and that an Agreement be drawn up by the City Attorney which would include information as necessary in such a temporary appointment; these services would include every- thing except extraordinary demands for outside services which Mr. Williamson would have to arrange for. Councilman Johnson stated that she had contacted the County Engineering Department relative to that Department furnishing engineering services for the City. Mr. John A. Lambie, County Engineer, addressed Council and stated that the County Engineering Department was not in competition with private engineering firms, however, their office could furnish engineering services under contract basis, at the level desired by the City, or in no case, less than the same level provided by the County elsewhere in the unincorporated territory. An Agreement for engineering services between the City and the County Engineering Department would be on an actual cost basis. Engineering services for Citi* considered. Williamson appointed temp. The motion was then seconded by Councilman Fawcett and passed by the following vote: AYES: Councilmen: Fawcett, Ortuno, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: Romero Moved by Councilman Johnson, seconded by Councilman Fawcett and unanimously carried that the Personnel Board be Personnel Board instructed to hold an examination for the position of to hold examin. City Engineer at the earliest possible date, for Engr. ABSENT: Councilman Romero Attorney Harry Williams entered the meeting at 9 P.M. Atty. Williams Mr. Williams was acting on behalf of City Attorney Tscharner sub, for who was unable to attend due to illness. City Atty. Communication was received from County Sanitation District No. 22 asking for the name of the alternate Director to that Board. Moved by Councilman Fawcett, seconded by Councilman Johnson and unanimously carried that the City Attorney be instructed to prepare a Resolution appointing Anthony M. Ortuno as the alternate Director on the Board of Sanitation District No. 22. ABSENT: Councilman Romero Mayor Memmesheimer suggested that meetings be arranged with the property owners interested in Easterly Annexation District No. 8, which proceedings were terminated prior to the time set for hearing of protests, 5th day of March, 1956. It was suggested by the Mayor that a Committee meet with Dr. Haggard of the Pacific Bible College first. The City Engineer asked that if such a meeting is held by a Committee, would it be proper to give the information gathered at such a meeting to the members of the City Council with the request that such information not be made public. It was the opinion of acting City Attorney Williams that officers of the City could direct letters to members of the Council requesting that the information contained in the letters not be made public information, unless the Council deemed that such information should be public knowledge. Mayor Memmesheimer recommended a Committee composed of the City Attorney, City Engineer, City Clerk and any member of the City Council who is available, to meet with Dr. Haggard as soon as possible, and the results of such a meeting to be transmitted to each member of the Council. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the City Council accept the recommendation of the Mayor relative to the Committee meeting with Dr. Haggard and reporting to the members of the City Council. ABSENT: Councilman Romero Councilman Or- tuno appointed alternate Director - County Sanita, Dist. No. 22. Committee appoin ed to meet with Dr. Haggard (Pacific Bible College) re: annexation/. An invitation was received from the American Little League Invitation to attend the opening day ceremonies to be held at the Amer. Little American Little League Park at First Street and Virginia League - Avenue on May 5, 1956, at 2 o'clock P.M. Opening Day. A letter was received from W. W. Keaton, President of the Request for National Little League, requesting cooperation of the light and water City to enable that League to have light and water service ball diamond at their new ball diamond near Fifth and Los Angeles Streets Natl. Little in time for their opening on May 12. League The request was for temporary light service to provide Invitation - electricity for the snack bar and the public address system Natl. Little and a request for a 2" water service. It was also request- League - ed by the National Little League that if the City had Opening Day any scrap pipe or -'lire, which was of no value to the City, that it be donated to them. Members of the City Council 205 CITY HALL AZUSA, CAL. MONDAY, APRIL 30, 1956 7:35 P.M. were invited to be guests of honor at the opening day ceremonies May 12th at 1:30 P.M. The Guadalupe Society, having cancelled their dance on May 5, 1956, at the Parish Hall, requested permission to Dance request hold a dance at the Parish Hall the evening of May 19th Guadalupe from 8 P.M. to 12 midnight. Society - It was moved by Councilman Ortuno, seconded by Councilman granted. Fawcett and unanimously carried that this request be re- ferred to the Police Department, and that the request be granted subject to the necessary conditions as set forth by the :Chief of Police. A letter was received from the Azusa Public Library Board relative to the area in which the proposed installation of Letter from the air conditioning unit was to be placed in the basement Public Library - of the Library. It was requested also by the Board that filed. protective malls be erected in the basement to prevent dust from infiltrating throughout their book stacks. City Engineer Williamson stated that the requests of the Library had been considered and were being taken care of by the Public Works Department. Moved by Councilman Johnson, seconded by Councilman Fawcett that this letter be filed, and it was so ordered. ABSENT: .Councilman Romero Notice of a meeting of the National Safety Council in Los fleeting of Angeles was referred to Sgt. Edborg or Donald Ryle of the Natl. Safety Police Department. Council On motion of Councilman Johnson, seconded by Councilman Fawcett the communications from Senator Kuchel and Senator Communications Knowland relative to government operations on in -lieu taxes from U.S.Senate of which they had been informed of the City's stand, was - filed. ordered filed. A reauest was received from the City of Hope for permission to hold a house-to-house campaign in order to raise funds for expansion of medical and research facilities. This would be a one -dad drive, and called "Hope Sunday". Moved by Councilman Ortune, seconded by Councilman Johnson that permission be granted to the City of Hope for their fund raising drive with the stipulation that the house-to- house solicitors clear with the Police Department. There being no opposition, this motion was ordered carried. ABSENT: Councilman Romero Councilman Ortuno thanked members of the Council for appoint- ing him as Mayor pro tempore. Discussion was held relative to the City during such time available. Moved by Councilman Ortuno, and unanimously carried that to have an Attorney available as Mr. Tscharner was not seconded by Councilman Fawcett the City Council authorize Permission granted City of Hope for fund raising drive. Mr. Williams appointed substitute for City Attorney CITY HALL AZUSA, CAL. MONDAY, APRIL 30, 1956 7:35 P.M. Mr. Williams or the law firm of which Mr. Williams is a partner to act for the City if necessary.
