Councilman Romero stated that the owner of the property
just east of the newly constructed bridge on First Street
had asked him (Romero) if the City could do something to-
ward improving his property because of the low grade remain-
ing after the construction of the bridge.
Moved by Councilman Romero, seconded by Councilman Johnson
that City Engineer 1aJilliamson submit an estimate of the cost
of improvements to relocate the driveway, raise the grade of
lawn, and to improve the situation caused by the drainage
ditch in front of the house, owned by Mr. Faulk on East First
Street. This motion passed by the following vote of Council:

Relative to setting of the tax rate for the fiscal year
1956-1957, Councilman Johnson made the following statement:
"Due to the fact that recent annexations did not accept the Levying of
obligation for ta;,es to cover bond issues of the City, no taxes.
tax levy against these areas can be made. Because it is
too late to submit boundaries of the various tax districts
to the County, I move that the invalidity be cured by
striking all bond issue tax levies from the Tax Ordinance
and that these payments be made from the surplus General
Fund."
Councilman Romero seconded the motion, and the motion was
unanimously carried.

It was recommended by the Planning Commission that the north
150' of the west 150' of Lot 7 of the V. M. Greever Tract
be rezoned to C-3 as requested by Bert F. and Helen Almond,
owners of the property.
Moved by Councilman Ortuno, seconded by Councilman Fawcett
that a Public Hearing before the City Council on the

petition for rezoning to C-3 of that portion of the Almond Public Hearing
property be set for Sept. 17th, 1956, at 9:30 P.M., and Almond petitim.

notification. Motion carried unanimously.
Moved by Councilman Fawcett, seconded by Councilman Ortuno
and unanimously carried that the recommendations of the
Planning Commission at their meeting of August 8, 1956,
be tabled for further study. These recommendations were:
(a) That the property within the proposed parking
district be rezoned to commercial at the time
the parking district is formed.
(b) That the map of the land use for Annexation
No. 15 be accepted as proposed.
(c) That a Special Land Use Permit be issued to
Mr. Albert Seymour to cover rock quarrying
within Annexation District No. 15 as requested
by Mr. Seymour. This Special Use Permit to be
effective at the time of the annexation, and in
addition a Special Use Permit be granted to allow
rock crushing operations be carried on within
the area.
(d) That consideration be given for the issuing of a
Special Land Use Permit covering quarrying opera-
tions on that property owned by Mr. Heyden which
had been used previously for such operations,
Permit to be effective upon the time the annexa-
tion is completed.

Councilman Romero asked if there was anything that could be
done to speed up the widening of Vernon Avenue, south from
3rd Street.
It was reported by the City Engineer that two parcels are
still to be acquired.
Moved by Councilman Romero, seconded by Councilman Fawcett
and unanimously carried that Attorney P. J. Tscharner be Vernon Avenue
authorized to proceed with the necessary steps of con- widening
demnation and acquisition by the City of the property
necessary for the Vernon Ave, widening.
Moved by Councilman Ortuno, seconded by Councilman Fawcett
that the Ordinance relative to the Administrative Officer
be raised from the table at this time.
Motion carried by the following vote of Council:

City Attorney Williams stated that he had gone over the
Ordinance and suggested some changes be made in the original
that was drawn. The Changes as recommended by the -City
Attorney were pointed out to the City Council.
Councilman Ortuno offered the following Ordinance, for its
first reading, entitled:
"AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS
ANGELES COUNTY, CALIFORNIA, CREATING THE POSITION OF ADMIN-
ISTRATIVE OFFICER OF SAID CITY, PRESCRIBING THE DUTIES
THEREOF, DEFINING THE POWERS INCIDENT TO SUCH POSITION."

This Ordinance was then read in full for its first reading.
City Attorney explained the advantages of adopting the
codified Ordinances which had been prepared for the City.
Moved by Councilman Ortuno, seconded by Councilman Fawcett
and unanimously carried that the City Clerk and City
Attorney be instructed to prepare and bring up to date
the codification of Ordinances for adoption by the City
Council.
When queried about his decision for reappointment as City
Engineer, Mr. Williamson stated that he was not sure all
requirements set forth by Section 95 of the Personnel
Board Rules and Regulations had been complied with.
Moved by Councilman Ortuno, seconded by Councilman Fawcett
that the Personnel Board be contacted as to the eligibility
of John Williamson for reappointment as City Engineer upon
the fulfilling of the requirements necessary under the
Civil Service Rules and Regulations, Civil Service
Ordinance. Motion passed by the following vote of Council:

Councilman Fawcett stated that as Chairman of the Public
Works Department, he would prepare a performance report on
Mr. Williamson.
It was requested by the Supt, of the Light Department that
he be permitted to employ two linemen at 5th Step of the
Salary Range after examination for this position had been
taken and the qualified men established on an eligibility
list. It was the opinion of the Supt, that one person
would be employed regularly, while the other would possibly
be of six -month's duration.
Moved by Councilman Romero, seconded by Councilman Ortuno
and unanimously carried that the Supt. of the Light and
Water Department be granted permission to employ the line-
men as requested.

Councilman. Ortuno was requested to attend the meeting, as
a delegate from the City, for a tour of the City with the
Chamber of Commerce and the Pasadena Chamber of Commerce
on Wednesday, August 29th.
Moved by Councilman. Ortuno, seconded by Councilman Fawcett
that Gilbert Sheets, Humane Officer, be authorized to
attend the two-day rabies institute being held in Los
Angeles, September 7 and 8, 1956, and that actual expenses
be paid for Mr. Sheets' attendance at the institute.
No dissention, motion ordered carried.

that the report from the Board of Supervisors relative Proposed City's
to the boundaries of the proposed City of Duarte and boundaries -
the proposed City of Bradbury be tabled. With no dis- tabled.

It was recommended by the City Engineer that he be
authorized to prepare the necessary plans for the installa-
tion of a sewer line on the south side of Foothill Blvd.,
west of Virginia Avenue, for a distance of about 440 feet.
The estimated cost to the City would be $861.75 plus labor.
The entire project would cost under $2,000 to be done by
City forces.

Moved by Councilman Fawcett, seconded by Councilman Ortuno
and unanimously carried that the City Council accept the
recommendation of the City Engineer and that he be in-
structed to prepare the plans for the proposed sewer im-
provement.
A report of Ordinances covering rabies vaccination for
dogs in force in other Cities in this area was presented
to the City Council for their study and consideration.

that Resolution No. 3454 employing Mr. Torres be rescinded rescinded
as Mr. Torres did not report for work. With no dissention

Councilman Romero stated that the Park and Recreation
Commission had requested a joint meeting with the City
Council. It was agreed by the City Council to meet
jointly with the Park and Recreation Commission on
September 10th, 1956, at 8 o'clock P.M. in the Civic
Auditorium.
Attorney Williams stated that it would be necessary to
have a valuation placed on City -owned property located
within the proposed Annexation District No. 15:

to employ an appraiser to set the valuation on publicly -
