The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer opened the meeting and led in the salute Flag Salute to the Flag. Invocation was given by Mr. Squire West. Invocation Present at Roll Call: Corrections to August 28, 1956. Councilmen: Ortuno, Johnson, Romero, Mayor Memmesheimer 8/28/56 Absent: eligibility of J. Williamson for reappointment for City Roll Call Councilman: Faarcett "AYES:_ Councilman: Fawcett, Ortuno, Romero, Memmesheimer Also Present; Acting City Attorney Williams, City Engineer Minutes of of an appraiser, the word "City" in the next to the last Williamson, City Clerk approved. The Minutes of August 14, 1956, were ordered approved as 8/14/56 Minute written, appro•aed. Mayor Memmesheimer asked if there were any corrections, additions or admissions to the Minutes of August 20, 1956. Councilman Johnson stated that on Page 5, the last item, Approval of the motion relative to employing Claude Howell to conclude Minutes of with "with no protest, motion ordered carried'. 8/20/56 Also, on Page 6, 3rd item, relative to project No. 155, the word should be "advertising" not "readvertising", as stated in the Minutes. The Minutes of August 20, 1956, were then approved as corrected. Mayor Memmesheimer asked if there were corrections, addi- tions or admissions to the Minutes of the meeting of Corrections to August 28, 1956. Minutes of Councilman Johnson pointed out that on Page 6, the 4th 8/28/56 item, relative to referring to the Personnel Board the eligibility of J. Williamson for reappointment for City Engineer, the vote should be stated as: "AYES:_ Councilman: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilman: Johnson" On Page 7, next to the last item, relative to employment Minutes of of an appraiser, the word "City" in the next to the last 8/28/56 line should be chaned to read ''Publicly" -owned. This motion carried by the following vote of Council: AYES: Councilmen: Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Fawcett Bids were opened in the office of the City Clerk on Aug. 31, 1956, at 10 o'clock_ A.M. in answer to the Notice Inviting Bids for two new 1/2 ton pickup trucks for the Public Works Department: Present at the opening of bids were City Bid on pickup Engineer Williamson, Councilman Romero, and City Clerk. trucks -- One bid was received from Norman King, Dodge -Plymouth tabled. Dealer, Azusa. The price quoted for two 1957, Dodge 6 c6linder, 1/2 ton picku trucks was $3,328.00:Cashier's check in the amount of p$325.68 accompanied the bid. It was recommended by the City Engineer that no action be taken on the bid until the return from vacation of Mr. Brusnahan, Supt, of Public Works. Moved by Councilman Johnson, seconded by Councilman Ortuno that the report on the bids for pickup trucks be tabled until the next meeting. With no protests the motion was ordered carried. Moved by Councilman Ortuno, seconded by Councilman Romero that the reauest of the City Engineer to employ Charles Temporary A. Johnson as temporary* draftsman at the rate of $1.85 Employment of per hour be granted. This motion carried by the following Draftsman vote: AYES: Councilmen: Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen.: Fawcett City Engineer reported that plans were completed for the installation of sewer line in Dalton and Soldano Avenues, north of First Street, and in First Street between the above streets. The estimated cost of the project would be $10,779.44. The City Engineer pointed out that Soldano Avenue between First and Second Street was only 40 feet wide, and that Proposed sewer the East half of the Street had been vacated by the City Dalton & Sol - many years ago, and it was recommended by the Engineer dano Ave, and that permission to connect to the new sewer line be with- First St. held from the property owners on the east side until such time as they dedicated the front 40 feet of their lots, this being the portion previously vacated. Moved by Councilman Ortuno, seconded by Councilman Romero that the City Clerk be authorized to advertise for bids for the proposed sewer line on Dalton, Soldano and First Street as recommended by the Engineer. This motion carried by the following vote: AYES: Councilmen: Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Fawcett Discussion was held relative to establishing the policy of the City whereby dedication of the vacated street be required before sewer connections are made. Moved by Councilman Ortuno, seconded by Councilman Romero that,the policy of the Council be set whereby dedication Dedication of of that portion of Soldano Avenue previously vacated by street required the City be required before sewer connections will be before sewer allowed in the new line. TUESDAY, SEPT. 4, 1956 Moved by Councilman Ortuno, seconded by Councilman Romero that the City Engineer be instructed to contact the owners of the property on Soldano Avenue for making arrangements for dedicating to the City that portion of the street pre- viously vacated. This motion carried by the following vote; AYES: Councilmen: Ortuno, Johnson]Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Fawcett City Engineer reported that the earliest meeting at which action could be taken on the proposed sanitary landfill operation in Van Tassel Canyon, by the State Water Pollution Control Board, would be at their meeting of October 18th, and that in order to give them time to study the matter, it would be necessary to make formal application and file the necessary supporting data as soon as possible. The City Engineer recommended that he be instructed to make formal application on behalf of the City for the establish- ment and operation of a sanitary landfill in Van Tassel Canyon at the earliest possible date. It was also suggested by the Engineer that a qualified specialist in the field of water pollution be retained by the City in order to insure that all pertinent data that could have a bearing on the problem are thoroughly studied and presented to the Water Pollution Board as part of the City's application. The firm of Pomeroy and Associates of Pasadena was suggested by the Engineer for making of the water pollution studies. Moved by Councilman Romero, seconded by Mayor Memmesheimer that the City Engineer be authorized to make formal applica- tion with the 4later Pollution Board for a sanitary landfill operation in the Van Tassel Canyon area and that the Engineer be authorized to employ the firm of Pomeroy and Associates for preliminary work necessary for the water pollution study, and that the firm submit to the Council their proposal for the completed studies that will be necessary. This motion passed by the following vote of Council: AYES: Councilmen: Ortuno, Romero, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: Fawcett Councilman Fawcett entered the meeting and was seated at 8:25 P.M. 467 7:30 P.M. Engineer to contact the property owner re: dedicatioi City Engineer reported that he had been advised by the Division of Highways that Twelfth Street has been approved for inclusion in the major street system, and that this was the only matter pending in the:tira;;r of final approval of the State's proposal regarding the installation of the one-way street system on Azusa Avenue and San Gabriel Avenue. It was recommended by the City Engineer that the City comply with the request of the Division of Highways in their letter dated April 5, 1956. Moved by Councilman Ortuno, seconded by Councilman Romero that the City Attorney be instructed to prepare the necessary Resolution relative to Azusa Avenue improvements for the proposed one-way street system on Azusa Avenue and San Gabriel Avenue, and included in the Agreement to be the widening of the bridge across the Little Dalton Wash on Azusa Avenue in keeping with the State's intention of widen - Azusa Avenue to a 100 ft, right-of-way. This motion carried by the following vote of Council: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: None A letter was read from Mr. Frank P. Hixon, 3120 San Pasqual Street, Pasadena, California, setting forth the basis upon which he might be interested in leasing a portion of his Van Tassel property to the City of Azusa for a cut and fill dump. These points are set forth as follows: Water Pollu- tion study for sanitary landfill. Improvements re: one-way street system Azusa Ave. & San Gabriel Avenue. CITY HALL AZUSA, CAL. TUESDAY, SEPT. 4, 1956 1 - Land subject to lease. 2 - Means of ingress and egress 3 - Survey 4 - Use of leased premises 5 - Operation of the leased premises 6 - Compliance with Federal, State, County and City laws and ordinances 7 - Insurance, utilities and property taxes 2 - Use of spring water and water stock in Duarte Mutual water Company 9 - Possible relocation of Roadway 10 - Term and options of lease 11 - Rental 12 - City's right to terminate 13 - Consents and permits 14 - Heirs, e;cecutors, etc. Mr. Hixon's letter stated that he and his representatives would be glad to confer with the City and their representa- tives at any mutually convenient time. Moved by Councilman Johnson, seconded by Councilman Romero that the letter of Mr. Hixon be filed. This motion failed by the following vote: AYES: Councilmen: Johnson, Romero NOES: Councilmen: Fawcett, Ortuno, Memmesheimer ABSENT: Councilmen: None Moved by Councilman Fawcett, seconded by Mayor Memmesheimer that since the Council was interested in a proposal for a dump site in the `Jan Tassel Canyon area, either on lease, purchase, or condemnation, that the City Attorney and City Engineer be authorized to negotiate further with the owners of the :property, and that in addition they be instructed to talk faith the officials of the Sanitation District to get their advice on acquisition and operation of dump sites, and other pertinent facts. This motion carried by the following vote of Council. AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: None 0 7:30 P.M. Basis for leasing of Hixon portion of Van Tassel property. Motion to file Hixon letter - failed. Dump site, Van Tassel Canyon Mr. Dom Patritti, 4012 Richwood Street, E1 Monte, owner of Rubbish dump a cut and cover durip site in Puente, appeared before the E1 Monte. Council and agreed to submit a proposal by letter, setting forth advantages of using his dump for the disposal of the City's rubbish. Councilman Romero offered the following Resolution entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING GRANT OF EASEMENT FROM RONDUSS CONSTRUCTION COMPANY TO THE CITY OF AZUSA AND AUTHORIZING THE RECORDING THEREOF." Moved by Councilman Romero, seconded by Councilman Ortuno that further reading of this Resolution be waived. There being no protest, motion was ordered carried. Councilman Ortuno moved adoption of the Resolution, seconded by Councilman Fawcett. This Resolution was then passed and adopted by the following vote of Council: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENTY Councilmen: None and numbered Resolution No. 3505. Councilman Ortuno offered the following Ordinance for its second and final reading entitled: Resolution No. 3505 - Accepting Grant of Ease- ment - Ronduss Construction Co. 471 CITY HALL AZUSA, CAL. TUESDAY, SEPT. 4, 1956 7:30 P.M. "AN ORDINANCE OF TIE CITY COUNCIL OF THE CITY OF AZUSA FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION FOR THE CURRENT FISCAL YEAR BEGINNING JULY 1, 1956." Moved by Councilman Romero, seconded by Councilman Fawcett, and with no opposition, ordered carried that the further reading of this Ordinance be waived. Ordinance No. 516 - Councilman Ortuno moved adoption of the Ordinance, Money to be seconded by Councilman Johnson. Officer and unanimously carried that the Ordinance establishing Ordinance - the position of Administrative Officer be tabled until tabled. the meeting of October 1, 1956. Councilman Romero moved that in order to get the feeling of the citizens of Azusa relative to the Ordinance pro- hibiting pin 4aill machines, that this matter be placed on the ballot; at the next City election. Motion died for lack of a second. The Azusa Park and Recreation Commission recommended to the Council that permission be granted to the Azusa High School to use Slauson Park for their football practice and the use of the pool dressing rooms from 2:30 to 5 P.M. during football season. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Council grant per- mission for Azusa High School football practice at Slauson Park with the stipulation that the School District furnish liability insurance certificate in the amounts of $50,000 and $100,000 naming the City of Azusa as coinsured. Pin -ball Ordinance Azusa High School foot- ball practice at Slauson Park It was recormrended by the Park and Recreation Commission Golden Days that the Azusa Golden Days Committee be granted permission activities in to use Memorial Par?: and the Recreation Building for their Memorial Park Golden Days activities. & Recreation Moved by Councilman Fawcett, seconded by Councilman Romero Building and unanimously carried that the recommendation be accepted and that the Golden Days Committee be allowed to use Memorial Park and the Recreation Building for the Golden Days activities. The Recreation Department requested permission to enter a float in the Golden Days Parade, and asked that a City truck be made available for the Recreation Department's use, and also requested the cooperation of other City Departments in minor arrangements needed on the float. Moved by Councilman Johnson, seconded by Councilman Romero and unanimously carried that permission be granted the Recreation Department for entering a float in the Parade as requested. A Financial Statement as of July 31, 1956, was submitted by the City Treasurer. This report shows a bank balance of the active account in the amount of $577,215.85, Treasury Bills $200,000.00, Accumulated Earnings or discounts taken on Treasury Bills to July 31, 1956, - $11,363.75, for a grand total of $788,579.60. The City Clerk announced that Mr. Otis Gordon requested a meeting between the officials of the City of Azusa and members of the various groups in Duarte to the possible end that the two committees might come to *eeting of the minds relative to the proposed boundaries of the corpora- tion by the community of Duarte. It was recommended that this meeting be held September 13th at the Community Center in Duarte. Moved by Councilman Johnson, seconded by Councilman Fawcett that this request be filed. With no opposition 3notion ordered carried. Mayor Memmeshe'_mer asked if the Council was now ready to act on the bills and requisitions. Councilman Johnson stated that in connection with the bills submitted by Mr. Williamson, there was no reference to Council authority for any of the projects for which Mr. Williamson has billed the City.. Permission for Recreation Dept, float in parade. City Treasurer Financial Stat ment - 7/31/56 Reouest for meeting with Duarte groups, filed. CITY HALL AZUSA, CALIF. TUESDAY, SEPT. 4, 1956 Moved by Councilman Johnson that the City Clerk make certain that all vao,,,paid for is first properly authorized by the City Council and that he and Mr, idilliamson certify to this effect with respect to the past payments and any future pay- ments. Discussion was held on the method of presenting bills by the City Engineer. Mr. Williamson stated that he would submit his bills in whatever manner the Council would instruct him, and that in the past his bills had been submitted for pro- fessional services. Motion died for lack of second. 475 7:30 P.M. The City Clerk announced that he had received a communica- 9/29/56 tion from the Department of Commerce relative to a Special Census in the City. The approximate cost of the Special Azusa Special Census would be $2,660.00. Census to be Moved by Councilman Ortuno, seconded by Councilman Fawcett taken. and unanimously carried that the City Clerk be authorized to proceed with the necessary steps for having a Special Census taken in the City of Azusa, and that the City Attorney be instructed to prepare the necessary Resolution. Proclamation Councilman. Fa^rcett offered the following Resolution entitled: Registration "A RESOLUTION OF THEE CITY COUNCIL OF THE CITY OF AZUSA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID." Resolution No. 35o6 -- Councilman Ortuno moved the Resolution be adopted, seconded Allowing by Councilman Romero. This Resolution was then passed and Claims and adopted by the following vote of Council: Demands AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: None and numbered Resolution No. 3506 An application was received for a permit to hold a dance at the Armory on September 29, 1956. It was stated that no Request for admission would be charged, and that it was the intention to dance permit hire two Police Officers for the dance on that evening. Armory Bldg. This communication was signed by Mr. Nick Macias. 9/29/56 Moved by Councilman Fawcett, seconded by Councilman Romero that the request for the dance at the Armory Building be denied.
