Mayor Memmesheimer called the meeting to order at 7:40 P.M. Present at Roll Call: Councilmen: Fawcett, Ortuno, Johnson, Memmesheimer Also Present: Asst. City Attorney Williams, City Engineer, City Clerk Absent: Romero The City Clerk requested permission to employ Mrs. Julia Curtis on Step 1 of the Cashier -Clerk classification, Range 17, at $281.00 per month, effective August 6, 1956. Mrs. Curtis is No. 1 on the Certified List of Cashier -Clerks as prepared by the Personnel Board. It was moved by Councilman Fawcett, seconded by Councilman Ortuno that the City Clerk be authorized to employ Mrs. Julia Curtis on Probationary Step 1 of Cashier -Clerk classification, effective August 6, 1956, and that the City Attorney be instructed to prepare the necessary Resolution. Councilman Romero entered the meeting and was seated at 7:43 P.M. The above motion was explained to Mr. Romero and the motion was then unanimously carried. It was recommended by the Light and Water Department that Mrs. Ann McKinney be employed as Cashier -Clerk in the Light and Water Department on Probationary Step 1 at $281.00 per month, effective July 30, 1956. It was moved by Councilman Fawcett, seconded by Councilman Ortuno that the Light and Water Department be authorized to employ Mrs. Ann McKinney effective July 30 as requested. Motion carried unanimously. 391 7:30 P.M. Roll Call Julia Curtis, Cashier -Clerk Range 17 employed by City Clerk Ann McKinney hired by Light and Water Dept. as Cashier - Clerk On the recommendation of the Fire Chief, the Civil Service Board approved the reo_uest of the Fire Chief that Mr. Everett Iverson, Fire Engineer, be raised from Step 4 to Step 5 at Fire Engineer $472.00 per month, effective August 1, 1956. Iverson Moved by Councilman Fawcett, seconded by Councilman Ortuno raised to 5th and unanimously carried that the recommendation be accepted Step and that Everett Iverson be raised from Step 4 to Step 5 as Fire Engineer, effective August 1, 1956. The City Attorney to prepare the necessary Resolution. On the recommendation of Fire Chief Madison the Civil Service Board approved the request that John Sitton, Fire Captain be raised from Step 4 to Step 5 at $525.00 per month, effective August 1, 1956. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the recommendation be accepted and,that John Sitton, Fire Captain, be raised from Step 4 to Step 5 in Salary Range, effective August 1, 1956; and that the City Attorney be instructed to prepare the necessary Resolution. It was recommended by City Engineer and approved by the Personnel Board.that Mrs. Sofia Casas, Stenographer,Clerk be raised from Step 1 to Step 2 at $312.00 per month and be given permanent status. Probationary period will end August 7, 1956. Moved by Councilman Fawcett, and seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendation and that Mrs-.Casas be placed on permanent status and raised to Step 2 of the Salary Range, effective August 16, 1956, and the City Attorney be instructed to prepare the necessary resolution. Motion carried unanimously. John Sitton Fire Captain raised to Step 5 Sofia Casas raised to Step 2 of Salary Range 392 CITY HALL AZUSA, CALIF. TUESDAY, JULY 24, 1956 7:30 P.M. On the recommendation of the Superintendent of Light and Water Department, the Personnel Board approved the request that Russell Benshoof, Utility Warehouseman, be placed on permanent status effective August 1, 1956. It was moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the recommendation be accepted and that Russell Benshoof be placed on permanent status -as of August 1, 1956, as Utility Warehouseman, and that the City Attorney be instructed to prepare the necessary Resolution. The Personnel Board approved the recommendation of the Supt. of Light and Water that Nicholas Macias, Meter Reader, be placed on permanent status effective August 1, 1956. Moved by Councilman Fawcett, seconded by Councilman Romero and unanimously carried that the recommendation be accepted and that Nicholas Macias be placed on permanent status as of August 1, 1956, and the City Attorney to prepare the necessary Resolution. This motion carried unanimously. The Civil Service Board approved the recommendation of the Superintendent of Light and Water that Gerald Tripp, Consumers' Serviceman, be placed on permanent status and raised from the 1st to the 2nd step at $327.00 per month, effective August 16, 1956. Also, the Personnel Board approved the recommendation of the Public Works Superintendent that Antonio Gonzales, Utility Man I, be raised from Step 3 to Step 4 at $383.00 per month, effective August 16, 1956. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the City Council accept the recommendations of the Supt. of Public Works and the Water and Light Superintendent and that Gerald Tripp and Antonio Gonzales be raised to the steps recommended and that the City Attorney be instructed to prepare the necessary Resolutions. The Personnel Board referred Section 10, paragraph 3 of the Civil Service Ordinance to the attention of the City Council for whatever action they wished to take. Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that the Council table for further study the reference to Section 10, paragraph 3 of the Civil Service Ordinance. Engineer Paul E. Kressley submitted a letter acknowledging receipt of the report by the City Engineer of the land -fill dump site in Van Tassel Canyon and his agreement to check this report as requested by the City Council. It was moved by Councilman Ortuno, seconded by Councilman Romero that the letter submitted by Mr. Kressley be filed. There being no protest, the motion was ordered carried. 393 Russell Benshoof, permanent status as Utility Warehouseman N. Macias Meter Reader permanent sta 8/1/56 G. Tripp raised to Step 2 Consumers' Serviceman and A. Gonzales raised to Step 4, Utility Man I Civil Service Ord. Section 10 Paragraph 3 referred to Council and tabled. Engineer Kressley's letter -- filed. A Notice was read relative to a meeting of the East San Gabriel Valley Planning Committee to be held Thursday, July 26th at East San Gabrie: Claremont City Hall at 8 P.M. Mr. Telford of the District Valley Planning Engineer's Office, State Highway Department will speak on Comm. Meeting the Federal Aid Highway Program as it affects the various 7/26/56 communities and the manner of allocation of funds. Notice of the Board of Directors Meeting, League of California Cities, to be held at the Huntington Hotel August 2nd, was read. Authority was requested for the employees of the City of Azusa Light Departraent.to attend the training course in electrical distribution sponsored by the Westinghouse Electric Company. The courses to be held in the City Auditorium every other Wednesday from 10 A.M. to 12 noon, covering a period from July 25 to October 3, 1956. 0 Leag. of Cal Directors Meeting Elec. Distribu- tion classes for Light Dept. employees. CITY HALL AZUSA, CAL. TUESDAY, JULY 24, 1956 7:30 P.M. Moved by Councilman Fawcett, seconded by Councilman Ortuno and ordered carried that the employees of the Light Dept. be authorized to attend this class on electrical distri- bution. The City Council next took up deliberation on the protests received relative to the proposed new Zoning Ordinance and referred the following recommendations to the Planning Commission: (a) Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that M-2 zoning be carried to within 50 feet of the west side of Jackson Avenue. This would leave a 50 ft. buffer strip on that side of the street. (b) Moved by :Councilman Fawcett, seconded by Councilman Ortuno that the Council recommend to the Planning Commission that the area covered by buildings be raised from one-third of the lot area to 50% of the lot area, and that relative to the setback, a minimun 50 ft. setback from the center line of the street to be held on the front of the lot, and a minimum 30 ft. setback from the center line of the street on the side of the lot. This motion carried by the following vote of Council: AYES: Councilmen: Fawcett, Ortuno, Memmesheimer NOES: Councilmen: Johnson, Romero ABSENT: Councilmen: None (c) Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the Council "recommend to the Planning Commission that the zoning on Azusa Avenue, between 9th Street and 10th Street, be C-2 395 Recommendations to Planning Commission re: Proposed Zoning Ordinance (c) Relative to the protest of the Azusa Foothill Citrus Company, requesting the :proposed lot size of 8,000 sq. ft. be reduced to 7,000 sq. ft., of their property located north of 11th Street and Southwesterly of the Eastside Canal located in Lot 77 and 78 of Sub. #2, A. L. & W., it was moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously- carried that the recommendation of the Planning Commission be accepted except the lot frontage on the East side of Holmar Avenue be increased to 70 ft. (e) Moved by Councilman Johnson, seconded by Councilman Ortuno and unanimously carried that the Council recommend to the Planning Commission that the request of Mr. and Mrs. Bellows, 109 S. Vernon Ave. be granted and that the north portion of Lot 93, Tract #13736, be zoned C-2. This would be the north 50 ft. of this lot. (f) Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Council recommend C-2 zoning for the triangular parcel of property located at the north extremity of Azusa Avenue at Sierra Madre Avenue instead of R-1 zoning now placed on it. (g) A request for commercial zoning of the west 100 ft. of the lot located at the northwest corner of Vernon Ave. and Gladstone Street was noted. No action taken. (h) Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried that the City Council recommend that the northeast corner of 5th and Virginia Avenue remain the C zoning. (i) Request }ras --received from Mrs. Blatchley to remove the "0" zone on her property on 8th and Dalton Avenue. It was the opinion of City Attorney Williams that this $96 CITY HALL AZUSA, CAL. TUESDAY, JULY 24, 1956 7:30 P.M. area could not be held in an "0" zone; property cannot be taken for public use by zoning but only by condemnation. The City Attorney stated that City -owned property could be zoned whatever the City wished, but would suggest that the area be placed in the zone the City would like to have, it if the City gave up City property. Mayor Memmesheimer suggested that in order to clarify matters for the property owners in that area of the proposed Civic Center expansion that the City acquire property starting at the north line of the Richfield station and extending north to 8th Street for a depth of 150 ft., and acquiring also the area from Sth Street to Santa Fe right-of-way between Dalton Avenue and Soldano Avenue. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that the Council request the Planning Commission to remove the zoning now designated as 110" and that the property be left zoned as it now appears on the zoning map. It was recommended by the City Attorney that the "0" zone be eliminated from the Ordinance. (j) Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the Council recommend that the Planning Commission give con- sideration to the zoning of the property on the south side of Foothill Blvd. and the west side of Cerritos Avenue, south to the north property line of the Griffith's property, west to Pasadena Avenue as C-2 zoning. The City Attorney was requested to study the Ordinance relative to making recommendations of necessary changes as it affects the legality and clarification. (k) Moved by Councilman Romero, seconded by Councilman Fawcett that the Council recommend that the Planning Commission designate the land use and zoning for the property involved in Northerly Annexation No. 15 for incorporation in the zoning map. This motion passed by the following vote: AYES: Councilmen_: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: None Other matters considered in discussion were Section 9219.27 relative to effective date of Special Use Permits, etc., and the possibility of parking area in an M-2 zone being based on the number of employees. Councilman Ortuno offered for its 1st reading the Ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED "EASTERLY ANNEXA- TION DISTRICT NO. 12" TO THE CITY OF AZUSA." Moved by Councilman Romero, seconded by Councilman Ortuno that further reading of the Ordinance be waived. Motion ordered carried. Councilman Ortuno offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REJECTING ALL BIDS FOR THE CONSTRUCTION OF STREET IMPROVEMENTS IN DANLEE STREET, DECLARING THAT THE PROJECT CAN BE PERFORMED MORE ECONOMICALLY BY DAY LABOR AND THE MATERIALS AND SUPPLIES FURNISHED AT A LO`;�'R PRICE IN THE OPEN MARKET, AND ORDERING THE PROJECT DONE IN TIE 14AVNER STATED." 397 First reading Ordinance re: Easterly Annexation District No. 12 Resolution No. 3477 -- Danlee Street Project CITY HALL AZUSA, CAL. TUESDAY, JULY 24, 1956 7:30 P.M. Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried that further reading of this Resolution be waived. Moved by Councilman Ortuno, seconded by Councilman Romero for adoption of this Resolution. This Resolution was then passed and adopted by the following vote of Council: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution No. 3477 Councilman Ortuno offered the following Resolution entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA PROTESTING THE FINANCING OF A PROPOSED CIVIC AUDITORIUM AND MUSIC CENTER BY TEE, COUNTY OF LOS ANGELES." Moved by Councilman Ortuno, seconded by Councilman Johnson and unanimously carried that further reading of this Resolu- tion be waived. Councilman Ortuno moved adoption of the Resolution, seconded by Councilman Romero. This Resolution was then passed and adopted by the following vote of Council: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution D?o. 3478 Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the Mayor be authorized to sign the Agreement between the Los Angeles County and the City of Azusa for the payment by the City of its proportionate share for the installation and maintenance of traffic signals at Irwindale Avenue and Gladstone Street. Resolution No. 3478 - Protesting Financing of Auditorium & Music Center by Los Angeles County Agreement re: traffic signals Irwindale Ave. & Gladstone. Moved by Councilman Johnson, seconded by Councilman Ortuno Agreement frith and unanimously carried that the Mayor be authorized to sign Lawson - audit the Agreement between Lamson and Company and the City of Azusa ing City books for auditing the City's books, etc., for the 1955-1956 fiscal year. Moved by Councilman Johnson, seconded by Councilman Romero that the Agreement submitted by White's Ambulance Service be referred to the City Attorney for his study and report. Motion carried unanimously. Paul W. Creighton, Reserve Officer #7, submitted his resigna- tion effective immediately. Moved by Councilman Romero, seconded by Councilman Fawcett that the City Council accept the resignation of Reserve Officer Creighton, and that the City Attorney be instructed to prepare the necessary liesolution. With no opposition, this motion was ordered carried. The Civil Defense Communications Unit requested that the City provide a permanent facility to house radio equipment and to hold a weekly exercise.. Moved by Councilman Ortuno, seconded by Councilman Fawcett and ordered carried that the request of the Civil Defense Communications Unit be referred to the Supt, of Public Works and Engineer for their recommendation of available sites. The Ground Observers' Corp requested the City to furnish floor covering for the main floor of the observer tower and for replacing of panes of glass, and also for painting of the tower. White's Ambu- lance Service Agreement referred to Att` Resignation Reserve Officer P. Creighton Facility for housing radio equipment referred to Supt, of Pub: Wrks. & Engr. Repairs for Observer tower refr'd, to Pub. Wrks Supt. CITY HALL AZUSA, CAL. TUESDAY, JULY 24, 1956 Moved by Councilman Ortuno, seconded by Councilman Romero and ordered carried that this matter be referred to the Supt, of Public Works with power to act.
